the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1) The RFP notes using the latest scientific data to inform the planning process. We are
obviously familiar with the RMCO extreme heat study and are aware of some of the
studies on the impacts of wildfire smoke – is there specific Front Range wildfire smoke
data/research that should be considered as part of the scope?
Answer:
There is not specific research related to wildfire smoke for the Colorado Front Range
that we are aware of. However, it would be part of the scope of work for the vendor to
find relevant research if regional information is not available.
2) How do you anticipate the planning participants comparing to the group engaged in the
2013 Adaptation Facilitation Workshops? Department heads or staff level? Same
participants as last time or different department representatives?
Answer:
Based on our previous planning efforts, there will be some overlap between staff that
have previously participated in adaptation and extreme event planning. However, the
vendor should use an approach that can be used for all staff involved, no matter what
their starting point. Our participants will be comprised of a mix of a few department level
managers, but primarily operational and program support staff.
3) Can you speak a bit more about what you mean by tiered options for response? Is this
tied to the thresholds outcome – having a tiered response with different levels of action
at different thresholds? Or is something else meant by this?
Answer:
One potential option for assisting staff in decision making for response to smoke or
extreme heat events could be a tiered response similar to our water tiers during drought.
Thresholds could be used to determine what levels correspond to each response.
4) Do you have a target budget for this scope of work?
Answer:
We have allocated a $35,000 budget for this scope of work.
5) Our local facilitation lead will be traveling during a portion of your target meeting
timeframe (from October 27 to November 6). Would you consider this schedule
restriction prohibitive? Or is there some flexibility in scheduling?

Answer:
The proposed schedule for the workshops would ideally occur in late October to mid-
November, possibly between October 19-November 13. The timing will be dependent on
staff availability and the ability of the hired vendor to complete the necessary planning
and preparation for the workshop. The objective is to complete these workshops by the
end of 2015. We can negotiate some flexibility with the final deliverables related to a
summary of the outcomes for later in 2015 or early 2016.
