To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. The scope in the RFP outlines a basic landscaping approach to provide landscape and
irrigation for the parkways and raised medians. Do you anticipate any urban design
elements in the way of gateway elements for the University? Or will that be part of the
CSU responsibilities?
Answer: The consultant will be expected to incorporate landscaping and
urban design elements in accordance with the City of Fort Collins’
Streetscape Standards and in coordination with the work at CSU. It
is expected that the entire intersection will have a Unified Vision and
one cohesive look/feel.
2. Can you clarify anticipated utility work? Is the City planning improvements, or will work
only be related to relocations triggered by the roadway improvements? If there are
improvements, will they be designed by City staff and incorporated by the
Consultant? Or be designed by Consultant?
Answer: The City of Fort Collins Utilities department is currently evaluating
their facilities in the area. It is expected that the Consultant work
closely with Utilities to determine the best method of incorporating
their work into the intersection project. The Utilities department is
planning to replace a damaged storm sewer line in the area. This
may include design, but that will be determined at a later date. The
selected Consultant should show that they have the ability to design
storm water improvements for both the roadway and an existing
sewer line crossing an arterial roadway. The Consultant shall be
required to incorporate final design and construction phasing and
coordination of Utilities work into the roadway plan set.
3. Are there any definitive environmental services required? No specific items are outlined
in the RFP.
Answer: No specific environmental services are required at this time. It is
expected that City staff will handle any environmental
services/clearances, with the exception of erosion control plans and
both temporary and permanent BMPs incorporated into the plan
set. The consultant should anticipate producing a typical erosion
control plan set in accordance with CDOT standards.
4. On Page 7, the RFP states that a full pavement design is not anticipated. Then, on
Page 9, the scope asks for recommendations for HMA and Portland Cement Concrete
pavement sections. These recommendations would likely require a full pavement design
effort. Can you clarify the pavement design scope? Are you planning to match existing
thickness with the widening? Or are you looking for a full pavement design? The scope
of the project could change considerably if you plan to replace the existing pavements
with Portland Cement Concrete.
Answer: It is anticipated that the City will be replacing removed sections in
kind (i.e. concrete with concrete and asphalt with asphalt). The City
would like to match existing thicknesses for both sections. To
match these thicknesses the City plans to do soil boring
investigations. Borings of the roadway will be required to determine

existing thicknesses of asphalt, concrete and aggregate base. Soil
borings in locations where the roadway is to be widened shall be
required as well, showing the existing soil properties and
classifications. At this point, it is not anticipated that a full
pavement design report will be required, since the City is planning
to match existing structural sections. If it is determined through
these investigations that a full pavement design report is required, it
will be addressed at the time.
5. Does the Consultant need to develop future 20 year traffic volume projections, or are they to use
the traffic volume projections documented in the Preliminary Traffic Study?
Answer: The Consultant shall use the traffic volume projections documented
in the Preliminary Traffic Study.
6. Will the City provide accident data for the project?
Answer: Yes
7. Is the Cost Section of the proposal included in the 25 page count?
Answer: Yes
8. Is a Cover Letter included in the 25 page count?
Answer: No
9. Will the City allow the use of 11X17 pages in the proposal?
Answer: Yes, 11X17 pages count as one page.
