Went from dual sensing bay-o-net (expulsion) fuses to current sensing bay-o-net (expulsion) fuses. Fuse sizing was changed as follows:  Changed 25 kVA from 8A expulsion / 40 amp CL to 10A expulsion / 30A CL  Changed 50 kVA from 15A expulsion / 80 amp CL to 15A expulsion / 40A CL  Changed 100 kVA from 25A expulsion / 175 amp CL to 25A expulsion / 80A CL  Changed 167 kVA from 40A expulsion / 200amp CL to 40A expulsion / 125A CL  Changed 250 kVA from 65A expulsion / 350amp CL to 65A expulsion / 125A CL Kraig Bader 7/21/2004 REVISION GG  Deleted ANSI Type 2, 50 kVA, transformers from the Specification. Fort Collins is no longer purchasing Type 2 transformers because most maintenance situations require Type 1 bushing heights.  Updated all references from ANSI to IEEE standards. The standards development process utilized by IEEE is approved by ANSI, so they do not explicitly place their name on each standard anymore.  Eliminated “Not Used” sections.  Updated references to IEEE C57.12.25, which is no longer active, to now reference IEEE C57.12.38 and the corresponding sections and figures within the new standard.  Added IEEE C57.12.37 – Electronic Reporting of Distribution Transformer Test Data as a reference standard. Amended section 5.1.2 to include details for the application of IEEE C57.12.37.  Added “Operation Test” to the required design tests contained within C57.12.28 to Section 3.1.3.2.  Added section on DOE Energy Efficiency Requirements.  Amended section 3.2.2.4.3 to require that locking nuts be provided on all low-voltage line and neutral terminals. Adam Bromley Kraig Bader 4/3/2013 REV. SYM: GG 3 368-120  Amended section 3.2.2.6.6 to specify a pressure relief device that includes detection and indication of internal transformer faults. The approved device is manufactured by IFD Corporation.  Moved and updated section on Losses (now Section 4) to include new required information to be submitted by manufacturers during the bid process. Additional information to be supplied includes expected winding’s stray losses and losses associated with auxiliary devices such as fuses, breakers, switches, etc. Also updated Special Conditions and Supplemental Instructions to Bidders with new required losses information.  Removed General Electric as an approved manufacturer and added Central Moloney to the Conditionally Approved Manufacturers list.  Deleted Individual Transformer Loss Evaluation Form. Typically, orders include more than one unit and the average form is used. Fort Collins Utilities has always and continues to reserve the right to calculate losses and assess penalties individually, if favorable to Fort Collins Utilities.  Added Special Conditions and Supplemental Instructions to Bidders to the end of this specification. Previously, this had been submitted to Bidders separately. This merge helps to maintain consistency among transformer specifications. REV. REV. SYM: GG 17 368-120 Special Conditions and Supplemental Instructions to Bidders Applicable to Specification 368-120 A. Data to be supplied with Bidder's Proposal The following data shall be supplied with the bidder's proposal in addition to that information required by the "Invitation to Bid" and the "Purchase Requisition". 1. Impedance volts in percent (%) at full load, high voltage to low voltage at 85°C 2. No load losses, full load losses, total losses, expected winding’s stray losses, auxiliary devices’ losses all corrected to a reference of 85°C. Please see Section 4 – Losses for more information. 3. Delivery in weeks 4. A statement indicating compliance with our Specification with exception or a detailed list of exceptions. 5. Escalation IS ______ / IS NOT ______ applicable for the transformers bid. If escalation applies, the Bidder shall indicate in his bid, the specific items or materials subject to escalation and shall provide the method and indices to be used in computing the amount thereof. Escalation occurring after acceptance, if Purchaser exercises the option to delay shipment after manufacturing is completed, will not be paid. If the above information and compliance statement are not supplied the proposal will not be evaluated. An alternate bid for the total order may be submitted in addition to the unit bids. B. Loss Evaluations Loss penalties and loss evaluations will be based on the following values: 1. No-load or excitation losses at $3.90/watt 2. Load losses at $1.50/watt C. Shipping Terms Ship F.O.B. point of destination, freight prepaid. D. Terms of Payment 1. If escalation applies, the City of Fort Collins shall not be billed for escalation occurring after the promised delivery date. 2. Electronic test reports as describe in Section 5.1.2 sent via E-mail shall accompany the invoice sent to the Material Control Section. If test reports do not accompany the invoice, late payment penalty charges incurred due to delays in obtaining the test reports will not be paid. Electronic test reports shall also be sent via E-mail to Engineering Standards Division, Fort Collins Utilities - Light & Power. 3.
