In response to the City of Fort Collins RFP, Tyndale has proposed items from Carhartt,
Bulwark, Tyndale, and others. Our strong relationships with the largest industry suppliers
combined with our own Made in USA FRC lend the City of Fort Collins access to the best lead
times available and the widest selection of innovative, comfortable FRC on the market – all
under one roof, including garments designed specifically for women!
Tyndale’s distribution facility in Pipersville, PA is home to our expansive inventory – more
than $8 million in FR inventory and stock of all Tyndale-made garments for prompt delivery.
Our inventory is managed by state-of-the art systems and strategically stocked by Tyndale’s
inventory planning team. All Tyndale-made garments plus more than 600 SKU’s of our most
popular distributed items are stocked in sizes through 5XL to provide the best lead times
available. Tyndale routinely forecasts and places orders for product with our suppliers in
advance, ensuring quick delivery.
Although fabric testing is the responsibility of the fabric manufacturer, Tyndale takes an
additional, voluntary step to ensure the fabric of Tyndale-made garments meets
performance specifications. Tyndale’s new testing lab, housed in our distribution center,
audits fabric from a strategic sampling of Tyndale garment lots. Upon receipt of finished
garments to our distribution facility, 20% of all garments undergo a fully-documented
inspection process for label placement, sizing consistency, flame resistance and sewing
quality. In the unusual event that a garment fails this inspection, we impose a 100% lot
inspection to ensure only top quality products are supplied.
Attachment 2: Quality Assurance Processes
for Tyndale-Made Garments
Tyndale takes a great deal of pride in protecting your workforce with premium,
reliable garments. We source quality supplies from reputable businesses with a
track record for accountability. Garment components and finished garments
undergo repeated quality assurance checks throughout the manufacturing process.
Tyndale’s layered quality control mechanisms result in a defective product rate of
approximately 4 per 10,000 garments. Below is a list of quality assurance
checkpoints inherent in Tyndale’s manufacturing process.
Fabric Manufacturer
Tyndale purchases all fabrics from certified FR Fabric sources. All suppliers
are carefully vetted to ensure fiber and fabric are sourced and tested to meet
Tyndale’s stringent internal specifications and industry standards.
Fabric suppliers perform a broad range of tests on fabrics to ensure quality
and performance in the field.
o All sources must provide copies of Arc test results from certified
testing facilities. Tyndale maintains these test results on file.
o Prior to shipment to Tyndale’s manufacturing facilities, the fabric
supplier must send Tyndale lab test reports for each lot of fabric
Tyndale has purchased.
Fabric is not cut until Tyndale approves the test report. Fabric
must meet stringent performance specifications or the fabric is
rejected and not shipped to Tyndale’s manufacturing facilities.
Testing includes: flame test, weight, shrinkage and tear
strength (if applicable).
Tyndale maintains these test results on file.
Garment Manufacturing Facility: Fabric Receiving Inspection
Fabric undergoes several checks as part of the receiving process at Tyndale’s
manufacturing facilities:
o Visual comparison of received fabric to samples of fabric previously
supplied to check for conformity.
o Roll numbers are checked against packing list to confirm product
received matches paperwork and the product shipped.
o Fabric rolls are checked to verify the FR stamp/label is present on each
roll.
If any roll of fabric does not pass the above procedure, the manufacturing
facility notifies Tyndale’s Manufacturing Manager for further direction.
Garment Manufacturing Facility: Garment Construction
Each garment facility is supplied with garment specifications detailing
construction, sizing, label placement, etc.
Marking: Cutting facilities are supplied with digitized patterns for
consistency.
Labeling: Garment facilities are supplied with garment labels from Tyndale
and a cutting report which includes details on label requirements.
Cutting and Sewing: As fabric is being spread, the fabric is visually
inspected for defects. Any fabric defect is marked and cut out.
o During spreading, 2”x12” product lot samples are cut from each layer
of fabric. These layers are sent to Tyndale to ensure consistency
throughout the layers. Visual inspection and random testing is
performed.
o Cut fabrics are labeled with a bundle ticket detailing size, style and
content. Labels are applied to the garment early in the sewing process.
o Products are constructed following established sewing specifications;
during the construction process sewers inspect products for fabric
irregularities.
