HomeMy WebLinkAboutCORRESPONDENCE - PURCHASE ORDER - 9150439August 3, 2015 1 Scope of Work, Mountain Vista Update Part # 2 ‐ Design Charrette for Mountain Vista Subarea PO Order 9150439 Vendor 510803 Logan Simpson Design Logan Simpson has successfully completed Tasks 1, 2, and 3 (An examination of an alternative rural scenario vs. existing subarea plan) and has been directed to continue their work and execute the remaining fee in the Task Order according to this scope of work (formally Tasks 4 and 5). Through close work with the City, Logan Simpson will conduct a design charrette for the Mountain Vista Subarea focused on the application of new policy initiatives that have been implemented since the Mountain Vista Subarea Plan was adopted, partnership opportunities for infrastructure improvements, and promotion of innovative community design principles. These goals are outlined below. Project goals communicated to City Council:  Application of new policy initiatives such as Nature in the City (NIC), Urban Agriculture, and the Housing Affordability Policy Study that have occurred since the Mountain Vista Subarea Plan was adopted.  Partnership opportunities among property owners and with the City to provide needed transportation, storm drainage and other public infrastructure improvements.  Promote innovative community design principles that represent best practices in housing design, neighborhood livability, and the integration of agriculture and natural systems. The purpose of the design charrette is as follows:  Build on the work, exhibits, and ideas already completed for NIC, Urban Agriculture, and the Housing Affordability Policy Study.  Address housing choices – where we can improve in the range of housing choices provided.  Protect and provide opportunities for enhancement of natural features.  Revisit opportunities and conduct a constraints analysis within the Mountain Vista Subarea.  Explore opportunities to maximize urban agriculture and NIC in an urban setting (within existing zoning framework). Evaluate opportunities at various scales, including greenhouses, commercial gardens, and larger agricultural operations.  Ensure “complete neighborhoods” are implemented based on the City Plan and Mountain Vista Subarea Plan, taking into account transportation, land use transition, ETC’s, and expanding and promoting housing choices.  Explore opportunities and show examples of best practices in housing types and choices, lot layout, and dense clustering, where high density can be achieved in various housing type configurations. Also, explore ways that accessory dwelling units can be incorporated into the configurations both has attached and detached units. Achieve density without building up vertically. August 3, 2015 2  Explore opportunities to incorporate unique “character defining” components such as street design alternatives including greenspace, medians, small parks, visual relief within the street, the potential for no curbs/gutters, alternative paving, suburban “woonerfs”, art, landforms, and monuments. Give prominence and celebrate urban agriculture components in land use planning.  Discuss branding opportunities, incorporating ideas such as “agritopia” and “agrihood”.  Provide examples (not on a real site) that show three layouts on the same acreage which show differences between: rural scenario, City Plan LMN/MMN standard design, and an alternative design that takes it to the next level (not an overlay). Tasks/Deliverables:  The City will compile a team database that includes work that has been completed by the City that includes ideas and exhibits for NIC and agriculture. (City)  Task 1: Research best practices related to housing patterns and urban/rural land use design. (City and LS)  Charrette – Develop a format, tools, and work product and lead the charrette. (LS) o National Charrette Institute format o Up to a seven day process/charrette:  Task 2 ‐ Pre‐charrette: We anticipate up to three (3) stakeholder group meetings, initial sketches/diagrams (we anticipate up to 4), public meeting, and map creation.  Task 3 ‐ Charrette Day 1 and 2: Concepts including refinement of the sketches/diagrams and we anticipate an additional 2 sketches (the public is invited to drop in). Concepts discussed at the charrette could include:  Larger scale urban farming operations interspersed with industrial uses  Greenbelt farming operations  Community farming plots  Urban trail through a linear farming area  Integration of a higher percentage of community gardens/plots, rooftop gardens, and aquaponics.  Farm to table concepts  Urban farming as buffers  Incorporation of sustainable energy concepts and the relationship to farming  Water conservation and Low Impact Design techniques  Integration with healthy communities and active living  All season farming  Access to affordable food  Connections to local restaurants and industries  Branding options for the area  Removal of financial barriers to implement these techniques August 3, 2015 3  Incorporation of alternative development patterns that build on the “complete neighborhood” model with a unique urban/rural character. This could be smaller housing, ADU’s, community space, alternative street designs/patterns, possibly larger block sizes, longer walkway spines, increased setbacks in some areas, and/or smaller setbacks.  Day 3 and 4: Internal review and suggested document edits (City)  Task 4 ‐ Final Charrette Day: Check back in with the public and present the concepts, and complete final refinements to up to 6 sketches/diagrams.  Task 5: PowerPoint presentation for City Council and charrette summary report including next steps, not to exceed 16 pages.  Task 6: Refine up to 6 sketches/diagrams as needed for presentation to City Council and incorporation into other documents. Assumptions  The process would be up to 7 days with 2 days of City staff review.  Logan Simpson will not attend the internal City review.  Attendance during the process will vary from 1‐3 Logan Simpson attendees.  Drawings will be plan sketch ups/diagrams or hand drawn based on the allocated budget and client needs.  The City will arrange meeting locations and prepare and send out notifications.  Assumption of up to 6 sketches/diagrams and not to exceed 60 hours.  Coordination will be maintained with the City throughout the project, including up to five conference calls or meetings in Fort Collins. Part # 2 PO Cost Estimate: $22,169.
