1. Executive Summary: Layne’s rehabilitation history dates back to the 1970’s and centers around slip lining. Our
CIPP story began in 1991 and over the past 24 years we have grown to be one of the largest CIPP installers in the
United States. Layne has completed thousands of rehabilitation tasks ranging from single installations to multi-
million dollar, multi-disciplined complex projects.

Previous Names in the Last 10 Years: In our early rehabilitation days (beginning in 1991) Inliner operated as a
division of Reynolds, Inc. In May 2002, the rehabilitation group was officially broken out into the separate company,
Reynolds Inliner, LLC. Reynolds was subsequently purchased by Layne in 2005. Our western region office came to
be through acquisition of the CIPP group of Wildcat Civil Services in 2010. The Reynolds name then changed to the
Layne name or specifically, Layne Inliner, in May of 2012. Every change that has occurred has been in growth
through acquisition and name change only - the same management team and same dedication to the rehabilitation
business that existed in 1991 remains in effect today.

3. Key Project Staffing:
A/B. Layne’s key personnel and anticipated project organizational chart is depicted below. Layne Inliner is
committed to working with EBE/WBE and MBE firms and will make efforts to include them in any efforts not related to
the proprietary Inliner CIPP process in which they can provide quality and cost-competitive pricing. Layne Inliner has
demonstrated this in the past by working with firms such as DRC Construction Services and Levi Contractors. Since
the exact scope of the project is not yet defined we cannot say for certain which firms we will work with, however we
can state that past performance has showed our commitment to working with subcontractors including those with
EBE/WBE/MBE status and that commitment will continue.
C. Job descriptions of key positions are as follows:
Mark Slack, District Manager – Managing Support: His primary responsibility will be to ensure that the field
leaders have the necessary resources to complete a successful project. Mark will ensure conformity to
specifications and that all work meets the high standards of Layne and the City of Fort Collins.

Andrew Mitchell and Christian “Chris” Brown – Construction Project Managers: Andrew and/or Chris will
coordinate Layne’s internal efforts, crews and equipment to ensure the project is completed in an efficient
manner within the timeframe allowed. Layne’s Project Managers serve as our representative at all progress
meetings, are responsible for all paperwork, and will ensure the project begins and ends successfully. Their
responsibilities include project set-up, budget layout, estimating, crew scheduling and general oversight and
coordination with subcontractors. They oversee community relations, making sure that information flows freely and
properly to all of those affected by this project.
CIPP Superintendents: Layne has identified several superintendents who may be assigned to this project. They
include Zach Durr, Jacob Meadows, Jerry Sanchez and Jamie Van Winkle. All of these gentlemen are capable of
managing and overseeing CIPP installation and ancillary tasks including but not limited to cleaning and televising,
basic traffic control, bypass pumping operations and establishment of on-sight oversight of traffic control
procedures. They are at the forefront of community relations, conduct regular safety audits, and ensure that the
project progresses smoothly from start to finish.

E. Mark Slack, District Manager, with input from Project Managers Andrew Mitchell and Christian Brown, will
negotiate the master agreement. Conversely, individual work orders will be negotiated by Andrew and/or Christian
with Mark’s guidance. As a rule, Layne treats each and every one of its customers as a priority. Our project
personnel will be available as required to support the City Fort Collins projects during the course of the contract.
Keep in mind that during the last five years Layne Inliner has not been assessed liquidated damages for any
construction contract with either a public or private owner. We count the lack of assessed damages as proof of our
availability and a strong commitment to completing projects within the agreed timeframe.
F. Our past and current work mix contains several annual and task order driven contracts. We understand the
requirements and are fully staffed and committed to excellent service. We are prepared to complete all of the
ancillary work as well as manage the behind-the-scene administrative and safety involvement that accompanies all
of those tasks. It is literally what we do in Colorado and across the country on a daily basis. Please see the Detailed

