1. SSE's bid for Howard units took exception to the D dimension in Figure 6 of our specification. This figure shows the size of our concrete xfmr pad, not the depth of the cabinet. 23" should be fine; it looks as though the quoted unit will fit on that pad.
2. Wescp's bid for ABB units looks to have all the required information and is an acceptable bid.
3. WUE's bid for Howard units took exception to the D dimension in Figure 6 of our specification. This figure shows the size of our concrete door pad, not the depth of the cabinet. 23" should be fine; it looks as though the quoted unit will fit on that pad.
4. WUE's bid for CG units did not have the required stray losses information and as such is considered to be non -responsive.
5. Irby's bid for Eaton units did not contain any information in the required spreadsheet and as such is considered to be non -responsive.
6. VanTran is not on the approved list for transformer manufacturers and as such is not allowed to bid on this product.
Based on the ranking of the evaluated bids, Howard Industries (care of Border States) is the lowest evaluated responsible bidder and should be awarded Bid 8091.

tEEE C57.12.00, Section 9.2 Tolerances for Impedance
The tolerances for impedance shall be as follows:
a) The impedance of a two -winding transformer with an Impedance voltage greater than 2.5%shall have a tolerance of t7.5%of the specified value, and those with an impedance voltage of 2.5% or less shall have a tolemnce of±10%of the specified value.
Differences of impedance between duplicate two -winding transformers, when two or more units of a given rating are produced by one manufacturer at the same time, shall not exceed 7.5%of the specked value.
b) The impedance of a transformer having three or more windings, or having zigzag windings, shall have a tolerance of±10%of the specified value.
Differences of impedance between duplicate three -winding or zigzag transformers, when two or more units of a given rating are produced by one manufacturer at the same time, shall not exceed 1D%of the specified value.
c) The impedance of an autotransformer shall have a tolerance of±10%of the specified value. Differences of Impedance between duplicate autotransform airs, when two or more units of a given rating are produced by one manufacturer at the same time, shall not exceed 10%of the specified value.
d) Transformers shall be considered suitable for operation in parallel when reactances come within the limitations of the preceding paragraphs, provided that turns ratios and other controlling characteristics are suitable for such operation.