Packing: Prior to boxing for shipment to Tyndale, each facility inspects each
garment for proper sizing, flame resistance, quality of sewing, fabric defects
and label requirements.
o Any garment that does not pass final inspection is either repaired or
sent to Tyndale marked as a second.
All seconds are packed in a separate box labeled as such.
Voluntary Safety Auditing on Tyndale Garment Fabrics
Although the fabric testing is the responsibility of the fabric manufacturer, Tyndale
is proud to voluntarily take an additional step to ensure the fabric meets
performance specifications. Tyndale’s new testing lab, housed in our distribution
center, audits fabric lots of Tyndale garments for compliance with ASTM D6413, the
vertical flame test, as specified by the arc flash standard ASTM F1506.
Tyndale’s manufacturing facilities send Tyndale a sample from the beginning
of every roll of fabric used to make a Tyndale garment.
o Tyndale’s technician verifies that roll and lot numbers on the fabric roll
match paperwork from the fabric manufacturer and garment
manufacturing facility.
o The technician uses a fabric punch to take samples of the fabric and
weighs them to verify the fabric weight.
o The technician cuts a sample of fabric, loads it onto a frame, and
subjects the sample to a 12-second vertical flame. After the burn, the
technician punches a small hole in one of the bottom corners and
attaches a weight to the hole. The technician then pulls upward on the
opposite bottom corner and the fabric tears down the center of the
burned part. Last, the technician measures the length of the tear to
ensure that it is within the acceptable 6-inch limit specified by the
ASTM standard.
o Tyndale does not release the paperwork to receive the finished
garments until the technician signs off on the fabric check and
supplemental testing.
o Please refer to page 6 for a visual overview of this supplemental
quality assurance testing.
Receiving Finished Garments at Tyndale
Upon receipt to our distribution facility, 20% of all garments undergo a fully-
documented inspection process for label placement, sizing consistency, flame
resistance and sewing quality. A garment failing this inspection results in
100% lot inspection.
Tyndale’s manufacturing department reviews the “Receiving Check List
Report” for each cut order and files it in the Cut Order folder.
Garments undergo a visual check as they are put away in inventory.
Picking Garments
The barcode system automates the entire warehouse product picking
process. Garments are checked for size, color and style as part of the picking
process.
Tyndale’s barcoding system and experienced workforce ensure 99.99%
accuracy.
Every manufacturing lot is recorded in the employee’s profile when the
garment ships.
Embellishments
In preparation for embellishments, garments are checked for size, color and
style as part of the staging process.
Garments are also given a visual inspection for defects.
After the embellishment process, garments are inspected, trimmed, and
matched up to the customer’s order.
Packing & Shipping
As they are packed for shipment, garments are compared to customer’s
order for size, color, style, quantity, and logo (if applicable).
Garments are also visually inspected for defects, trimmed and folded.
Returns
Any garment that is returned to Tyndale for quality defect is given to the
Manufacturing Manager for analysis and disposition.
Metrics are accumulated to detect any pattern based on style or
manufacturing facility.
Tyndale’s Product Quality Team investigates any patterns in defects identified
by the Manufacturing Manager or concerns raised by Customer Service.
Labeling and Lot Tracking on Tyndale-Made Garments
Labeling
Tyndale places a great importance on the information conveyed through labeling.
For labeling consistency, Tyndale supplies a cutting report detailing all label
requirements to garment manufacturing facilities and supplies all garment
labels.
Tyndale-made shirts and outerwear include both arc rating and hazard risk
category (HRC) on the exterior of the garment, giving instant visibility to a
garment’s protective characteristics.
All Tyndale-made garments include a Tyndale label and labels indicating size,
applicable standards and protection, country of origin, fabric composition,
and fabric care instructions. Note: Tyndale has plans to transition this label
to pad printing on select garments to provide the most polished appearance.
Each Tyndale-made garment is traceable by lot number directly to the end
user.
o In addition to lot number, lot tags on every Tyndale garment include
the fabric manufacturer name and fabric style number in plain English
(i.e. “FLF 200”). This provides instant visibility to the arc performance
characteristics of the garments.

Closed-Loop Recall Lot Tracking System
Tyndale’s Lot Tracking System enables Tyndale to track all
Tyndale-manufactured garments from the time a lot of fabric
arrives at a sewing facility to the time it arrives to the
employee who ordered it. In the unlikely event of a recall,
Tyndale will be able to quickly identify all affected employees,
create pre-approved notifications, and track returns to
completely remove the recalled product from the field.