H. It is anticipated that the key staff assigned to manage the project initially will oversee the work for the
duration. Any replacement staff would come from the gentlemen whose resumes are included with this RFP. We feel
it is important that the City of Fort Collins have the opportunity to review the qualifications of our key staff during the
decision-making process.
4. General Company Resources:
Equipment
Layne Inliner has 34 CIPP lining crews and 10 ancillary crews that perform cleaning and televising, excavation and
miscellaneous manhole-related work. Four of those lining crews operate and are maintained out of Kiowa, CO.
Each of our crews is fully equipped with all of the equipment they need to perform daily tasks. Spare units are then
strategically located all across the United States to minimize downtime. A summary of our major equipment is found
below and a full listing of these and all ancillary equipment will be provided should the City of Fort Collins desire
more detail:

The other major equipment required for successful CIPP installation is a saturation facility. Layne Inliner has six,
five felt based and one fiberglass/UV-based, controlled facility wetouts strategically located throughout the U.S. In
fact, our UV facility is one of only two in the country and provides material to not only our Inliner crews but also to all
of the Saertex installers in the United States. We believe that most all the liner installed for the City of Fort Collins
will be felt based and have a fully operational, felt saturation facility in Kiowa, CO, one and a half hours away from
Fort Collins. That fact alone gives us unmatched response time when it comes to CIPP.
Layne also has internal equipment maintenance groups, one of which is located in Denver, CO. We can maintain
our fleet and keep the equipment in operation with shop-based as well as traveling mechanics.
5. Project Experience: Inliner has completed tens of thousands of project over the course of our history. In the last
three years alone, 1,409 projects have been completed with footages totaling 4,287,517 LF. A summary of installed

6. Team Approach: Layne Inliner, LLC prefers to complete projects by working with other project stakeholders as
team members. Project success is best achieved when all involved parties are able to maximize their benefit from
the project efforts. Layne Inliner serves the Owner’s needs but is also sensitive to the Owner’s constituent
participants (rate payers, property owners, end users). Layne Inliner was under contract with Colorado Springs
Utilities to rehabilitate approximately $5,000,000 of sanitary sewer lines utilizing CIPP in 2013. When the project was
well underway the Black Forest Fire devastated areas north of Colorado Springs and the Waldo Canyon Fires began
damage and disruption on the west side of the City.
The area of Colorado Springs in which we were installing CIPP was not directly affected by either fire but traffic
increased due to rerouting and the resident density increased significantly due to displaced families living with
friends, family, hotels and shelters. Layne Inliner worked with CSU to reschedule installation in those affected areas,
store and maintain processed material for installation when convenient, notify residents of the installation schedule
change and move our operation to a part of the City that had been scheduled for installation at a later date. The
changes came at some cost of resources and convenience to Layne Inliner but the residents, CSU and first
responders benefited greatly by the relocation of our operation to another area. We considered the changes to be
part of delivering a quality project experience and declined offers of additional compensation for the effort.

7. Safety Record: Safety is paramount in all that we and our subcontractors do. Our assembled Team agrees that
safety comes first and all things then follow. Layne and its partners on this contract are committed to the safety of
not only our employees but also our clients, customers and their constituents. We have written safety programs,
local, dedicated full-time safety personnel and work in strict accordance with the laws that govern our businesses.
We take it beyond the standard OSHA safety items and also offer trained and certified UTC traffic designers and
bypass personnel.

9. Damages Caused by Contractor During the Last Three (3) Years: Layne Inliner, LLC considers its response
to damage claims as a critical responsibility to both the project owner and the affected property owner. We have
experienced 15 claims during the past three years that were recorded through Layne’s property damage reporting
system. All claims of damage are unique but the Layne Inliner response is the same. Most claims are a result of
water entering the basement of a resident or business from either the property owner’s disregard of the notice to
avoid using the private sewer during the working hours or the installation operations of Layne Inliner crews. In all
cases, Layne Inliner crew members are prepared to assist as first responders in cleaning the affected area as soon
as it is reported – many times the damage can be eliminated or substantially mitigated by the quick response. Every
crew carries a clean-up kit in order to be prepared for an incident. For more complex clean-up situations or if a
property owner prefers a third-party cleaning crew the incident is handled through a local cleaning service which is
arranged by Layne Inliner or its insurance company. Every claim of damage is reported to the insurance company
so that a record is created allowing both Layne Inliner and its insurer to follow up with property owners to ensure
that our responsibilities are met. If an incident requires repair in addition to clean-up then the claimant is contacted
by a local, independent adjuster who represents Layne Inliner through its insurer.

