Description of RFP 8123: Cured-in-Place Sanitary Sewers/Stormwater Mains Rehabilitation
OPENING DATE: 3:00 PM (Our Clock) June 1, 2015
To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:
1. The Opening Date has been changed to 3:00 PM (our clock) on June 1, 2015.

EXHBIT 1 – QUESTIONS & ANSWERS
Q1. Do you have maps and flow data for the line segments in RFP 8123? This will be critical to
determine the pricing.
A.1 Stormwater – Maps are available with descriptions of the issues. Stormwater
does not have flow data for these lines, and typically only carry water when it’s
raining or landscape irrigation water is flowing.
A.1 Wastewater – Maps are available. We are still working on flow data information.
Contractors will need to sign a release form prior to the City releasing the maps
to them. The release form is attached to this addendum. Complete the form and
return it to Pat Johnson at pjohnson@fcgov.com, providing an email address of
where to send the maps.
Q2. I am wanting to put together numbers for the bypass portion of this project and I was
wondering who I could get in contact with to provide me with the following:
1. Max peak flow of the system
2. Distance of the bypass
A2.1. Wastewater – The City is working on this.
A2.2 The distance of the bypass is based on the length of the line segment.
Q3. I see in the scope of work schedule III.4 it lists a potential work start 10 days after potential
interview. Most work will require manufacturing and detailed planning as well as public
notification that would compromise the 10 day start not to mention contracting time.
Please clarify the expectation of “work start” and the city’s actual expectation of final
completion of the 2015 scope of work. Is the NTP date flexible?
A3. Work (or the Notice to Proceed (NTP) date) starts when the awarded contractor
attends a pre-construction meeting. Manufacturing, planning and public
notification come after the pre-con meeting. The NTP date is flexible, but the City
prefers the awarded contractor start work on June 29. If your company can’t start
on June 29, please explain why and provide your expected start date.
Q4. In proposal submittal directives IV.12 Financial Statement the COFC is requesting an
audited financial statement. For a company our size that is a double sided document of at
least 45 pages. Please exclude the statement from the 25 page limitation of the RFP
response.
A4. The financial statement can be sent separately and is not included in the 25 page
limitation.
Q5. Can you push the deadline out another week or so? Due to the holiday and a submittal
like this, we’d appreciate more time to be more thorough in our response.
