Dear Ms. McTague:
Exponential Engineering Company (EEC) is pleased to submit a proposal to provide
the City of Fort Collins with professional engineering services for the Harmony Duct
Bank Phase 2 project.
EEC proposes the following not to exceed price agreement for the scope listed herein
as follows:

Phase 2 Design Services $57,730
The price provided is for the work scope outlined in this letter only. Any work outside
of this scope will be considered extra and negotiated with the City of Fort Collins.
The Harmony Duct Bank project involves installing two parallel duct banks from the
Harmony Substation to the Harmony Road Park and Ride. Each duct bank will
include eight five-inch conduits and two two-inch conduits. The project will be
completed in the following phases.
Phase 1: Install new vault(s) adjacent to Harmony Substation, City of Fort
Collins personnel will perform design for this phase.
Phase 2: Install two new duct banks on the north side of Harmony Road from
the new Harmony Substation vaults to Ziegler Road, Exponential
Engineering will perform design for this phase.
Phase 3: Install two new duct banks on the north side of Harmony Road from
Ziegler Road to Strauss Cabin Road and extend one of the duct banks
to the Harmony Road Park and Ride, Exponential Engineering will
perform design for this phase.

Harmony Duct Bank Phase 2 Proposed Scope of Work:
1. Preliminary Project Review– Review the project objectives and perform
preliminary field investigation with the client. This will include the client’s
preferred route and possible issues that will need to be investigated.
Expanded capacity for future growth and developments will be considered as
well. Due to the location of the project there is a limited amount of line route
changes possible.
2. Base Map Survey– Lat40 will provide a base map survey including the existing
right-of-way and utility easements on the North Side of Harmony Road
approximately 30-40 feet in width from the Harmony Substation to Ziegler
Road. The base map will include plan and profile drawings showing existing
improvements, topography and adjacent parcel information.
3. Preliminary Mapping Investigation– EEC will utilize the base map to
investigate the project site to determine existing facilities, utility crossings and
possible line routing.
4. Field Investigation and Design– Field investigation performed by EEC, to
review the immediate conditions of the site. Initial plan view drawing package
will be drawn in AutoCAD to show line route.
5. Line Route Review and Approval– Client will review line route and approve
the final line route for construction staking.
6. Construction Drawings– EEC will utilize AutoCAD to add the new electrical
infrastructure to the base map plan and profile drawings provided by LAT40.
The construction drawings will also include vault, duct bank and trenching
detail drawings. The final construction drawings will be submitted as AutoCAD
files.
7. Construction Field Staking– EEC will perform field staking for construction.
8. Land Services & Permitting –Hill Land Services will provide assistance
obtaining the railroad crossing permit.

Harmony Duct Bank Phase 2 Items Not Included in Scope of Work:
1. Potholing – Please note potholing will be performed as required. Therefore,
the cost associated with potholing is not included in the overall engineering
fee. EEC will coordinate potholing and meet the potholing crew at the site.
Potholing will be performed by Colorado Boring Company to identify and
record utilities in the path of underground duct bank route. A price will be
provided once the quantity of pot holes is determined.
2. Title Commitment – The cost of title commitment is not included in the overall
engineering fee. In the event all existing easements need documented on the
base map, a title commitment will need to be provided for each parcel to
ensure that all existing easements of record are shown otherwise only those
easements discovered while researching the parcel information will be shown.
A price can be provided if necessary.
3. Property Descriptions – Property descriptions will be provided as required.
The cost of property descriptions for additional easements is not included in
the overall engineering fee. Property descriptions for additional easements
can be provided for $450 per description.
4. Geotechnical and Civil Engineering Services – Please note geotechnical and
civil engineering services will be performed as required. Smith Geotechnical
will provide geotechnical and civil engineering services. A price will be
provided if necessary.