11. Installation Process: Layne Overview
Layne offers its rehabilitation services through Layne Inliner. As a licensed installer
and owner of the Inliner trenchless sewer relining process, Layne Inliner has
successfully installed more than 18.9 million feet of CIPP throughout the United States.
Installed pipe diameters range from 4 to 90-inch and have included traditional round as
well as odd-shaped piping. Layne’s installation techniques and the lining tube
manufacturing are both ISO 9001:2008 certified bringing an added element of quality
control to both the design and installation of our projects.
Layne was the first U.S. licensee of the Inliner technology in 1991 and now owns and manages Inliner
Technologies. This allows us to work with resin and catalyst specialists, equipment manufacturers, and a network of
licensees to continue to refine and enhance our CIPP product and the industry as a whole.
Layne’s Family of Companies
Inliner CIPP is unique in the fact that the technology, liner tube manufacturer and largest installation contractor are
all housed within the same parent organization. Our unique family of companies is presented below.
With this organizational structure we are able to provide our clients single-source accountability as well as added
quality assurance and control when it comes to CIPP. This structure also gives us a wide variety of full-service
construction options and the in-house capability to handle almost any construction situation, whether new
construction or infrastructure renewal.
Layne’s Product - Inliner® CIPP
Inliner CIPP has been used in the United States since 1986. As of mid-2014, over 20.0 million feet
of Inliner ranging in size from 4 to 90-inch has been installed in storm sewers, sanitary sewers, and
more aggressive industrial applications. The first Inliner installation in Colorado occurred in
1993 and since that time more than 1 million feet of the product has been placed into service in
the State. The product is designed in accordance with ASTM F1216 and meets all
requirements of ASTM F1216 and ASTM F1743.
The Inliner CIPP technology is housed within Inliner Technologies, LLC. Inliner Technologies is dedicated to the
Inliner product and is continually evaluating potential improvements through its extensive research and
development efforts. Personnel from Inliner Technologies are involved in the ASTM committees and with research
studies happening at a variety of universities ensuring our product meets today’s standards and sets the standards
for tomorrow.
The Inliner product uses three different corrosion resistant resin systems – polyester (both neat and enhanced),
vinyl ester and epoxy – depending on the nature of the piping environment. We limit our resin suppliers so we better
control the variables entering our CIPP and ensure a uniform, quality product. Prior to accepted use in the Inliner
product, all resins are tested for chemical resistance in accordance with ASTM F1216 and ASTM D538 guidelines.
Creep testing per ASTM D2990 is also required for our resin mixtures. This data is all standard product submittal
once the appropriate resin system has been determined.

The Inliner product has a 50-year design life and the in-service product provides improved hydraulics most often
times leaving behind full flow capacity equal to at least 100 percent of the original pipe’s full flow capacity, provided
the pipe has not collapsed to a level making capacity recapturing impossible.
Layne’s Liner Manufacturer – Liner Products
The 119,000 square foot Liner Products facility manufactures all inversion tubes, pulled-in-
place tubes and calibration hoses for the Inliner process. Since being acquired by Layne in
1999, Liner Products has manufactured over 32 million feet of polyester felt and composite
cured-in-place tubing. The centrally located manufacturing facility ships liner tubes all across
the country to a network of Inliner licensees, Layne Inliner being the largest, as well as to a
variety of other customers.
The liner manufacturing group has been with Inliner since the 1980s, was acquired by Layne in 1999 and
subsequently renamed Liner Products. Capabilities today include both sewn and flame bonded construction
techniques, a variety of coating options and automated diameter capabilities up to 120-inch. Liner Products is an
ISO 9001:2008 certified manufacturing facility that was modified specifically for manufacturing CIPP tube products.
This certification ensures quality tube manufacturing and design meeting or exceeding all aspects of ASTM D5813,
ASTM F1216, and ASTM F1743. A copy of the Liner Products ISO certificate is contained behind the ISO

