AGREEMENT FOR PROFESSIONAL SERVICES FOR ARTHUR DITCH REPLACEMENT City of Fort Collins February, 2016 Scope of Services, Schedule, and Basis of Fee Traffic Calming Add Service PROJECT UNDERSTANDING The City of Fort Collins has requested J-U-B to look at traffic calming option at the intersection of Olive Street & Loomis Avenue. Under task #1, J-U-B will first analyze three traffic calming options and supply the City with pros and cons. If the City decides to proceed with a traffic calming option, J-U-B will fulfil tasks 2-4 of our scope. This intersection is locations are within the city’s Old Town Basin floodplain, and will require coordination in this regard. Specific scope items are covered below. The following Scope, Schedule, and Basis of Fee covers additional services for the above contract as described below. PART 1 – SCOPE OF SERVICES A. Basic Services –J-U-B’s Basic Services under this Agreement are limited to the following tasks. CLIENT reserves the right to add subsequent phrases or related work to the scope of services upon mutual agreement of scope, additional fees, and schedule. The following abbreviations are used in this scope: J-U-B – J-U-B Engineers, Inc. City – City of Fort Collins WORK TASKS Task #1 a. Scope of Services: i. Analyze three traffic calming options to include; Mini-roundabout, Bulb-out of the Loomis curb and gutter, and the addition of medians within Loomis Avenue. ii. Use currently unranked / unweighted factors for the above mentioned analyses. iii. Analyze the following 1. Effectiveness of calming feature(s) 2. Surface drainage characteristics, 3. Long term maintenance 4. Neighborhood compatibility 5. Cost Estimating 6. Effect on flood plain b. Deliverables: i. Conceptual drawings of alternatives and matrix of the pros and cons of each. Task #2 a. Scope of Services: i. Once the City selects a preferred alternative, J-U-B will advance the plans to a 60% level. ii. Plan sheets that will be added too/updated include 1. Horizontal and geometrics 2. Grading 3. Drainage details 4. Flood Plain 5. Signing and Striping 6. Cross Sections ii. Quantities and Opinion of Probable Construction Cost. iii. Landscape / Hardscape Design. (See attached scope and Fee from BHA) iv. Irrigation Design (Irrigation scope and fee is estimated) v. QA/QC efforts b. Deliverables: i. 60% set of plan drawings developed to be presented as a change order to the current contract Task #3 a. Scope of Services: i. After the Owner has collected information and input from various stakeholders groups this information will be collected by J-U-B and we will advance the 60% level drawing to the final 100% plan level. These plans will include vertical and horizontal refinements, and design solutions to utility installations. ii. Plan sheets that will be added too/updated include 1. Horizontal and geometrics 2. Grading 3. Drainage details 4. Flood Plain 5. Signing and Striping 6. Cross Sections vi. Quantities and Opinion of Probable Construction Cost. vii. Landscape / Hardscape Design. (See attached scope and Fee from BHA) viii. Irrigation Design (Irrigation scope and fee is estimated) ix. QA/QC efforts b. Deliverables: i. Final plan drawings developed to be presented as a change order to the current contract Task #4 a. Scope of Services: i. Once the drawing go to construction, J-U-B will supply design services during construction. These services include: 1. General correspondence 2. Answering RFI’s 3. BHA support (scope and fee is estimated) 4. Shop Drawing reviews. b. Deliverables: i. Correspondence for items 1-3 above. B. CLIENT’s Responsibilities – CLIENT is responsible for completing, authorizing J-U-B to complete as Additional Services, or authorizing others to complete all tasks not specifically included above in J-U- B’s Basic Services that may be require for the project, including, but not limited to: 1. Transmit contractors shop drawings and RFI’s to J-U-B. 2. Relay J-U-B’s responses to the contractor. PART 2 – SCHEDULE OF SERVICES A. The following table summarizes the anticipated schedule for the identified Basic Services predicated upon timely receipt of CLIENT-provided information, typical review periods, and active direction during work. CLIENT acknowledges that J-U-B will not be responsible for impacts to the schedule by events or actions of others over which J-U-B has no control. The hours and fees for each task are presented on the attached spreadsheet. B. Period of Service: If the period of service for the task identified above is extended beyond 12 months, the compensation amount for J-U-B’s services shall be appropriately adjusted to account for inflation and salary adjustments. It is a pleasure to get the opportunity to help Fort Collins with these projects. Our understanding of the Arthur’s Ditch Traffic Calming Add project is as follows: • JUB will provide 3 options for traffic calming at the Looms and Olive intersection, including mini-roundabout, bulb-out of the Loomis curb and gutter, and addition of medians within Loomis Ave. • BHA will provide landscape design and cost estimate for the preferred option, as well as coordinate irrigation design. DESIGN SERVICES • BHA will provide 90% Complete Construction Document landscape plans for the preferred option, including details, plant list, and irrigation sleeve sizes and locations, which will be prepared using AutoCAD 2013 LT. • 90% Complete Construction Specifications will be developed in CSI format using MS WORD • An Opinion of Probable Costs will be developed, based upon 90% documents • Digital copies (pdf format) of the 90% submittal will be forwarded to JUB and the City for review • Review Meeting #1 – JUB and the City will discuss changes to the design with BHA during a face-to-face meeting • Bid Document landscape plans (details, plant list, and irrigation sleeve sizes and locations) which incorporate changes requested by JUB and the City will be developed. • Bid Document Construction Specifications will be developed • An Opinion of Probable Costs will be developed, based upon Bid Documents • Review Meeting #2 – JUB and the City will discuss final changes to the bid docs with BHA during a face-to-face meeting • An electronic version (pdf format) of the Bid Document Submittal will be forwarded to JUB and the City for bidding purposes • Construction Administration – material submittal reviews, and one substantial completion walk & punch list • Hines – Irrigation System Design , details, Specs, material submittal reviews, and one substantial completion walk & punch list BHA Design Incorporated 1603 Oakridge Drive Fort Collins, CO 80525 voice: 970.223.7577 fax: 970.223.1827 landscape architecture | planning | urban design www.bhadesign.com FEES SUMMARY BHA Design Services $3,000 Hines Irrigation TOTAL: EXCLUSIONS The following items are currently excluded from the scope of services/fees, but we would be happy to revise the scope of services/fees to include them if you so choose: ADDITIONAL SERVICES: -color renderings -hardscape and urban design features -additional meetings above and beyond those listed above -water meter & tap design services -electrical design, lighting design We request written authorization to work on an hourly basis. Our fees and reimbursable expenses for hourly services will not exceed $3,000 + irrigation without written authorization. Our labor and related expenses will be charged on a monthly basis as set forth on Attachment C (BHA’s Standard Terms and Conditions). If these terms are acceptable, signing below will serve as immediate authorization to proceed. Please return one executed original to our office for our files.
