HomeMy WebLinkAboutWORK ORDER - RFP - 7618 DOWNTOWN RIVER DISTRICT ROADWAY & STREETSCAPE PROJECT (5)November 10, 2015 1 Jefferson Street Roadway and Multimodal Improvements FIR Design Description: Interwest with assistance from the Team (BHA Design, Larsen Structural Design, Hines Inc., and Clanton & Associates) will coordinate with Engineering to complete the design plans and documents for the Jefferson Street Roadway and Multimodal Improvements from North College Avenue south to Mountain Ave./Lincoln Ave. for a Field Inspection Review (FIR) submittal to the Colorado Department of Transportation (CDOT). This corridor has been studied and a preferred roadway geometry has been documented and accepted by the City Council and CDOT through an Intergovernmental Agreement and formal adoption in the US 287/SH 14 Access Management Report. More than likely, one minor change to the preferred roadway geometry will occur. As required by the Poudre Fire Authority, the medians will be broken up and become pocket medians instead of extending along the project corridor as in the preferred roadway geometry. As part of this project, eight (8) street improvement projects have been identified along Jefferson Street for the improvements. These improvements include:  Jefferson Street Parking Lot  Jefferson Park and Rodizio Frontage  Southwest side of Jefferson Street (N. College Ave. to Linden St.)  Both sides of Jefferson Street (Linden St. to Lincoln Ave.)  Pocket Medians (N. College Ave. to Linden St.)  Lincoln St. & Jefferson St. Intersection  Coordination of Future Utility Improvements (designed and constructed by others)  Right-of-Way Acquisitions (under separate work order) The following is a detailed explanation of each team member’s responsibility to complete this improvement project for a FIR submission to the CDOT: Tasks: 1. Base Map Preparation – Now that the improvements have been identified for the roadway and multimodal street improvement project, Interwest will review all the existing baseline information that was used for the Conceptual Design study and compile it into a single project base map. This will include existing topographic survey, property information, existing utility information and utility master plans. If additional survey is required for this task, it will be provided by the City Survey Department. This task will result in a base map that will be used for the project throughout the design and any project displays/exhibits and deliverables that may be necessary. 2. Roadway Preliminary Layout (20% Design) – Interwest will prepare a preliminary layout of the roadway and medians which will be presented to the City for their approval. November 10, 2015 2 3. Roadway FIR Plans (60% Design) –After approval of the preliminary layout, Interwest will move to the FIR Design of the roadway plans. Interwest will prepare FIR plans in CDOT format, FIR Cost Estimate, and a drainage report for submittal to the City and CDOT. The FIR plan set will include roadway and median plans and grading plans. The Roadway FIR plans will include the following: 1. Cover Sheet 2. General Notes 3. Standard Plans Sheet 4. Survey Control Diagram 5. Ownership Map 6. Typical Roadway Sections 7. Demolition Plan 8. Roadway & Curb Plan and Profile 9. Preliminary Grading Plan 10. Cross Sections at 50’ intervals 11. Conceptual Phasing 12. Future Utility Improvements (For Information Only and designed by others) 4. Public Input & Meetings/Project Coordination – Interwest will meet with city staff and stakeholders to obtain input on the roadway and multimodal improvements and the urban design exhibits. We will provide appropriate displays to facilitate plan input, will collect comments and will prepare meeting minutes of discussions. We anticipate the following input meetings:  City departments including Poudre Fire Authority, FCMoves, Planning, Art in Public Places staff, Historic Preservation staff (10 meetings)  Open House – to share input findings and obtain additional design input (1 meetings)  City Utilities – to clarify what City Utilities is designing on their potential utility project within our project limits (5 meetings)  FIR design review meeting with City and CDOT personnel (1 meetings)  Public Artist (2 meetings)  Downtown Development Authority Board Meeting (1 meetings)  Transportation Board (1 meeting)  City Council (1 meeting) 5. Urban Design Exhibits – BHA Design Inc. (BHA) will provide the urban design elements for this project corridor. BHA will provide the City with two (2) urban design/gateway concepts and two (2) sidewalk and median urban design concepts referencing the Downtown River District Plan and incorporating the Old Town characteristics. This task will include renderings requested by the City and any other exhibits necessary for the roadway and multimodal improvements along Jefferson Street. 6. Urban Design Preliminary (20% Design) – BHA will prepare preliminary urban design enhancements for the roadway and medians which will be presented to the City for their approval. This task will include preliminary base map illustrating urban design improvements, site plans, landscape plans, construction details and a cost estimate. November 10, 2015 3 7. Urban Design FIR Plans (60% Design) –After approval of the preliminary urban design enhancements, BHA will prepare FIR plans in CDOT format, cost estimate, and preliminary special conditions for submittal to the City and CDOT. The Urban Design FIR plans will include the following: 1. Site Plans 2. Layout Plans 3. Landscape Plans 4. Planting Details 5. Site Construction Details 6. Regulatory Sign Details (Sign Plans by others) 7. Preliminary Summary of Quantities 8. Public Input & Meetings/Project Coordination – BHA will meet with city staff and stakeholders to obtain input on the roadway and multimodal improvements and the urban design exhibits. Structural Design – Larsen Structural Design (Larsen) will provide the structural services for this project. It is anticipated structural design and details will be needed for the urban design enhancements along Jefferson Street. Larsen will provide the design plans, cost estimate, and details as necessary for FIR submission. 