Scope of Services: See Attached Professional agrees to perform the services identified above and on the attached forms in accordance with the terms and conditions contained herein and in the Professional Services Agreement between the parties. In the event of a conflict between or ambiguity in the terms of the Professional Services Agreement and this work order (including the attached forms) the Professional Services Agreement shall control. The attached map indicates the arterial crossings that will be evaluated (red “X” and blue “X”). It is anticipated that the downtown BNSF crossings will be excluded from the Prioritization Study and possibly the two crossings of North College Avenue and the UPRR crossing of Carpenter Road (SH 392). Scope of Work 1. Information Gathering and Data Compilation Objective: Gather all relevant information and data at each at-grade crossing to gain a thorough understanding of existing conditions. Description: The initial task of this project will involve assembling information and data that, for the most part, has already been collected or is readily available from the City of Fort Collins. This data includes, but is not limited to: • Existing arterial street railroad crossings • Potential grade separations identified in the Master Transportation Plan • Fire Stations and emergency response service areas • Arterial street ADT • Average train crossings per day and average train crossing duration* • Train speed* • Alternative emergency vehicle routes (or alternative station response) to circumvent crossing • Pedestrian and bicycle routes • Traffic signal train pre-emption data* • Railroad crossing crash data* * City staff will gather data and send to Muller During this process, Muller will also conduct preliminary analyses of the traffic operations (delay and queuing) and safety data as a means of examining existing conditions at each railroad crossing. 2. Prioritization Criteria and Screening Objective: Develop criteria for analyzing the existing conditions of at-grade crossings. Description: Muller will develop a list of criteria to review with City staff and obtain input. The review will occur at a meeting with City staff in Fort Collins. The criteria will include items such as: • Cross-Product of vehicle ADT and train crossings per day (i.e. motorist delay) • Impact on adjacent arterial corridors (e.g. impact of Drake/BNSF crossing on College Ave) • Functional classification of arterial roadways (i.e. arterial versus major arterial) • Historical train-motor vehicle crashes (if any) • Impact of train crossings on multimodal mobility and safety • Impact to emergency vehicle response time (qualitative assessment)* • Qualitative constructability rating of potential grade separation • Adjacent land use impacts of grade separation • Input from BNSF, UP and GW railroads regarding their prioritization for grade separation and potential for cost sharing* * City staff April 5, 2016 Muller Engineering Company Page 1 of 4 DocuSign Envelope ID: 5A86CEA2-89D6-4543-A066-D62DFAEB3A5D City of Fort Collins Railroad Crossing Prioritization Study Scope of Work Using the established criteria, an evaluation matrix will be created and weightings assigned (with City staff input) to evaluate each crossing. Based on the locations discussed with City staff, Muller will conduct a review of the existing at-grade railroad crossings and evaluate the criteria using the evaluation matrix. Muller will prepare a list of crossings that are “critical” candidates, “good” candidates, “potential” candidates, and “poor” candidates for grade separation. The list of crossings that are identified as critical or good candidates for grade separation will be prepared for the City to incorporate into future updates of the Transportation Master Plan. Muller will arrange a meeting with City staff to review the initial findings, obtain input, and revise accordingly. Deliverables: Technical memorandum outlining criteria for analyzing existing at-grade railroad crossings. Technical memorandum prioritizing a list of projects that can be carried forward to design in the future and be incorporated into the City of Fort Collins Transportation Master Plan. 3. Documentation Objective: Prepare documentation that packages the alternatives to leverage the City’s available funding sources. Description: Muller will prepare a technical memorandum that summarizes the project process, findings, and recommendations. Technical data will be included in an appendix. The project’s technical evaluation will also be compiled in spreadsheet form to assist the project team in querying and sorting the data to address potential future projects’ scope. Deliverables: Project Technical Memorandum (pdf); Spreadsheet of Project Evaluation Criteria and Data 4. Project Management The project management task includes communication and coordination between Muller Engineering and city staff. Additional project management tasks include preparing monthly progress reports to the City’s Project Manager. Project Management also includes one (1) Progress Meeting at Fort Collins office. Public Involvement is not included in this Scope of Work. Fee Estimate The attached table provides a breakdown of staff hours, labor costs and expenses for each task identified above. Muller Engineering’s total fee for Phase 2 of the Railroad Crossing Prioritization Study is $23,400. Project Schedule Assuming a late April Notice to Proceed, the project completion date would occur by early August 2016.
