EXHIBIT 1 – QUESTIONS & ANSWERS
1) Who is the current FSA provider?
ASIflex
2) What is the primary reason for the City of Fort Collins going out to bid for FSA services? Are
there any issues with the current provider and if so, can you elaborate on what those might
be?
We are required by City Code to go through a fair and competitive proposal process
every five (5) years.There are no issues with the current provider.
3) When did you last change FSA vendors?
2009
4) Can you share any details regarding improvements or enhancements that the City of Fort
Collins might like to see added to their FSA administration?
None at this time
5) On a scale of 1 - 5 with 1=Looking at options & 5=Ready to move by indicated start....where
are you at?
Unclear what is being asked. See response to Question 2.
6) When is the City's Open Enrollment for the FSA?
November 2013
7) How does the City of Fort Collins currently provide FSA open enrollment data to their TPA?
The City provides open enrollment data electronically
8) Can you disclose the current administrative fees the City is paying for FSA administration?
$3.25 per employee per month.
9) On page 4 in the RFP timetable, what appendices are available? Where do we obtain the
BAA to submit to the City if we want to receive these appendices?
No appendices, this was a typo.
10) On page 8 in the questionnaire, Question #D.8. asks about the grace period. However, on
page 3 of the RFP it states that the City did not adopt the definition of 14 1/2 months as its
Plan Year. Can you clarify then is the City interested in adopting the grace period?
Not at this time but continue to review and that’s why we are looking for the answer to
this question.
