(ESC) is very pleased to submit to you the below proposed cost estimate for the FME translation GIS services project. Thank you for the opportunity to present this cost estimate. We look forward to deepening our relationship with the City of Fort Collins Utilities, and collaborating with the City to provide the best GIS solutions. Summary of Conversion Work from GIS to DGN The same process will be applied for Water, Stormwater and Wastewater utilities. • Create a cell library Cells will be created using the existing DGN files. The existing cells need to be exploded, regrouped and then saved to a cell library. • Read, transform and write Cell data in FME The data in the GIS will need to be mapped to the levels in the DGN file. If there are multiple levels contained in one feature class they can be filtered and streamed into different levels using the tester transformer. Please Note: the write tags setting will be set to Yes so that attributes will be written to the DGN file. If only specific attributes are needed or wanted then they will need to be conveyed and set in the Writer schema. The GIS point features will be read by FME. If needed, the features can be filtered based on attributes. Using the DGN Style transformer, the points will be assigned a symbol or cell based on an attribute. In the case where all features are the same, the cell name can be hard coded. Rotation can be set based on an attribute field. Also color can be set. See the FME example below for a typical point feature: • Read, transform and write Line data in FME The data in the GIS will need to be mapped to the levels in the DGN file. If there are multiple levels contained in one feature class they can be filtered and streamed into different levels using the tester transformer. If only specific attributes are needed or wanted then they will need to be conveyed and set in the Writer schema. The GIS line features will be read by FME. If needed, the features can be filtered based on attributes. Using the DGN Style transformer, the lines will be assigned a line weight and style. The weights and styles will be set the same as the existing DGN files. However, some of these properties fall outside of the normal ranges, so if the look does not match then trial and error will be used to match the line weight and style. If the line has a label, then the label point replacer transformer will be used to create the label. The label will most likely be placed above the line. The color and rotation of the label will also be set using a DGN Style transformer. If the line has arrows, these will be added using the orientation of the line. This will be the most difficult step and will require trial and error. See the FME example below for a typical line feature: • Read, transform and write Text Components in FME In the existing DGN files these are the labels throughout the map for features like valves and manholes. If these need to be added they would most likely be read from the attribute tables of the features and then made into labels using the label point replacer transformer. The size, color, rotation and placement can be with a DGN style transformer. The placement will not match the existing DGN files. If needed, it could be possible to extract the placement insertion points from the existing DGN files and use those points for placement.
