Description of BID RFP 8156: Public Bike Share Program

To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1) How much capital does the City of Fort Collins have to contribute to the project?
Answer: The City has $120,000 for the 2016 season of the Bike Library and anticipates
contributing up to $40,000 per year as a sponsor of the bike share system.
2) Does the City have a sponsor? If so, how much will they contribute?
Answer: Several companies have expressed an interest in becoming sponsors of the
program; however, no specifics have been identified/formalized. It will be the
responsibility of the owner/operator to obtain and coordinate system sponsorships.
3) Will the City cover any operational deficits?
Answer: The City is interested in partnering with the owner/operator to make a
successful program. The City would likely be a financial sponsor and would provide
support for the program but does not plan to cover any operational deficits directly.
4) In Section IV on page 5, it states that: "Submittals are to be limited to 10 pages or less,
exclusive of resumes and work product samples."
Is there any flexibility with this 10-page limit? In responding with the level of detail that
this RFP warrants, we could see our response running 20-30 pages (exclusive of
resumes etc.) 20-30 pages would closely compare to the length of other citywide bike
share RFP responses that we have submitted.
Also, if 10 pages is a firm limit, is there a section of the RFP that should receive
particular focus?
Answer: The City intended for the 10-page limit to be double-sided pages or 20
“electronic” pages.