Lot data is traceable to the date a garment was
produced.
Every Tyndale-made garment contains a lot tag (example above) containing
the garment’s lot number, garment style number, and fabric style number.
Every manufacturing lot is recorded in the employee’s profile when the
garment ships.
Tyndale permanently maintains lot data.
Punches of fabric are weighed to verify
fabric weight.
The sample is inserted into the chamber.
A weight is attached to one of the bottom
corners and the other corner is pulled
upward to tear the sample along the
charred area.
A fabric sample is cut and mounted on a
frame.
The sample is burned for 12 seconds.
The tear is measured to ensure it is within
the acceptable 6-inch limit mandated by
the standard.

TYNDALE’S RESPONSE TO REQUEST FOR
PROPOSAL (RFP)
8182 ARC RATED FLAME RETARDANT
APPAREL
I. SCOPE OF WORK
A. Objective
The City of Fort Collins (City) is requesting proposals from qualified vendors to provide Arc
Rated Flame Retardant (AR FR) apparel for Fort Collins Light & Power Division. The
National Fire Protection Association has recently stipulated in code NFPA 70E-2009
130.3.B that Arc Rated clothing and other Personal Protective Equipment (PPE) must be
worn when employees are working with the Arc Flash Protection Boundary. The
Occupational Safety and Health Administration (OSHA) has defined the maximum use
limit for such clothing to be 11.1 calorie.
The City estimates that about 60-80 Light & Power employees will need to be supplied
with AR FR apparel annually.
The City expects to enter into a Services Agreement (Agreement) with the awarded
Service Provider. The anticipated terms and conditions of the Agreement are set forth in
attached Exhibit “A”, Sample Services Agreement, consisting of eight (8) pages and
incorporated herein by reference; however, the City may include additional terms and
conditions in the Agreement as deemed necessary. In addition, at the option of the
City and subject to satisfactory performance by the selected vendor, the City anticipates
the Agreement to be extended for additional one year periods not to exceed four (4)
additional one year periods. Renewals are subject to annual appropriation of funds.
Tyndale Response: Tyndale provides a Managed Apparel Program that supports
compliance with NFPA 70E-2009 130.3.B, OSHA 29 CFR 1910.269, and ASTM F1506-
00, Standard Performance Specification for Flame Resistant Textile Material for
Wearing Apparel for Use by Electrical Workers Exposed to Momentary Electric Arc and
Related Thermal Hazards—which includes vertical flame testing according to ASTM Test
Method D6413 and Arc Thermal Performance testing according to ASTM Test Method
F1959.
Tyndale understands and accepts the City of Fort Collins need for an estimated 60-80
Light & Power employees to be supplied with arc-rated flame resistant clothing
annually.
Tyndale has successfully negotiated mutually agreeable terms and conditions with
accounts large and small. Tyndale has a few key provisions to the proposed terms and
conditions including, indemnification and warranty outlined below:
INDEMNIFICATION
Without intending to limit the foregoing sentence, any injuries, deaths, damages,
losses or liability caused by (a) the City’s work procedures, (b) the failure of an officer,
employee, contractor, servant or agent of the City to follow the City’s work procedures,
(c) approval by the City of products in a catalogue provided by the Service Provider to
the extent the Service Provider delivers such product, (d) items purchased from
providers or vendors other than the Service Provider, (e) the failure of the City to
institute, perform, or follow proper arc flash hazard analysis or analogous or similar
tests required to determine the appropriate materials or products to be purchased, or

(f) failure to adhere to the Service Provider’s washing and care instructions shall be the
sole negligence of the City.
WARRANTY
Any warranty provided by the Service Provider is conditioned upon the following: (a)
user adhering to all washing and care instructions provided by the Service Provider, (b)
the materials being used for the material’s intended purpose as stated in the product
label, and (c) the materials not being modified, altered, or repaired by a third party. If
the City or the ultimate user fails to follow the requirements of this section, then any
warranty provided by the Service Provider is void.