Layne’s Diversity
Perhaps the strongest aspect that Layne Inliner brings to the table is diversity in rehabilitation
solutions. While we focus on our Inliner CIPP, we are committed to full-service system renewal.
We have in-house capabilities for excavation and replacement, sliplining, full-service manhole
renewal with cementitious and epoxy products and a variety of other rehabilitation methods. We
can complete our own cleaning, televising and bypassing operations. We have the capabilities to wetout in one of
our controlled facilities or we can become mobile and successfully complete over-the-hole wetouts of our lining
tubes. We are well-versed in and understand the benefits and limitations of water, steam and ultraviolet light curing
of CIPP liners. Our toolbox is full of products and techniques ensuring that we can meet the needs of our clients in
an efficient and cost-effective manner.
We have the experience and are prepared to utilize a wide variety of construction methodologies including:

We are in the midst of $45 million worth of work on two Master Service Agreements in
Indianapolis, IN and a $200 million Indefinite Delivery Indefinite Quantity project mix in the Washington, DC area.
We completed a $7.5 million, one-of-a-kind alternate delivery project in Nashville, TN where we guaranteed 20%
infiltration and inflow removal and ended up at 41% removal. We completed an $11 million, non-traditional “find-
and-fix” project for Gwinnett County, GA where we not only completed the repairs but also helped determine which
repairs provided the greatest and most cost-effective system benefits. No matter what or how traditional or non-
traditional, or how simple or complex the rehabilitation project is, Layne Inliner has the capabilities in-house or the

Fleet Management Layne established a cross-divisional Fleet Management team in May 2013 to optimize Layne’s
fleet utilization and lifecycle costs. The fleet is catalogued according to age and use type. We sold under-utilized
assets, resulting in over $6 million in proceeds.
This new fleet management team works to ensure that we make the best use of our vehicles and equipment, using
information such as VIN, make, model, year, and current location. Each job is matched with the most efficient

equipment so we can reduce our carbon footprint and maximize our efficiency. Also, the data management system
provides the ability to best share vehicles and equipment among job sites, divisions, and regions.
Our stated purpose is to protect the world’s essential natural resources, and we strive to meet our own expectations
in our daily operations. Layne is committed to lowering the use of diesel and gasoline fuel at our job sites and
electricity use at our facilities. For three years, we have reported on our carbon emissions and climate change
strategy, risk and opportunity through the Carbon Disclosure Project (CDP). Our CDP response is available at

Layne operates in 13 countries on five continents. We work to promote economic development in the communities
where we operate through hiring and training local employees, and we are committed to local procurement wherever

