The team effectively managed the project from the initial site plan review process with the Town of Windsor to the complete delivery of an interior remodel of the office area, pre-engineered metal building addition to provide for additional parts storage, complete upgrade of HVAC system in the garage/shop to provide vehicle exhaust, and a new wash bay facility with new domestic water, sanitary sewer, primary electric, and natural gas utilities services. The east side of the building features a combined fire station and vehicle storage facility, while the remainder of the building is occupied by administration offices, assembly areas and other community facilities that make up the new Community Center. The entire building is currently pending LEED* Gold Certification. These Design Principles will be the framework in which decisions will be made and evaluated throughout the project. Goals will be established for all aspects of the design and preconstruction phases. Schedule milestones will be set. Budgets will be clearly established and laid out for all to understand. During this phase, we will also begin to test the project costs to make sure we are within the budget. Cost control and working within the budget is of paramount concern, and is the responsibility of the entire Team. The architect and engineers will work closely with Elder Construction to control project costs. This will ensure that, as the project design is finalized, we are collaborating on the materials and considerations that not only meet the budget requirements but also provides the best value solution. Elder Construction will be an active part of the final design along side the design team. This is not only so we can monitor the budget, but also ensure constructability. We want to make sure that any materials chosen and methods selected through the design or scope integration, are the most efficient systems to build. Additionally, Elder Construction will review the drawings and specifications for any scope gaps or areas for potential clarification for the subcontract team. By performing due diligence up front, we will save time once we are under construction. Another advantage of being involved during the design phase is to identify all of the submittals, including the long lead items, up front. By knowing what is needed to be submitted or ordered immediately, Elder Construction can start the submittal process and work to minimize any potential schedule impacts. Elder Construction utilizes key costing data bases and state of the art computer software to prepare detailed estimates and construction schedules early. This focus allows our clients and designers to make immediate decisions before documents are complete and construction starts are compromised. A cornerstone of our company’s success is an estimating system that produces accurate and complete estimates in the shortest possible timeframe. We spend our careers understanding, tracking, and validating construction cost so our clients don’t have to. The project will also include a dedicated project manager and project coordinator/project engineer located off-site in our main office. Construction Manager - The overall project leadership and manages all areas of construction, including weekly progress reviewed with Elder staff and regular site visits. Superintendent - The overall onsite leader is the Superintendent. The main point of contact for all major decisions onsite including coordination of all subcontractors, ensuring that materials arrive onsite, inspections by state and local officials occur at each stage in the construction process, and that the schedule and budget is maintained. The Superintendent and the Project Manager work together as team to make sure project stays on track. In addition they are communicating voices during the owner, architects, and contractor’s (OAC) meetings providing the overall status updates Project Manager - Overall leadership and direction to the project from start to finish. The project manager’s primary responsibilities include: reviewing and issuing subcontracts, project accounting, managing the budget, cost value engineering, pricing and reviewing change orders, and holding regular status meetings with subcontractors and owners. Additional functions include closely working with the Superintendent in maintaining and updating the schedule to insure the project completes on time. The project manager will also assist the Project Engineer in the RFI and Submittal processes. Project Coordinator/Engineer - Our project coordinator/engineer will handle seamless coordinates with the subcontractors to ensure the correct building materials are being used and delivered according to the schedule. Our project coordinator/engineer will also manage the administrative obligations for the team, including insurance, subcontract execution and project closeout. Carpenter/Laborers – Our carpenter/labors report to the Superintendent and are responsible for completing all self performed activities. They will is also responsible for assisting in temporary protection and subcontractor coordination needs as required. Owner Coordination Meetings In order to keep the owner fully informed and to keep open communication, Elder puts together regular weekly Owner, Architect’s and Contractors (OAC) meetings. In this meeting every detail of the project is reviewed. Meeting minutes are passed out and reviewed identifying key issues that need to be addressed on the project. An updated schedule is included and reviewed. This keeps the owner up to date on critical activities, integration with the owner’s subcontractors and review of the overall completion date. In addition, request for Information, Submittal, and Change Order logs are provided and reviewed. This provides the opportunity to prioritize any outstanding submittals and RFI’s that need to be addressed quickly to stay on track. Subcontractor Coordination Meetings Every week, in addition to OAC meetings, Elder Construction Staff will conduct a subcontractor coordination meeting. In these meetings the schedule is reviewed, subcontractors provide an update of current status, safety, major deliveries, and coordination of critical upcoming work programs. Submittal, RFI, and Change Order logs are discussed and notification of any required inspections and shut downs are reviewed. The goals of these meetings are to keep all subcontractors informed of critical items and overall project progress. 