Notes:
1, BSE's bid for Howard units states it does not meet our specification, however they do not include any explanation of this discrepancy in their documentation. This bid is considered to not meet our specification.
2. Graybaes bid for CG units does not induce stray lasses and as such is considered to be non-responsive-
3. Imys bid for Eaton's units includes several exceptions. CTRs will be sent within 30 days of shipment- this is acceptable as long as Fort Collins agreement with Irby still stands to get these immediately after shipment. The exceptions taken regarding paint, leak testing, design temperatures, nameplate, and
production tests are acceptable.
4. Wesco's bid for ASS units looks to have all the required information and is an acceptable bid.
S. WUE's bid for CG units did riot have the required stray losses information and as such is considered to be non -responsive.
6. WUE's bid for Howard units took exception to the D dimension in Figure 6 of our specification. This figure shows the size of our concrete xfmr pad, not the depth of the cabinet. 23" should be fine; it looks as though the quoted unit will fit on that pad.
7. Irbys bid for 2016 DOE compliant Eaton units includes several exceptions. CTRs, will be sent within 30 days of shipment - this is acceptable as long as Fort Collins agreement with Irby still stands to get these immediately after shipment. The exceptions taken regarding paint, leak testing, design temperatures,
nameplate, and production tests am acceptable.
Based on the ranking of the evaluated bids, ABB (care of Wasm) is the lowest evaluated responsible bidder and should be awarded this portion of Bid 8110 for 5.500IrVA transformers.
IEEE C57.12.00, Section 9.2 Tolerances for impedance
The tolerances for impedance shall be as follows:
a) The impedance of a two -winding transformer with an impedance voltage greater than 2.5%shall have a tolerance of 27.5%of the specified value, and those with an impedance voltage of 25%or less shall have a tolerance of t10%of the specified value.
Differences of impedance between duplicate two -winding transformers, when two or more units of a given rating are produced by one manufacturer at the same time, shall not exceed 7.5%of the specified value.
b) The impedance of a transformer having three or more windings, or having zigzag windings, shall have a tolerance of t10%of the specified value.
Differences of impedance between duplicate three -winding or zigzag transformers, when two or more units of a given rating are produced by one manufacturer at the same time, shall not exceed 10%of the specified value.
c) The impedance of an autotnnsformer shall have a tolerance of t10%of the specified value. Differences of impedance between duplicate autotransfonners, when two or more units of a given rating are produced by one manufacturer at the same time, shall not exceed 10%of the specified
value.
d) Transformers shall be considered suitable for operetion in parallel when reactances come within the limitations of the preceding paragraphs, provided that turns ratios and other controlling characteristics are sultable for such operation.