APPROACH TO PERFORMING REQUIRED SERVICES
We understand the scope of this project because it is work that our 31 CIPP lining crews and management team
come together to perform every day all across the United States. By reviewing our project approach we believe you
will see that we not only understand what is expected but also know how to accomplish the tasks that can be
anticipated We have demonstrated and will continue to prove that we are an experienced solutions provider well-
versed in dealing with everyday occurrences as well as challenging and surprise situations.
Preconstruction Services: Layne understands that in order for projects to be successfully executed, proper
upfront planning and organization are required in a preconstruction services type phase. Layne will streamline,
simplify and condense the effort to the fullest extent possible, but anticipates the following basic items to be common.
Some of these will require more emphasis than others and we, therefore, will detail those a bit more below.
Planning and organization will ensure the project begins and ends successfully. We will give each task the
appropriate attention and make sure the scope is clearly understood. We will lay out the job and prepare a schedule.
Schedules and subsequent project tracking may be simply done for small orders with Microsoft Excel or, when more
complex scenarios warrant it, Microsoft Project might be the software of choice. We will select the right tools knowing
that this upfront planning and organization will minimize scope changes and disputes and ensure both efficiency and
effectiveness.
Public Relations are critical to the success of this project. They will begin at the project onset and continue
through the final days of construction. Given that the rehabilitation routes will presumably be surrounded by
residences and businesses, public relations will get a heightened focus. We intend to share the actual construction
plan so the City of Fort Collins’ residents understand the process and the schedule. Concerns we expect to hear
from residents include:
We anticipate questions from affected residents and business owners and have extensive experience in gaining
cooperation through honest interaction. We will provide residents with a local, 24-hour contact to whom they can
reach out to with any issues that may arise.
As a part of public relations, Layne will also take into consideration public safety. We will plan for and communicate
with local emergency services including fire, police and ambulance so they understand the work we are performing
and what access may be restricted on specific days so that emergency vehicle access routes can be laid out in
advance of the work being started.
The goal of our public relations tasks will be to engage and inform the local residents and agencies and help them
understand the benefit of the construction and that the minor, short inconvenience to them results in a long-term
solution that allows for the proper functioning of their underground infrastructure.

achieve more success when there is true commitment to the collaborative process from beginning to end of the project. The
partnering activities we will undertake are designed to develop the proper attitude, expectations and organizational commitments
fundamental to meeting not only the goals of the City of Fort Collins but also the high expectations of Layne.
Layne takes permitting and environmental issues seriously. We will help define, evaluate, and complete the
permit process for all aspects and phases of the project. We will take care in identifying all permits and applying for
them as early in the process as possible to ensure that roadblocks do not happen during construction. We will apply
and then follow-up to confirm the process flows smoothly and progresses as rapidly as the system will allow.
Layne is known for doing the right thing even though times it can be difficult and cost additional money. We
operate in an environmentally conscious manner at all times and abide by the laws and regulations that govern. We
take ownership of the work we do and take pride in our accomplishments. We intend to engage local experts should
presently unexpected environmental issues be discovered and need attention.
Construction Phase Services: Preconstruction services will formulate the plan. Construction Services will then
execute and monitor the plan. Our construction phase services will be driven by our past, proven experience working
in underground infrastructure renewal. The major construction tasks are presented below.
Once again, public relations continue to be at the forefront of what we do. We will continue to inform and build
trust with local residents as well as all involved City of Fort Collins staff to ensure the Construction Phase progresses
in a timely and well-received manner. We will place door hangers in advance of the work happening to inform
residents of when we will be visible in their neighborhood. We are there to improve their community and we want
them to understand that one of our core values is that we want to leave the communities we work in and the people
we touch better off for their involvement with us.
All of Inliner’s crews are capable of small diameter, temporary flow diversion with turnkey delivery. Also,
each crew carries traffic control signage that can handle most of the small diameter situations we encounter.
We will identify a route and configuration that optimizes the CIPP installation process while minimizing public and
system disruption. We anticipate that we possess internal equipment for most all installations that will occur on this
project; however, we are prepared to solicit assistance from local bypass and traffic control resources should it
become necessary. We are prepared to determine the right people and assistance required to assemble,
progressively move, operate and manage the bypass flows and finally restore the path we take.
Cured-in-place lining is the cornerstone of Layne Inliner’s rehabilitation capabilities: The cured in place pipe
piece of this contract is familiar to Layne. Having lined pipe ranging in diameter from 4 to 90-inch, Layne
understands what CIPP tasks are involved. During this construction phase, the following basic steps will be included:
• Cleaning & pre-televising of line segments
• Active service lateral identification
• Diameter and length verification
• CIPP thickness design/verification
• Custom made CIPP lining tubes
• Host pipe preparation

