INVITATION TO BID
8058 TRANSFORMERS, 100 KVA PAD-MOUNTED, 1 PHASE
BID OPENING: 3:00 P.M. (our clock), FEBRUARY 10, 2015
The City of Fort Collins is requesting bids from firms for 100kVA, pad-mounted, 1 Phase
transformers.
Bid submission via email is preferred. Bids shall be submitted in Microsoft Excel,
Word or PDF format and e-mailed to: purchasing@fcgov.com. If electing to
submit hard copy bids instead, three (3) copies, will be received at the City of Fort
Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado
80524. Bids will be received before 3:00 p.m. (our clock), February 10, 2015 and
referenced as Bid No. 8058. If delivered, they are to be sent to 215 North Mason
Street, 2

Fort Collins, 80522-0580.
The City encourages all disadvantaged business enterprises to submit bid in response

Special Instructions
All bids must be properly signed by an authorized representative of the company with
the legal capacity to bind the company to the agreement. Bids may be withdrawn up to
the date and hour set for closing. Once bids have been accepted by the City and
closing has occurred, failure to enter into contract or honor the purchase order will be
cause for removal of supplier's name from the City of Fort Collins' bidders list for a
period of twelve months from the date of the opening. The City may also pursue any
remedies available at law or in equity. Bid prices must be held firm for a period of forty-
five (45) days after bid openings.
Submission of a bid is deemed as acceptance of all terms, conditions and specifications
contained in the City's specifications initially provided to the bidder. Any proposed
modification must be accepted in writing by the City prior to award of the bid.
Only bids properly received by the Purchasing Office will be accepted. All bids should
be clearly identified by the bid number and bid name contained in the bid proposal.

No proposal will be accepted from, or any purchase order awarded, to any person, firm
or corporation in default on any obligation to the City.
Bids must be furnished exclusive of any federal excise tax, wherever applicable.
Bidders must be properly licensed and secure necessary permits wherever applicable.
New Vendors:
The City requires new vendors receiving awards from the City to fill out and submit an
IRS form W-9 and to register for Direct Deposit (Electronic) payment. If needed, the W-
9 form and the Vendor Direct Deposit Authorization Form can be found on the City’s
Purchasing website at www.fcgov.com/purchasing under Vendor Reference
Documents.
The City may elect where applicable, to award bids on an individual item/group basis or
on a total bid basis, whichever is most beneficial to the City. The City reserves the right
to accept or reject any and all bids, and to waive any irregularities or informalities.
Sales prohibited/conflict of interest: no officer, employee, or member of City Council,
shall have a financial interest in the sale to the City of any real or personal property,
equipment, material, supplies or services where such officer or employee exercises
directly or indirectly any decision-making authority concerning such sale or any
supervisory authority over the services to be rendered. This rule also applies to
subcontracts with the City. Soliciting or accepting any gift, gratuity, favor,
entertainment, kickback or any items of monetary value from any person who has or is
seeking to do business with the City of Fort Collins is prohibited.
Freight terms: unless otherwise noted, all freight is F.O.B. Destination, Freight Prepaid.
All freight charges must be included in prices submitted on proposal.
Discounts: any discounts allowed for prompt payment, etc., must be reflected in bid
figures and not entered as separate pricing on the proposal form.
Purchasing restrictions: your authorized signature of this bid assures your firm's
compliance with the City's purchasing restrictions. A copy of the resolutions is available
for review in the Purchasing Office or the City Clerk's Office. Request Resolution 91-
121 for cement restrictions.
Collusive or sham bids: any bid deemed to be collusive or a sham bid will be rejected
and reported to authorities as such. Your authorized signature of this bid assures that
such bid is genuine and is not a collusive or sham bid.

Awards from this bid will be based primarily on the evaluated bid price. Delivery lead
times, escalation and exceptions taken will also be considered. The City of Fort Collins
reserves the right to split the bid award in whatever percentages are most
advantageous to the City.
Future orders of Transformers, 100kVA, Pad-Mounted, 1 Phase may be authorized,
at the option of the City, from this bid for a period of five years after bid closing date.
Satisfactory pricing and delivery is required for future orders based on this bid.
Pages 3 and 5 of this bid document comprise the bid submittal, along with the Excel
Spreadsheet. Failure to submit any of these in the format requested may cause the
submittal to be deemed incomplete and may be subject to rejection.