12 of 70 QUALITY INTEGRITY VALUE Construction Schedule Critical path activities are the driving force behind the completion date for any project schedule and maintaining them is a must if construction is to stay on track. Schedule Creation Each schedule is created based upon analysis of the drawings, identification of critical construction activities, critical approvals, and past experiences. The project schedule is completed and reviewed by the project team allowing for discussion, outside the box thinking, and planning. Every part of the construction process will be studied. Critical submittals will be added to the schedule and tied in accordingly to their installation dates; identification of critical sections of the construction will be determined and broken out accordingly. Any activity over 10 days will be broken up into multiple activities to provide the most detail possible. After this back and forth discussion the final schedule will take place and be issued to subcontractors for their review and feed back. In this process both the Project Manager and the Superintendent have ownership in the schedule and understand how the schedule was generated. Identifying the Critical Path Critical Activities are activities on the schedule that cannot be changed or moved otherwise they affect the completion date. Identifying these is critical for a competent, correct and realistic schedule. One way Elder identifies these are by submittal requirements and the fabrication time of the material. During the bid process and while the preliminary schedules are being produced Elder is following up with subcontractors to identify material fabrication time for critical activities. Each of these submittals are included in the schedule in their own section and provided a fabrication time based on comments from subcontractors and suppliers. The submittal activity is then linked to the installation activity accurately representing the date the critical activity can be installed. Value Engineering Approach Value engineering is a mindset and team approach involving the owner, design team, consultants, contractor and trades. Value engineering is approached by understanding the goal of the project and creatively providing the ownership group with ideas, options, and cost information to make informed decisions. Value Engineering is a systematic method for analyzing a project site to identify essential functions, design opportunities and alternate methods to meet your project’s budget and schedule requirements. We work closely with our clients to provide value that respect your intent and meets your time and cost requirements. Through the value engineering process, we will evaluate the design, construction materials and systems involved to determine if there are more cost-effective options to achieve the same result. We evaluate the impact on initial cost of construction, operations, maintenance and life cycle cost. Step One – Understand the goals of the project (Budget, Programing, Ascetics) Step Two – Collaborate with the design team, consultants, and trade to identify area of cost savings Step Three – Develop cost and time elements related to these areas of cost saving Step Four – Present to the ownership group, track, and incorporate into the design documents. 13 of 70 QUALITY INTEGRITY VALUE 4 Experiences with Sustainable Design Methodology and Sustainable Project Solutions The Design Build services of Elder / Architecture West, LLC Team have had a long-term commitment & collaboration on high performance design, with an Integrated Design approach, on a significant number of projects. Design charettes become an effective way for early dynamic workshops, goal setting, conceptualization, broad user input, quickly, increasing the initial ‘front- end’ time but allowing for a more comprehensive Pre-Construction Budgeting analysis. This provides an opportunity to gather the entire building team, owners and stakeholders to identify goals, process, issues and solutions. Environmental issues are defined, strategies explored and innovative solutions discovered. This Team has created Owner value oriented development with a specific focus on creative and environment, specifically vehicle maintenance, LEED* Certified, Public & PEMB projects. The Consultant Team of Architects, Planners, Sustainablity experts, Engineers focused on Energy Modeling, Envelope Testing and other professionals listed, provide a practical and confirmed experience, at the highest levels of the Construction Industry. Focusing the integrated vision of a skilled design team on whole systems solutions for a specific project results in quality, timeless and sustainable architecture. This collaboration can combine beauty with practicality, meld amenity with economics, and honor the needs of both present and future generations. This process results in "real time" coordination of all design criteria through the synergy of the team Architecture West utilizes AutoDesk Revit, the latest in BIM (Building Information