10. Irrigation Preliminary Layout (20%) – Hines Inc. (Hines) will provide the irrigation improvements for this project. Hines will prepare the preliminary irrigation design for the roadway and medians enhancements which will be presented to the City for their approval. This task includes the verification of existing conditions and the preliminary irrigation design. As part of the verification of existing conditions Hines will:  Visit the site to verify existing site conditions for planning future irrigation system requirements and equipment preferences.  Determine point-of-connection (POC) location(s), available pressure, and size in coordination with the Civil Engineer (CE) or Landscape Architect (LA) prior to design.  Will coordinate the mainline and wire routing, as well as the controller location(s) and power requirements with the CE and LA, as necessary. November 10, 2015 4  If the project site limits of construction require modifications to existing irrigation systems Hines will meet with a Representative of those specific sites to confirm the location of the existing irrigation water tap location(s), mainline size and location, controller size, and the type and location of sprinkler heads or drip irrigation equipment.  Obtain and adhere to City of Fort Collins irrigation design standards and CDOT irrigation design standards.  Obtain As-built drawings if available to document any existing system equipment types, sizes, capacity, location, and pipe routing.  Attend one (1) visit to the site and two (2) design/coordination meetings As part of the preliminary irrigation design, Hines will develop a set of drawings that show proposed irrigation water source(s), mainline pipe routing, isolation valve locations, pipe and wiring sleeves under hardscapes, and controller location(s) with electrical power drop requirements (master plan design will be based upon the landscape improvements recommended for this project). In addition, Hines will include construction details, specifications, and attend two (2) design/coordination meetings for the preliminary irrigation design. 11. Irrigation FIR Plans (60% Design) – After approval of the preliminary layout, Hines will prepare FIR plans in CDOT format showing proposed irrigation water source(s), mainline pipe routing, isolation valve locations, pipe and wiring sleeves under hardscapes, and controller location(s) with electrical power drop requirements (master plan design will be based upon the landscape improvements recommended for this project). In addition, FIR Design construction details, specifications and a cost estimate will be prepared for submission to the City and CDOT. Hines will attend the FIR design meeting and coordinate with the City and other design team members 12. Electrical Preliminary Layout (20%) – Clanton & Associates (Clanton) will provide the electrical and lighting improvements for this project. Clanton will prepare the preliminary electrical and lighting design enhancements for the roadway and medians which will be presented to the City for their approval. This task will include:  Preliminary pedestrian lighting concepts  Preliminary parking lot lighting concepts  Proposed luminaire types  Kick-off meeting in Fort Collins  Design meeting in Fort Collins  Utility coordination meeting in Fort Collins 13. Electrical FIR Plans (60% Design) – After approval of the preliminary layout, Clanton will provide FIR level plans in CDOT format and cost estimate for submittal to the City and CDOT. Clanton will attend the FIR design meeting and coordinate with the City and other design team members. This task will include:  FIR Design parking lot lighting layout  FIR Design luminaire selection  Catalog cut sheets of proposed lighting equipment November 10, 2015 5  FIR Design lighting calculations  FIR Design lighting specifications  Utility coordination  Irrigation power feed coordination  Preliminary electrical engineering  FIR Design cost analysis  Two design meetings in Fort Collins  Utility coordination meeting in Fort Collins Schedule It is anticipated the FIR Plan submissions will be in mid 2016. Assumptions 1. ROW Plans and Clearances will be in a separate work order. 2. Services after FIR approval will be in a separate work order. 3. All plans will be prepared on 11” x 17” plan sheets in CDOT format. 4. City review prior to the FIR 60% submittal will be a continuous process (during meetings and via document sharing). The goal of the team is to move to the FIR 60% milestone without a formal submittal and review period. 5. Utilities will be relocated as part of the Utility Improvements for the River District which will be designed by the City of Fort Collins Utility Department. 6. Signal modifications will be designed by the City. 7. Landscape and urban design improvements will be limited to areas within the public right-of-way. 8. Improvements to Jefferson Street & College Avenue intersection are not included in this work. (Previously Built) 9. Duration of the design process is anticipated to be 18 months. 10. Custom luminaires and light art are not included in this work. 11.
