Scope of Services, Schedule, and Basis of Fee
Add Service
PROJECT UNDERSTANDING
The overall Arthur Ditch project will replace the three separate segments of the existing Arthur Ditch concrete box
culvert. This project is city funded but the plans will generally follow the CDOT format. The three locations are at
the intersection of Oak Street & Whitcomb Street, Olive Street & Loomis Avenue, and Canyon Avenue between
Mulberry Street & Magnolia Street. The Canyon Avenue location includes the portion of Arthur ditch under the
Mulberry Pool parking lot. All three locations are within the city Old Town Basin floodplain. Specific scope items
are covered below.
The City of Fort Collins has requested that this project’s design services be divided into three individual contracts
as follows:
• Contract #1 shall include Project Start-Up and Management; Data Gathering, Field Investigation, &
Preliminary Reporting; and Preliminary Design (FIR) & Preliminary Plans
• Contract #2 shall include Final Design (FOR) & Construction Documents; and Bid Ready Documents
• Contract #3 shall include Bid and Construction Services for Canyon Ave. and Oak St. & Whitcomb St. & Olive
Street and Loomis.
The following Scope, Schedule, and Basis of Fee covers additional services for the above contract as described
below.
PART 1 – SCOPE OF SERVICES
A. Basic Services – This add service will consist of:
• Additional fee required to complete the design and advertise the Olive and Loomis project.
• Construction engineering services for all three project locations.
• Landscape Design requested at the Olive and Loomis project
J-U-B’s Basic Services under this Agreement are limited to the following tasks. CLIENT reserves the right
to add subsequent phrases or related work to the scope of services upon mutual agreement of scope,
additional fees, and schedule. The following abbreviations are used in this scope:
J-U-B – J-U-B Engineers, Inc.
Stantec – Stantec, Inc.
City – City of Fort Collins
WORK TASKS
A1 Design Completion
a. Scope of Services:
i. Additional work was required by J-U-B in assembling several different design sets for
advertisement. The original scope was assembled assuming that there would be one
plan set, and one specification set that would include all three individual locations. It
was later decided by the City, that the Canyon location should be split into its own plan
set and advertise seperately. It was later decided that the Loomis/Olive location should
be further split from the Oak/Whitcomb location making three individual advertisement
sets of plans and specification. The additional requested budget is for the additional
time required to repackage the plans, specifications, quantities, tabs, and estimates.
b. Deliverables:
i. Additional designs, plans, and specifications
A2 Review Submittals
a. Scope of Services:
i. J-U-B to coordinate with the City to review and respond to shop drawings or Request
For Information (RFI) submittals the contractor or it’s sub-consultants submit for
Canyon Ave, Oak St/ Whitcomb Street, and Olive/Loomis. Stantec to assist J-U-B on
any shop drawings or RFI’s pertaining to their scope.
b. Deliverables:
ii. Response to RFI’s and Shop Drawings
A3 Landscape design
a. Scope of Services:
i. The City of Fort Collins requested the addition of Landscape service for the
completion of the Olive Street and Loomis Avenue design. For this reason, J-U-B has
added BHA to the project. BHA’s (and sub-consultant Hines) are as outlined with the
attached scope by BHA.
ii. Additional coordination and effort required by J-U-B in order to add the requested
landscape design and plans to the advertisement set of document.
b. Deliverables:
i. Additional designs and landscape plans
B. CLIENT’s Responsibilities – CLIENT is responsible for completing, authorizing J-U-B to complete as
Additional Services, or authorizing others to complete all tasks not specifically included above in J-U-
B’s Basic Services that may be require for the project, including, but not limited to:
1. Transmit contractors shop drawings and RFI’s to J-U-B.
2. Relay J-U-B’s responses to the contractor.
PART 2 – SCHEDULE OF SERVICES
A. The following table summarizes the anticipated schedule for the identified Basic Services predicated upon
timely receipt of CLIENT-provided information, typical review periods, and active direction during work.
CLIENT acknowledges that J-U-B will not be responsible for impacts to the schedule by events or actions of
others over which J-U-B has no control.

PART 3 – BASIS OF FEE
A. The hours and fees for each task are presented on the attached spreadsheet.
B. Period of Service: If the period of service for the task identified above is extended beyond 12 months, the
compensation amount for J-U-B’s services shall be appropriately adjusted to account for inflation and
salary adjustments.

RE: Arthur’s Ditch Reconstruction – Loomis & Olive – Streetscape Improvements
Dear Jeff,
Thank you for asking BHA Design to provide design services for streetscape improvements
located on Loomis and Olive. It is a pleasure to get the opportunity to help Fort Collins with
these projects.
Our understanding of the Arthur’s Ditch Reconstruction project is as follows:
• The image above shows the extent of this design project
• Our scope assumes that there is no existing irrigation in the Right-of-Way, and no new
irrigation will be provided by the city. Sleeving may be provided at the owner’s
request. Sleeves will be shown on the landscape plan.

PRE-DESIGN SERVICES
• JUB will provide Survey of the site to BHA as well as all necessary base drawings.
• BHA will visit the site and provide detail documentation (photographs, plant type &
size) of the existing property owners’ landscapes.
• Neighbor Meetings – BHA will accompany the City in face-to-face meetings with
neighbors impacted by construction. A total of 4 meetings is expected.
• Hines – Site Verification & Pre-Design coordination
DESIGN SERVICES
• BHA will provide 90% Complete Construction Document landscape plans, including
details, plant list, and irrigation sleeve sizes and locations, which will be prepared using
AutoCAD 2013 LT.
• 90% Complete Construction Specifications will be developed in CSI format using MS
WORD
• An Opinion of Probable Costs will be developed, based upon 90% documents
• Digital copies (pdf format) of the 90% submittal will be forwarded to JUB and the City
for review
• Review Meeting #1 – JUB and the City will discuss changes to the design with BHA
during a face-to-face meeting
• Bid Document landscape plans (details, plant list, and irrigation sleeve sizes and
locations) which incorporate changes requested by JUB and the City will be developed.
• Bid Document Construction Specifications will be developed
• An Opinion of Probable Costs will be developed, based upon Bid Documents
• An electronic version (pdf format) of the Bid Document Submittal will be forwarded to
JUB and the City for bidding purposes

EXCLUSIONS
The following items are currently excluded from the scope of services/fees, but we would be
happy to revise the scope of services/fees to include them if you so choose:
ADDITIONAL SERVICES:
-irrigation construction administration
-additional meetings above and beyond those listed above
-water meter & tap design services
-construction administration
-electrical design, lighting design
We request written authorization to work on an hourly basis. Our fees and reimbursable
expenses for hourly services will not exceed $5,525 without written authorization. Our
labor and related expenses will be charged on a monthly basis as set forth on Attachment C
(BHA’s Standard Terms and Conditions). If these terms are acceptable, signing below will
serve as immediate authorization to proceed. Please return one executed original to our
office for our files.