Modeling) technology to design and construct projects in 3D. The benefits of 3D modeling is the ability to observe the design in real-time, challenging ourselves, our Consultants and the Client, providing multiple options and design solutions. This not only helps us to study and test concepts before they are integrated but also allows us to identify potential conflicts in the earliest design phases, saving time and money. This software also allows us to collaborate with Structural and MEP teams. Architecture West and Group14 Engineering have worked together for years. We recently teamed up on the Mead Town Hall & Fire Station. Group14 facilitated and documented the LEED Gold Certification for this project, and provided energy analysis and commissioning. The project demonstrated over 40% interior water savings, achieved all 19 energy optimization points, and followed LEED v4 construction waste recycling to earn an Innovation Point while recycling over 75% of the waste. For energy efficiency, the key was keeping the systems simple while still providing occupancy control to minimize unoccupied energy consumption. A 14 kW photovoltaic system offsets 21% of the building energy consumption by cost. Design Team Organization Architecture West, LLC will be the coordinator of the Design Consultants and Construction Team. This will be a very lateral approach with multiple joint Integrated Design meetings, giving all vested Parties, the ability to question, challenge, evaluate and study alternate/options, as we go through the initial Schematic Design Phase. A ‘whole-systems’ thinking / building approach, searches for selections that benefit in multiple ways, are synergistic, window daylighting / ventilation/ lighting controls, for 14 of 70 QUALITY INTEGRITY VALUE example. DRT, Development Review Team meetings will provide regular opportunities for ‘progress’ updates and evaluations, with specific core groups/focuses Enhanced, planning, energy, sustainability/LEED* issues. IBE, the Institute for the Built Environment @ CSU will coordinate the LEED* Credits, Design Charette, on-going Scorecard status and Documentation. Group 14 with The Ballard Group will coordinate the overall Energy portfolio of the project, initial systems options and projected modeling impacts, Design document ‘peer’ reviews, Enhanced Cx / Commissioning details and O&M . The goal is to balance initial design decisions with final costs and real ‘operational performance’. The Elder Construction /Architecture West Team will provide real-time Pre-Con. Budget checks, evaluations, as well as input from Sub-contractors on overall ‘Constructability’ and O&M reviews with the City and Design Cx & Modeling Consultants. Post-Occupancy evaluation, confirms projects are operating at the highest levels, from initial Concept to actual Implementation. The City’s Facilities Staff & Cx Consultant will be an integral part to this close-out process. Mechanical Consulting Engineers INNOVATIVE DESIGN STRATEGIES The Ballard Group, Inc. has employed many innovative design strategies on past projects, including the following examples. Biomass Boiler Park County School District, Fairplay P-12 School – Fairplay, Colorado The project will consist of renovating the Fairplay campus from numerous stand alone building to (1) connected building. Building heat is provided by a 1000kW (3,400 MBH) output wood fired boiler and associated components including the cyclone, exhaust flue fan, ignition system, feed auger, ash auger and bin, deluge tank, fire suppression pump and buffer tank. The plant also consists of (2) 3,000 MBH output 95% efficient condensing boilers to supplement the wood fired boiler. A 6” air/dirt separator, glycol feeder, pot feeder and expansion tanks is also installed to ensure the integrity of the boiler system. Mountain Parks Electric, Biomass Boiler Project – Granby, Colorado The boiler is the first of its kind installed in North America. The Ballard Group worked closely with local contractors and the Swedish boiler manufacturer to ensure that this first installation could be used as a model project for future applications. The boiler can burn either wood pellets or wood chips. Combustion analysis and BTU metering will be performed to determine the energy efficiency and net environmental impact in a Colorado mountain environment. Initial estimates have the boiler operating at 90% efficiency. The data gathered from this project will help state and federal agencies create standards for biomass boilers. The project involved the design of a new 1,200 MBH biomass boiler plant, as well as integrating the boiler into the facility’s existing heating water plant. The facility’s heating water system serves over 30,000 square feet of radiant in floor heating and 7,000 square feet of snowmelting. The entire heating water system will be served from the biomass boiler with the existing natural gas boiler only operating during late spring and early fall when there are minimal heating requirements. Grand Valley Recreation Center, Biomass Boiler Plant Design - Fraser, Colorado The Ballard Group completed a biomass boiler system design for the Grand Valley Recreation Center. The design was complete and ready for the construction phase, however due to grant and budget issues the biomass boiler plant was not constructed. The design included a 3,750 MBH, Swedish manufactured, biomass boiler. Pumps distributed the heating water from this boiler system to heat exchangers for heating the swimming pools, domestic hot water and snowmelt system. The biomass boiler utilized a dual source fuel system. A screw auger moved wood pellets or wood chips from an exterior storage silo to the fuel delivery stoker. The boiler controls modulated