B. Apparel Specifications
AR FR apparel must comply with OSHA regulations for FR clothing. Apparel specifications,
including recommended brand, apparel descriptions, size requirements and styles are
referenced on a separate Excel file entitled “Pricing Schedule” that will accompany the
RFP. Although the City will consider different brands, the proposed apparel must be
comparable to the type and styles of apparel annotated on the Pricing Schedule. The
sizing listed on the Pricing Schedule spreadsheet is not meant to be all inclusive; the
Service Provider shall comply with additional sizing requirements if requested by the City.
Tyndale Response: Tyndale provides a Managed Apparel Program that supports
compliance with OSHA 29 CFR 1910.269 - based on needs identified by Customer’s
hazard analysis.
Please references Attachment 5 for Tyndale’s response to the City of Fort Collins Pricing
Schedule. Tyndale will work with the City if additional sizing requirements are
requested outside of the Pricing Schedule spreadsheet. Please note that Carhartt offers
limited options for special cut products; Tyndale-made products are available in
virtually the broadest size range on the market, with special cut products available for
workers that do not fit in the standard size range.
C. Ordering Process
1. For each contract term, the City will submit a Blanket Purchase Order in
early January for the calendar year which will facilitate payment for the items
ordered from the Service Provider within that same calendar year.
Tyndale Response: Tyndale will work with the City of Fort Collins to
establish Blanket Purchase Order and payment.
2. Service Provider will be available to provide apparel fitting/measuring of City
personnel at City facility(s) for no additional cost as reasonably requested by
the Fort Collins Utilities Department. It is the responsibility of the employee to try
on apparel in order to ascertain proper sizing. It will be the employee’s
responsibility to complete the City’s Order Form and submit it to their
Supervisor for approval. Once approved, the Supervisor will submit the
employee order forms to the Service Provider. A sample of the City’s Order
Form is attached in the RFP under Section II- SAMPLE ORDER FORM. NOTE:
This form may be modified at the City’s discretion.
Tyndale Response: Tyndale has the ability to provide appropriate on-site
fittings, safety presentations and sizing charts by Tyndale Sales Support
Personnel as part of our program to assist in the implementation process.

Fittings ensure that workers have face-to-face meetings with the
vendor to allow them to resolve any clothing issues personally.
Fittings give employees the opportunity to try on clothing, minimizing
returns and exchanges, and maximizing customer satisfaction.
During fittings, Tyndale’s Sales Support personnel also deliver
information about FRC care and maintenance, including recommended
practices for home laundering and guidance on understanding when a
garment should be repaired or retired from service.
As an alternative to the paper form and approval process outlined,
Tyndale also offers online Supervisor approval. Employees place their
orders online; the order is automatically routed to the appropriate
supervisor for review and approval in the system. The order entry
process is simple and easy through Tyndale’s online Supervisor Portal
or through submittal of order forms collected at fittings.
3. For large orders, Service Provider will deliver in bulk to the City. Orders must be
packaged separately by employee and labeled with the employee’s name and
“Light & Power Division” (unless another division is noted on the Order Form).
Tyndale Response: Tyndale has the ability to offer group deliveries to one
location, accompanied by a master detail packing list that serves as a check list
and audit trail. This master detail packing list is organized by job classification
and alphabetically by name for easy reference.
4. The City reserves the right to initiate single retail purchases on an as-needed
basis and the Service Provider will use the same Percent Markup provided on the
Pricing Schedule.
Tyndale Response: Tyndale offers an online portal with the ability to order
single retail purchases on an as-needed basis.
5. For single retail purchases, the City of Fort Collins Procurement Card will be used.
Presentation of the City Procurement Card at checkout will be sufficient to qualify
the purchase for City contract pricing.
Tyndale Response: Tyndale will accept the City of Fort Collins Procurement
Card for single retail purchases at City contract pricing.
6. The Service Provider recognizes the possibility of online ordering in the future with
the option of setting up individual City accounts.

Our user-friendly online ordering website is best-in-class and seamlessly
integrated with our automated management systems—minimizing the City of
Fort Collins oversight and freeing employees to focus on their professional
priorities.
Tyndale maintains a fully-integrated custom website for employees to check
allowance balances, view history, place orders, check stock, check the status of
an order, or track a shipment.
The website allows for 24/7 access to all critical information.
Only items that employees are authorized to purchase are displayed on
the site.