mounting on a pad. There shall be no exposed screws, bolts, or other fastening devices which are externally
removable. The cover shall be welded construction. There shall be no opening through which foreign objects
such as sticks, rods, or wires might be inserted to contact live parts. Suitable means for padlocking the
compartment door(s) shall be provided.
3.1.3.2 In addition to the enclosure security design tests listed in Section 4.3.1 of IEEE C57.12.28, the
manufacturer shall perform an “Operation test”. The unit shall be lifted, utilizing provided lifting lugs, at least
one meter in accordance with the manufacturer’s standard lift instructions and then set again on a flat surface.
The doors shall be easily opened, closed, latched and locked without requiring adjustments to the cabinet,
latch mechanism and/or enclosure door(s). All of the door latch points must fully engage when the door is
closed.
3.1.3.3 The high- and low-voltage compartment shall be located side by side on one side of the transformer
tank. When facing the compartment, the low-voltage side shall be on the right.
3.1.3.4 Construction of the unit shall be such that it can be lifted, skidded, and slid into place on the mounting
pad without disturbing the entrance cables.
3.1.3.5 An undercoating over the regular finish or an equivalent treatment shall be applied to all surfaces that
are in contact with the pad to minimize corrosion.
3.1.3.6 Minimum dimensions for Type 1 transformers shall be as shown in Figure 1, Appendix B.
3.1.4 ENERGY EFFICIENCY
Transformers shall be designed to meet the minimum energy efficiency ratings defined in the United States
Department of Energy October 12, 2007 Final Rule: 10 CFR Part 31, Energy Conservation Program for
Commercial Equipment: Distribution Transformers Energy Conservation Standards.
3.2 SPECIFIC DESIGN REQUIREMENTS
3.2.1 FUNCTIONAL DESCRIPTION
The transformer shall be a single phase, pad mounted, loop feed-safe break, "dead-front" type for use on a
13.8 kV grounded "Y" distribution system.
3.2.2 DESIGN AND CONSTRUCTION
3.2.2.1 RATING
The transformer shall be rated as follows:
a) High Voltage 13,200 Grd Y/7620 volts
b) Low Voltage 240/120
c) Taps Two - 2½% FC above and below normal
d) Polarity Additive
e) Capacity, Impedance values, and fusing for transformers in this specification shall conform to
Table 1.
3.2.2.2 OVERCURRENT PROTECTION
An RTE / Cooper Power Systems BAY-O-NET current sensing fuse and internally mounted partial range
current limiting fuse shall be furnished as shown in Table 1.

1 The BAY-O-NET fuse shall be located in the high voltage side of the compartment.
2 The approved manufacturer for the fuses is Cooper Power Systems. Other fuses meeting the
requirements defined in this specification shall be specifically approved in writing by Fort Collins Utilities

3.2.2.3 INSULATION LEVEL
3.2.2.3.1 The basic impulse insulation level (BIL) of completely assembled high-voltage and low-voltage
terminals shall be 95 kV and 30 kV respectively.
3.2.2.3.2 Dielectric test levels shall be in accordance with the distribution levels in Section 4 of ANSI
C57.12.00.
3.2.2.4 HIGH-VOLTAGE TAPS
A no-load tap changer with external operating handle shall provide two - 2½% full capacity taps above and
below normal. The tap changer operating handle shall be located within the high-voltage terminal side of the
terminal compartment.
3.2.2.5 BUSHING WELLS AND TERMINALS
3.2.2.5.1 The number, location, and arrangement of bushing wells, terminals and parking stands shall be
as shown in Fig. 1 in Appendix B. All low-voltage bushings and high-voltage wells shall be externally
clamped and shall have leads of sufficient length to allow them to be changed without removing the
cover. Welded bushings and wells are expressly prohibited.
3.2.2.5.2 High-voltage bushing wells shall be 200 A load-break interface 8.3/14.4 kV bushings in
accordance with IEEE 386. Two wells shall be provided and shall be connected in a feed-through
configuration. Loadbreak bushing inserts in accordance with IEEE 386 will be purchaser furnished.
3.2.2.5.3 Low-voltage line and neutral terminals shall be sized as shown in Table 2 in accordance with
IEEE C57.12.38. Bushing arrangement and spacing shall be as shown in Fig. 1 in Appendix B. All low-
voltage line and neutral terminals shall be equipped with locking nuts.