While Layne anticipates mostly steam curing of CIPP liners, we also have the capabilities to water and UV cure
and, therefore, have a toolbox full of means and methods allowing us to readily adapt to varying or challenging
site conditions.
We anticipate subcontractor, likely local, involvement for ancillary work such as excavations and
manhole work as well as for complicated bypass or traffic situations, should they arise. We will analyze
each aspect of the project carefully and build our team accordingly. We approach the subcontracting process

Layne proposes to use a multi-step procurement procedure for acquiring subcontractors. This procedure will
maintain a qualifications-based selection, allow economic competition to provide the best value and maintain full
compliance with the City of Fort Collins’ codes and requirements. Layne will select each subcontractor based on
the following:
Technical Ability – Layne Inliner’s technical ability includes Company experience; available resources; ability to
perform the work; financial wherewithal such as ability to supply bonds; understanding of the City of Fort Collins’
project concept and needs, including the subcontractor’s scope of work; quality of work performed; safety record
and qualifications; and employee training programs.
Pricing – Layne may choose to include price in order to determine the highest qualified subcontractor. The price
proposal will be assigned a relative weight in relation to the weight given to the subcontractor’s qualifications. The
relative weight of the price proposal will be determined prior to soliciting proposals from subcontractors and could
vary depending on the scope.
Our approach to managing subcontractors is that in order for us and our clients to be successful, our
subcontractors need to be successful. Achieving this goal requires that the firms we are proposing to be part of
our team be uniquely qualified for their roles on our team based on their experience and partnering history. The

Mr. Slack is a career manager with over 36 years experience in every facet of general contracting in the
areas of underground utilities and buried infrastructure rehabilitation including general management,
estimating, project management and operations. Mark joined Layne in 2011 after working in the cured‐
in‐place‐pipe (CIPP) industry for 30 years. Major work disciplines include CIPP, trenchless sewer system
rehabilitation, wastewater flow control, open‐cut sewer rehabilitation and open cut water and sewer
construction. Mark has extensive experience with a variety of environments and locations and has been
responsible for pipe rehabilitation operations representing millions of feet in over 20 different US states
and three countries abroad.
As Layne’s District Manager, Mark provides senior oversight for all contracts and conducts reviews with

Mark was responsible for oversight on these $1.25M and $935,948 sewer rehabilitation projects in the
Denver Metro area. The combined projects consisted of 11,200 LF of 30 to 42‐inch CIPP and bypasses
up to 5.5 MGD. Both projects contained environmentally sensitive portions including wetland areas,

Mr. Andrew Mitchell joined Layne in 2011. He began his career in underground pipeline rehabilitation in
the United Kingdom in 1989 as subsequently moved to the United States in 2000. With over 40 years of
pipeline experience, including 24 years in pipeline renovation, Andy has a vast amount of experience
that benefits both Layne and the customers we serve. Andy has completed dozens of multidiscipline
projects from diameters of 6‐inch to 54‐inch in some of the lowest (Colorado, Wyoming) and highest

Andy is communications oriented and possesses excellent organizational skills that keep projects

much of it in the oil field business in Alaska and North Dakota where his attention to DOT regulations
and safety were needed to meet the challenges of adverse weather conditions and mountainous

Zach joined the Layne Inliner team in August of 2013 as a Superintendent. His responsibilities include
pre‐cleaning, televising installed lines and reinstating services. With six years of experience in the CIPP
field, Zach has vast knowledge of the CIPP process, including the installation of liners from 6 to 60‐inch
with the appropriate bypass operations. In addition, Zach is skilled in the maintenance, operation, and
repair of the Livingston Cutters and Aries equipment.

Mr. VanWinkle has seventeen (17) years of experience in all facets of cured‐in‐place pipe (CIPP)
rehabilitation and general system renewal. Jamie’s experience includes CIPP inversion installation per
ASTM 1216 and pull‐in installation per ASTM 1743, pipeline cleaning and preparation, closed‐circuit
television inspection, lateral reinstatement, bypass pumping and equipment maintenance. Jamie is well