Tyndale has found that many workers are more comfortable shopping
for their FRC online than through a catalog; more than 55% of all

Tyndale orders are placed online, a figure that has constantly grown.
Tyndale’s Quick Ship Feature enables employees to view only items in
their program meeting their color/size specifications that are in-stock
and available to ship within seven (7) days.
All products include user-generated product ratings and reviews, a
powerful tool enabling workers to choose products based on peer
feedback.
Estimated Ship Date (ESD) is quoted for each item before the order is
finalized - once color, size, and logo requirements are selected. For
orders placed with Tyndale’s customer service department, ESD is also
quoted by phone before the order is finalized.
7. The Service Provider will provide the City Representatives, with an order
confirmation within twenty four (24) business hours for every order placed, which
will include the estimated delivery date(s).
Tyndale Response: Designated City Representatives, Gordon Cromwell and
Cheryl Wagner, opting into receiving emails will receive regular
communications including:
Order receipt at Tyndale within twenty four (24) business hours.
Estimated shipment date (EST) of order.
Notification when order has shipped.
8. If the Service Provider is notified of a backorder from the manufacturer, the
Service Provider will notify the City Representatives within twenty four (24)
business hours. To mitigate delays in communicating backordered items to the
City, the Service Provider is responsible for ensuring the manufacturer
communicates estimated delivery dates to the Service Provider in a timely
manner.
Tyndale Response: Tyndale has the ability to provide email notifications on
backordered items within 24 hours, as requested.
Estimated Ship Date (ESD), the expected week that an item is estimated to
ship from Tyndale’s warehouse, is quoted for each item before an order is
finalized. This keeps the City Representatives informed about when they can
expect to receive their clothing selections.
D. Logos
When required, the City will source City logo silkscreen or embroidery services via a third-
party provider after purchase of the article from the Service Provider, at the City’s expense,
unless this service is provided in-house by the Service Provider.
Tyndale Response: Tyndale is able to embroider virtually any garment, and utilizes
100% FR thread for FR embroidery. Garments are embroidered onsite at our
headquarters location in Pipersville, PA.
E. Delivery
1. Unless stated otherwise by the City, shipping on all orders is to be F.O.B.
destination to the City of Fort Collins Utilities Service Center Warehouse, 700
Wood Street, Fort Collins, Colorado 80521.

2. The initial bulk order must be delivered no later than January 31, 2016.
Tyndale Response: Fittings should be scheduled and all orders placed between
November 30, 2015 and December 4, 2015 to ensure the requested delivery
date of January 31, 2016. Note that Carhartt has notified Tyndale of potential
delivery delays on select products due to demand outpacing manufacturing
capacity. This may impact the delivery on select items.
As the largest stocking distributor of Carhartt, Tyndale offers the best delivery
on their products. Tyndale has been notified by Carhartt that they fully expect
manufacturer delays over the next 6 months. Tyndale will work diligently to
notify designated City Representatives of backorders from the manufacturer
within twenty four (24) business hours of notification from Carhartt.
3. The Service Provider must arrange for all subsequent orders to be delivered within
six (6) weeks after of receipt of order (ARO).
Tyndale Response: Tyndale’s standard delivery interval is 2-3 weeks.
F. Pricing
1. Service Provider will give a minimum of thirty (30) days written notice to the City of
any cost increase by the manufacturer.
Tyndale Response: Tyndale will work with the City of Fort Collins to provide
thirty (30) day written notice of any cost increase by the manufacturer.
2. Service Provider’s Percent Markup will remain firm for the duration of the
Agreement.
Tyndale Response: Tyndale agrees to maintain firm pricing for selected items
for the duration of the Agreement.
3. No additional cost is to be charged for oversized and/or extended sized garments.
Service Provider is to make every effort to see that oversize garments are
delivered in the same time frame as regular-size garments.
Tyndale Response: Tyndale-made products are available in virtually the
broadest size range on the market to accommodate a variety of body types.
All Tyndale-made garments plus more than 600 SKU’s of our most popular
distributed items are stocked in sizes through 5XL to provide the best lead
times available. Tyndale routinely forecasts and places orders for product with
our suppliers in advance, ensuring quick delivery. Special cut products are
available for workers that do not fit the standard size range for an additional
fee, with minimum order quantities. Carhartt offers special cut products on a
limited selection of products.