output capacity by varying auger and stoker speeds, delivering the correct quantity of fuel to the combustion chamber. The boiler also had a natural gas burner as a backup fuel source in the event that the biomass fuel was unavailable. All of the systems were designed to operate at full capacity using only biomass fuel. The project is noted only to show a second biomass design was completed by our office but was not built. The project was constructed without the biomass boiler plant. Geothermal Exchange Eagle View Adult Community Center – Brighton, Colorado 16,800 square foot recreation facility with 3,000 square foot bath house, plus a 2,800 square foot pool mechanical building, and a 600 square foot restroom building. Ground source heat pumps are utilized to enhance energy efficiency. The ground source heat exchanger loop provided geothermal water to all ground source heat pump units to accept or reject heat to/from the building. Each heat pump unit rejects heat to the building loop or accepts heat from the building loop through the use of a variable flow pumping system. Geothermal Systems Candelas Community Center – Arvada, Colorado 3,700 square foot community center including an outdoor pool. A closed loop ground heat exchanger system is used to supply water to three (3) water-to-air heat pumps which provides heating, cooling and ventilation to the building. Ray & Joan Kroc Corps Community Center - Coeur d’Alene, Idaho A 123,000 square foot community recreation facility utilized a central heating and chilled water system with a series of roof mounted air handling units. The Campus at Southpark - Littleton, Colorado An office park with multiple office buildings utilized a ground source heat pump system as the primary means of heating and cooling. 1st Congregational Church - Boulder, Colorado A new, three story, 14,000 square foot Christian Education Center utilized a ground source heat pump system as the primary means of heating and cooling. Ice Storage Plaza 7000 East – Denver, Colorado 120,000 square foot office building. Utilized an ice storage system in conjunction with an indoor centrifugal water chiller and a VAV air distribution system. Darnall Army Medical Center project consists of the design and construction of a 947,000 SF, $534M facility with a six-story hospital, three out-patient clinic buildings, a central utility plant and three parking garages. It will replace the adjacent original 600,000 square feet Darnall Hospital, which is undersized for the amount of services it provides. The hospital serves roughly 45,000 Soldiers, as well as nearly 125,000 family members and retirees. An important feature of the new hospital is the 100,000 square feet dedicated for behavioral health services, which will enable the hospital to provide additional RELEVANT PROJECT EXPERIENCE Our firm has been involved in vehicle storage, design build projects of the same scope and size as the proposed City of Fort Collins. We work closely with local code and fire officials to develop effective solutions to unique challenges associated with vehicle storage facilities. North Dakota Border Patrol Station, Pembina, ND (2013) The project included the design and construction of a new 50-agent Border Patrol Station (approximately 15,500 square feet), Parking Garage (approximately 16,000 square feet). The Garage included enclosed parking spaces for vehicles as well as areas for maintenance storage, a vehicle wash area, and storage for hazardous materials and first aid supplies. Fort Sill TEMF Building, Fort Sill, OK (2012) The TEMF building is a two-stories facility with an area of approximately 35,000 square feet. The new TEMF building included facilities for the purpose of maintaining and repairing vehicles and includes parts storage and administrative offices. The support facilities for the non-commercial vehicle and pedestrian functions include a main administration building, head house, customs building, primary and secondary inspection structures, and a kennel building. The support facilities for the commercial vehicle inspections include a primary inspection structure, and export dock, an import dock, an exit structure with radioactive check, bulk cargo bins, narcotics storage, cargo search facility, hazardous material inspection, and empty truck inspection. The project includes the construction of several component areas of the Port of Entry on approximately 72 acres of land. Project is a modification to 5 buildings at an existing port of entry located in El Paso Texas. Scope of work included providing required fire protection for the renovations and serving as the life safety consultant required by GSA. Woodward Campus Manufacturing Facility – Fort Collins Project Manager – Interwest prepared master plan and final construction documents for the site, utility, grading, drainage and erosion control for a new manufacturing and office facility campus on an approx. 120-acre site. Construction plans also included the design for improvements to two adjacent roadways involving the addition of curb, gutter and sidewalk, median modifications, and commercial entrances to the project site. Poudre Fire Authority Station #4 – Fort Collin Project Manager. Provided site civil engineering design of this sustainable and cost effective 4-Bay fire station on a 3.5 acre site. In our relationships with our subcontractors, in our creative innovations that provide real value, in our deep commitment that goes above and beyond expectations, Elder exercises honesty and integrity in everything we do. Hiring a subcontractor is not just a partner in the construction process, but a partnership that turns it into a friendship that will last beyond the current project and well into the future.
