To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
Q1. Given that existing 26.2 miles of the 144 strand fiber loop, it is assumed that detailed records,
regarding the existing infrastructure, are readily available in electronic format including as-builts
depicting path and location of fiber backbone, all laterals, splicing diagrams for all splice
locations, etc.. Is this a correct assumption?
a. In what format are these existing records?
b. In what format will records be shared with the winning firm?
c. In what format(s) will record revisions be accepted/what software is required?
A1. We do have electronic records depicting path and location of fiber backbone, all
laterals, splicing diagrams for all splice locations, etc.
A1.a. Location of backbone, laterals fiber vaults are in a in-house designed software.
Visio presents the splice drawings and patch panel detail.
A1.b. Adobe acrobat, Visio, JPEG, KMZ, KML.
A1.c. Record revision formats that are accepted are typically simple text edits using
Microsoft office products.
Q2. It is understood that the 144 strand fiber loop is currently shared between Fort Collins Utilities,
Fort Collins Traffic Department, and Platte River Power Authority with laterals serving a large
variety of both public and private commercial agencies.
a. For which of these public and private commercial agencies will this contract apply?
b. Have procedures and protocols been defined regarding priorities when it comes to fiber
repair?
c. Will fiber locate services be included as “related services”?
A2.a. This is a contract exclusive to the City of Fort Collins, it will encompass some but
not all of IT, Traffic and Light and Power department’s fiber optic related work.
A2.b. Yes, these details will be shared with the winning bidder.
A2.c. Not at this time.
Q3. A budget is assumed for this contract and associated services. To better understand
expectations and potential consultant/contractor asset allocation …
a. How much time has been budgeted for consulting/design services under the proposed
contract?
b. How much time has been budgeted for maintenance, locate, troubleshooting, and repair
services under the proposed contract?
c. To what degree is expansion expected over the next the next 5 years (the potential length
of the contract including potential contract extensions)?
A3.a.Typically a contractor can expect to spend 2 hours per job to assist in
design/consulting when this service has been requested. Total number of jobs
per year varies due to demand. In 2014 the contractor performed approximately
15 jobs, each one with an estimated duration of 2 days.
A3.b. See answer A3.a., where all job types are encompassed.
A3.c. The current pace of jobs is not expected to rise dramatically in the next 5 years.