G. Returns
1. Silkscreened or embroidered items serviced from a third party are non-returnable,
unless there is a manufacturer’s defect in the garment.
2. In the event the manufacturer sizing is inconsistent and/or incorrectly labeled,
Service Provider agrees the City can return these items for credit with no
restocking charge. In such event, Service Provider will promply order

Tyndale Response: Tyndale offers “no hassle” returns and exchanges. To
ensure that workers are satisfied, Tyndale will go the extra mile. An employee
can return or exchange unwashed, unworn, unembroidered items to Tyndale
for virtually any reason without placing a call or receiving an RA number.
Tyndale will accept returns of embroidered items that are determined at
Tyndale’s sole discretion to have a manufacturer’s defect.
Tyndale recently introduced a new user-friendly self-service return label
service. As part of this service, users will login to the online ordering website
and print a return shipping label for eligible items. Tyndale offers
complimentary prepaid return shipping and does not charge restocking fees.
H. Sustainability/TBL
Service Provider is to ensure that all apparel supplied to the City is manufactured using
Sweatshop-Free Labor.
Tyndale Response: Tyndale is dedicated to manufacturing Tyndale-made products
exclusively in the United States. Manufacturing of Tyndale garments is performed in
factories following US labor law. Carhartt also commits to following sweatshop-free labor

Implementation Schedule
Tyndale is prepared to pursue an aggressive implementation schedule, in a timeframe that
is designed to ensure a streamlined transition into the City of Fort Collins’ next-generation
managed clothing program.
Following contract award, the overall timeline required for the City’s managed program
implementation from fitting to product delivery is approximately eight weeks. Fittings are
scheduled on three week notice.
Below is our recommendation based on experience and best practices:
November 13th – 20th – Organization
Create online ordering site custom catalog.
Prepare and print custom color catalogs and order forms.
Create supervisor access and employee profiles (if applicable).
Sigh-off on approved logo.
Prepare for fittings.
November 30th – December 4th – Fittings*
The National Account Manager and Sales Support Team member visit the location
and conduct individual sizing of your employees, presenting a representative
sampling of program garments.
Orders are sent daily to Tyndale’s headquarters in Pipersville, PA for processing.
December 7th – January 31st – Order Processing, Preparation, and Delivery
Orders are processed, logos are added and orders are staged in preparation for
bulk shipment.
Per the City’s specification, once all orders have been processed, all orders will
ship complete by location to work locations.
Items arrive at the City’s locations by the January 31st implementation
timeframe Tyndale has quoted.
Please note that Tyndale is able to guarantee delivery by January 31st for Tyndale products
quoted in the RFP response. Given the extended delivery anticipation on select Carhartt
products, Tyndale will work to identify the Carhartt products with extended delays that may
not meet the City’s delivery timeframe requirement.
Note that a delay in the start of the implementation will result in delayed delivery at a
minimum on a day-for-day basis. I.e. Initial implementation delayed by one week will result
in product delivery of February 7th at the earliest.
* Tyndale will partner with the City to finalize the onsite fittings schedule and assign specific
dates and times at least two weeks before fittings begin.

Tyndale’s “Go Green” Initiative
In 2008, Tyndale committed to a company-wide ‘Go Green’ initiative. This program includes
a commitment to reduce our impact on our environment through the following:
Tyndale’s headquarters is heated using radiant floor heating which reduces energy
costs by 10-40% compared to forced air heating.
All of the lighting used in Tyndale’s PA distribution facility is low-energy-use. It is
also designed to conserve energy, shutting off automatically when there has been no
movement in a section of the warehouse within a prescribed period of time.
Switching to recycled paper products from non-recycled paper products.
Tyndale utilizes single-stream recycling, with recycling bins placed at each
employee’s desk and throughout the building.
Tyndale’s Corporate HQ and Pipersville Warehouse locations are 100% landfill-free
facilities. All waste is converted to energy through Sustainable Waste Solutions.
Tyndale employees are encouraged to keep electronic files instead of printing a
document and filing it. Posters are located by all printers to promote this effort.
Designated regions of the Tyndale building – conferences rooms and restrooms –
have lights that turn off automatically to conserve energy.
Tyndale’s online return process minimizes our impact on the environment; printing a
return form and return shipping label only when needed eliminates more than a
quarter-million sheets of wasted paper per year.
