Re: On-Street Paid Parking Community Dialogue – Scope of Work and Fee
Dear JJ:
Per a phone conversation with City of Fort Collins staff member Seth Lorson on Friday, November
20, 2015, I’m providing you with this request for $16,000 in additional fee to support continued work
on the “On-Street Paid Parking Community Dialogue Project” portion of the Fort Collins Downtown
Plan. The additional fee will cover the continuation of services currently being provided by Kimley-
Horn to Progressive Urban Management Associates as a sub-contractor, through May 31, 2016.
Kimley-Horn will continue to provide the following services, as requested by staff:
Technical Analysis
Analyze stakeholder feedback, existing conditions, and foundational policy to provide a
comprehensive problem statement.
Develop and evaluate detailed options and corresponding trade-offs as solutions to the
identified problem.
Develop recommendations and an implementation plan.
Community Dialogue
Continue consulting with staff to create a comprehensive community outreach plan that
will engage the community at each phase of the project.
Continue collaborating with City communications, parking staff, and Downtown Plan staff
in developing outreach materials such as printed materials, online information, surveys,
poster boards, and the like. The consultant will be responsible for developing content for
outreach materials.
Continue to provide an objective, knowledgeable spokesperson to facilitate public
discussions and/or speak at meetings.
Summarize the community dialogue process and technical analysis results for
presentation to boards/commissions and City Council.