3.2.2.5.4 The low-voltage X2 bushing shall be a fully insulated bushing. A ground pad shall be provided

3.2.2.5.5 The high-voltage neutral shall be securely grounded internally.
3.2.2.6 ACCESSORY CABINET
3.2.2.6.1 The accessory cabinet shall consist of a compartment containing high- and low-voltage bushings
constructed in accordance with applicable IEEE specifications, including IEEE C57.12.28. Dimensions
shall be in accordance with Fig. 1 of this specification.
3.2.2.6.2 Cabinet doors shall be hinged, removable, lockable, and of sufficient size to provide adequate
working space when removed or open. Unlocking the padlock shall permit access to both the high- and
low-voltage terminations. Stainless steel hinge pins shall be provided.
3.2.2.7 ACCESSORY EQUIPMENT
Accessory equipment shall be provided in accordance with the following details:
3.2.2.7.1 The transformer base shall be arranged for rolling in two directions: Parallel to and at right
angles to the center line of the high-voltage bushings.
3.2.2.7.2 Lifting lugs or bosses for screw-in lift bolts shall be provided. These lugs or bosses shall be
adequate strength and size and arranged on the tank to provide a suitable balanced lift for the completely
assembled unit.
3.2.2.7.3 The base of the assembly shall be provided with suitable means for mounting the unit on the
pad. An internal flange shall be provided at the base of the accessory compartment to provide means for
mounting the unit on the pad. (Fig. 1, Appendix B).
3.2.2.7.4 Terminal designations are shown in Figure 1, Appendix B. The identification of terminal
connections shall be shown on the instruction nameplate. Instruction nameplate shall be located in the
low-voltage side and shall be readable with cables in place. Where the nameplate is mounted on a
removable part, the manufacturer's name and transformer serial number shall be permanently affixed to a
non-removable part.
Instruction nameplate shall contain the information specified in 5.12 of IEEE C57.12.00-2010. Also, on
the nameplate, or label affixed near it, the manufacturer shall indicate that the dielectric fluid contains less
than 1 ppm PCB.
3.2.2.7.5 A suitable marking inside of the tank shall indicate the correct oil level at 25°C.
3.2.2.7.6 A non-resettable device which detects and provides external indication of internal transformer
faults, as well as incorporating automatic pressure relief functionality shall be provided. The pressure
relief device shall meet the following requirements:
¼" NPT or larger male Inlet Port.
Exposed parts of weather and corrosion resistant materials.
Non-deteriorating gasket and o-ring material.
Manual pull ring able to withstand a static force of 25 pounds for 1 minute without permanent
deformation. The valve shall also withstand for 1 minute a static force of 100 lbf applied normal to its
longitudinal axis at the outermost extremity of the body.
Bug shield to prevent entry of dust, moisture, and insects before and after the valve has operated.
Cracking pressure of 10 ± 2 psig.
Resealing pressure of 8 ± 2 psig.
Zero leakage from resealing pressure to -8 psig.
Minimum flow rate of 35 SCFM at 15 psig.
The approved manufacturer for this device is IFD Corporation. Other devices meeting the requirements
defined in this specification shall be specifically approved in writing by Fort Collins Utilities Engineering
Standards Division.

Notes on Pad Material -
1. Concrete must be 3,000 psi minimum.
2. Maximum coarse aggregate size 1 1/2 inches.
Space requirements for pad and primary switching cabinet will generally
be 9' X 12'. Factors to be considered in locating the pad include -
1. Accessibility - The transformer pad shall be accessible to
line boom trucks equipped for the installation and removal of
heavy transformers. Such accessibility shall not require
intrusion on adjacent property.
2. Proximity of Buildings, Walls, Barriers, and/or Overhangs -
In addition to the clearances required for installation and
removal, the minimum clearance in front of the transformer pad
shall be eight (8) feet and the minimum clearance from all
other sides shall be two (2) feet. If the building has an
overhang, clearance to the edge of the transformer pad shall
be measured horizontally from the outer edge of the overhang.
Transformers through 300 KVA may be installed under the
overhang if the vertical clearance between the pad and the
overhang is at least 25 feet and the location is accessible to
line boom trucks.

installation shall conform to the National Electric Code and
federal, state and city codes and standards.

submit written proposals demonstrating compliance with these Specifications for consideration of addition to the accepted
manufacturers list prior to the next request for bids. In addition to inclusion on the list below, manufacturer's equipment

Special Conditions and Supplemental Instructions to Bidders Applicable to
Specification 368-120
A. Data to be supplied with Bidder's Proposal
The following data shall be supplied with the bidder's proposal in addition to that information required by the "Invitation
to Bid" and the "Purchase Requisition".
1. Impedance volts in percent (%) at full load, high voltage to low voltage at 85°C
2. No load losses, full load losses, total losses, expected winding’s stray losses, auxiliary devices’ losses all
corrected to a reference of 85°C. Please see Section 4 – Losses for more information.
3. Delivery in weeks
4. A statement indicating compliance with our Specification with exception or a detailed list of exceptions.
5. Escalation IS ______ / IS NOT ______ applicable for the transformers bid. If escalation applies, the Bidder
shall indicate in his bid, the specific items or materials subject to escalation and shall provide the method and
indices to be used in computing the amount thereof. Escalation occurring after acceptance, if Purchaser
exercises the option to delay shipment after manufacturing is completed, will not be paid.
If the above information and compliance statement are not supplied the proposal will not be evaluated.
An alternate bid for the total order may be submitted in addition to the unit bids.
B. Loss Evaluations
Loss penalties and loss evaluations will be based on the following values:
1. No-load or excitation losses at $3.90/watt
2. Load losses at $1.50/watt
C. Shipping Terms

D. Terms of Payment
1. If escalation applies, the City of Fort Collins shall not be billed for escalation occurring after the promised
delivery date.
2. Electronic test reports as describe in Section 5.1.2 sent via E-mail shall accompany the invoice sent to the
Material Control Section. If test reports do not accompany the invoice, late payment penalty charges incurred
due to delays in obtaining the test reports will not be paid. Electronic test reports shall also be sent via E-mail to
