HomeMy WebLinkAboutCORRESPONDENCE - PURCHASE ORDER - 9162339Workshop on Regional Collaboration for Water Supply Provision Proposal for Facilitation Services (revised 4-11-16) Todd Bryan, Ph.D. CDR Associates The City of Fort Collins is in need of facilitation and collaboration services to help the City and water providers in the City’s Growth Management Area (GMA) explore opportunities for creating a more collaborative structure (such as a regional water authority) for the delivery of water and municipal water supply services to residents and businesses in the GMA. The City recommends a regional water collaboration workshop of water providers serving the GMA including Fort Collins Utilities, the East Larimer County Water District (ELCO), the North Weld County Water District (NWCWD), and the Fort Collins-Loveland Water District (FCLWD). The City anticipates approximately 30 attendees including Fort Collins City Council, professional staff from Fort Collins Utilities, and board members and professional staff from ELCO, NWCWD, and FCLWD. The workshop is planned for May 31, 2016. Todd Bryan, Senior Program Manager at CDR Associates has been asked to provide a brief proposal for facilitation and collaboration services for the workshop. Dr. Bryan has 25 years of progressive experience helping local, state and federal agencies find more collaborative and sustainable solutions to challenging problems in the areas of water, energy, land use and natural resources. He holds a Ph.D. from the School of Natural Resources and Environment at the University of Michigan and MS degrees in water resource management and landscape architecture from the University of Wisconsin. Todd is also a lecturer in the School of Public Affairs at CU Denver where he teaches popular courses in negotiation and conflict resolution. Workshop CDR recommends a 4-5 hour facilitated workshop with approximately 30 representatives that will address the following core questions posed by City of Fort Collins staff: 1. What specific goals do you have as a municipal water provider that could be better addressed through regional water collaboration? 2. What mutual benefits do you believe could be realized through regional water collaboration? 3. What considerations and potential barriers exist related to regional water collaboration? 4. What questions remain that need to be addressed? 5. What actionable next steps are municipal water providers willing to commit to regarding exploration of potential collaboration scenarios? The workshop will begin with an overview of what the objectives of the workshop, introductions by the host, participants and facilitator, a brief description of procedures for facilitating the CDR – Regional Water Supply Collaboration Workshop Page 2 workshop, and a more detailed presentation on the history and context leading up to the current situation. Dr. Bryan will then facilitate a discussion to address the core questions with a focus on identifying actionable recommendations for next steps. Assessment Prior to the workshop, it is recommended that Dr. Bryan conduct an impartial assessment of the core issues and interests at stake for key participants in the regional water supply collaboration. An assessment involves confidential interviews with some or all of the participants who will attend the workshop and, perhaps, other stakeholders that have a vested interested in a regional water supply collaboration. Assessments are common practice in helping the facilitator and participants:  Understand the issues, concerns and interests of participants  Build rapport  Prepare the facilitation process to address key issues and achieve goals  Help the public better understand the challenges and opportunities presented by the prospect of a regional water supply collaboration  Identify potential solutions The assessment can be turned into a report for workshop participants, decision makers, and the broader public to frame the issues and the prospects for satisfying multiple interests and achieving common goals.
