HomeMy WebLinkAboutCORRESPONDENCE - PURCHASE ORDER - 9157268PROPOSAL FOR CONSULTANT SERVICES 1.0 INTRODUCTION 1.1 AQUATIC DESIGN GROUP, INC. of Carlsbad, California (hereinafter referred to as "CONSULTANT"), proposes to provide consulting design services to CITY OF FORT COLLINS, (hereinafter referred to as "CLIENT") for the following project: EPIC Swimming Pools Chemical Systems Analysis Fort Collins, Colorado 1.2 In conformance with the Request for Proposal dated 6 October 2015 as issued by Mr. Ethan Cozzens , CONSULTANT shall provide: 2.0 SCOPE OF WORK 2.1 Chemical Systems Practical Analysis: .1 Based upon the existing systems and condition of the EPIC competition pool, therapy pool, and wading pool, CONSULTANT shall prepare an analysis of the feasibility of three separate systems: Chlorine Gas, liquid chlorine (Sodium Hypochlorite), and tablet chlorine (Calcium Hypochlorite) for use at this facility . The analysis shall be based upon a renovation that, upon completion, will be fully code compliant and safe for staff, users, and the public. Included in the analysis shall be the following components: A- Sizing- The size of each system to allow for not less than weekly deliveries of chemicals. B- Space- The room required to house the systems and a location for such. C- Capital Cost- The expected cost of such a system including any costs related to infrastructure improvements needed to house the systems. D- Operations Cost- The expect cost of each system on an annual basis. This analysis also includes other chemicals as expected to be utilized to maintain and balance the pH of the water in each pool. 2.2 Chemical Systems Theoretical Analysis: .1 CONSULTANT shall prepare a document that analyses the three major forms of chlorine used at modern aquatic centers: Chlorine Gas, liquid chlorine (Sodium Hypochlorite), and tablet chlorine (Calcium Hypochlorite) for use at this facility. This analysis shall include the following components: Proposal for Consultant Services EPIC Swimming Pool Chemical Analysis Page 2 of 4 A- The way each of the three forms of chlorine of are created. B- The common uses for each of the three forms of chlorine in the pool industry. C- The positive attributes of each of the three forms of chlorine for an indoor aquatic center such as EPIC. D- The negative attributes of each of the three forms of chlorine for an indoor aquatic center such as EPIC. E- The science of water chemistry and balancing pH, TDS, free and total chlorine, alkalinity, etc. for each of the three forms of chlorine. F- The health consequences of a worst case scenario for each of the three forms of chlorine. .2 Consultant shall prepare the Chemical Systems Practical and Theoretical Analysis reports in the form of a draft report to be presented to the City within twenty (20) days of receiving a signed contract. .3 Based upon input received from the City, deliver a final report for the City in both hard and electronic copy within 10 days. 3.0 EXCLUSIONS TO SCOPE OF SERVICES 3.1 Architecture or engineering services outside of those specifically listed above. 3.2 Construction services . 3.3 Accounting or legal services. NOTE: CONSULTANT is not a certified public accounting or legal firm, and nothing in this proposal should be construed as an offer to provide professional services of this type. 4.0 COMPENSATION 4.1 CLIENT shall compensate CONSULTANT for services rendered as follows: 4.1.1 1 Basic Services Practical Analysis: The Scope of Services described above shall be compensated for on an hourly basis (in conformance with rates outlined in Article 4.3, below), plus reimbursable expenses, not-to-exceed: FIVE THOUSAND AND 00/100 DOLLARS ($5,000.00). 4.1.2 Basic Services Theoretical Analysis : The Scope of Services described above shall be compensated for on an hourly basis (in conformance with rates outlined in Article 4.3, below), plus Proposal for Consultant Services EPIC Swimming Pool Chemical Analysis Page 3 of 4 reimbursable expenses, not-to-exceed: TWO THOUSAND FIVE HUNDRED AND 00/100 DOLLARS ($2,500.00). 4.1.3 Additional Services: If requested, additional services will be billed for on an hourly basis, in conformance with the rates outlined in Article 4.3, below. 4.1.4 Reimbursable Expenses: All reimbursable expenses shall be authorized in advance by CLIENT. Reimbursable expenses will be billed at CONSULTANT's direct cost, and shall include the following : · .1 Special delivery and handling of documents and correspondence such as courier and overnight delivery services. .2 Travel and lodging expense associated with out-of-town travel in connection with the Project. 4.2 Terms of Payment: 4.2.1 Payment for services shall be made upon completion and acceptance by City of Fort Collins. 4.3 Hourly Rates: 4.3.1 Compensation for additional services (when requested and authorized in advance by CLIENT) shall be provided in conformance with the following hourly rates: .1 Principal. ................................. $ 195.00 per hour .2 Project Architect I Engineer......... $ 175.00 " .3 Project Manager.......................... $ 155.00 " .4 Designer................................. $ 110.00 " .5 Clerical.................................. $ 60.00 " 5.0 TIME 5.1 CONSULTANT shall complete services in accordance with Section 2.2.2 and 2.2.3. Proposal for Consultant Services EPIC Swimming Pool Chemical Analysis Page 4 of 4 6.0 AUTHORIZED SIGNATURES 6.1 This proposal is valid for thirty (30) calendar days from the date referenced below and is submitted for and in behalf of CONSULTANT by: AQUATIC DESIGN GROUP, INC. y: Justin 0.
