Description of BID 8037:
PFA EMERGENCY MEDICAL SERVICES

Questions and Answers:
1. In the scoring rubric (pages 30-31), are Criteria 1, bullet 7, and Criteria 3, bullet 2, duplicates or are
they unique somehow?
Answer: Criteria 1, (Management and project team structure and roles) is operationally focused while
Criteria 3 (Firms management structure and project management strength) is directed to the
contractor’s financial and institutional capability and strength.
2. On page 29, References is listed under R-Exceptions. Should References be its own lettered response
category, or does it have to do with Exceptions somehow?
Answer: References should be its own lettered response category and is not part of R-Exceptions.
References should be labeled as Section 12.0, paragraph S.
3. On page 29, category M, audited financial statements are requested. To provide the auditor's letter,
balance sheets and statements of revenues, expenses and changes in net position will take up 5 full
pages. Does this count as 5 pages of the 40-page response limit, or can it be an addendum?
Answer: The audited financial statements will not be counted toward the 40-page response limit.
4. The Service Area Map (Exhibit A) zone lines preclude the ability to meet response time standards in
some cases. Crystal Lakes being included in zone 4 is an example of this. Are the zone boundaries open
for discussion?
Answer: All exceptions to the stated response times must be included in the proposal response in
Section 12, paragraph R-Exceptions. PFA recognizes limited changes to response times may
be required. Response times will be finalized in conjunction with contract negotiations.
5. On page 16, 4.7-A.6.c., the communication equipment specified says it must be compatible with FRCC
DTR system. Currently Larimer County is on the State of Colorado DTR system, which is incompatible
with FRCC DTR. Please advise if we need to be compatible for mutual aid and/or is Larimer County
moving to the FRCC-DTR system?
Answer: The contractor will be required to have communication equipment necessary to operate within
the NCLERA on mutual aid channels. The Contractor is responsible for any changes required by
Larimer County (i.e. FRCC-DTR system) to maintain operating capability.
6. On page 16, 4.7-B.2, could you please clarify that this is for replacement equipment and not for initial
stocking? Also, can we stipulate that this is like-for-like equipment?
Answer: It is not for initial stocking unless it is backboards, vacuum splints and O2 tanks. All other
replacement equipment is like-for-like.
7. On page 29, letter N, are the complaints and resolution being asked for strictly regulatory complaints
and resolution or ANY complaints, including patient complaints?
Answer: The Proposal Submittal Requirements, Section N is directed to regulatory complaints and
resolution.
8. Is a PowerPoint and/or handouts allowed on day of interview?
Answer: The finalist may be interviewed by the Assessment Team at which time firms can utilize
PowerPoint and/or handouts for a brief overview of their proposals.

9. On page 18, 4.10-C, it stipulates ambulance coverage or EMS personnel for standby at community
events. If it's a low-acuity event is use of EMTs only meet the requirement of 4.10-C?
Answer: Low acuity events do not require EMT-Ps/ALS coverage – this is at the discretion of the
contractor.
10. On page 12, 4.2-F, the RFP discusses "Coordinated Zones." Can you please explain what this
means?
Answer: Coordinated Zones is basically an area where a contractor approved/sponsored ALS provider is
available to stop the ALS clock by arriving on scene prior to ALS Ambulance or equivalent.
11. Can we get a firm date for the presentations so we can schedule our physician advisors?
Answer: The interviews will be conducted the week of January 9, 2015.
The following questions were asked during the Pre-Proposal meeting conducted on December 5th.
What is the rate of growth for the service area?
The approximate population of Fort Collins is 155,400. Timnath and Wellington are two of the fastest
growing towns in Colorado. The projected annual growth rate for Larimer County is approximately 6.9%.
What kind of influx is there at the University, in state and out of state?
Approximately 30,000 students attend Colorado State University (CSU) with 25,600 on-campus.
Question on Communications system – are you going to mutual aid or on FRCC system?
It is very probable a new zone controller will be implemented within the next 1-2 years. PFA will require
inoperability to bridge both systems.
Can you speak to the Coordinated Zones on page 12?
Coordinated Zones is basically an area where a contractor approved/sponsored ALS provider is available
to stop the ALS clock by arriving on scene prior to ALS Ambulance or equivalent.
Emergent vs non emergent time has doubled, drive time advantage may be minutes not double,
can you address that?
Development of the zone maps has been challenging. The zone maps were developed by consulting with
other agencies, GIS, and driving the route. This is a starting point. In contract negotiations the response
times will be considered and discussed. Response times will also be reviewed on a regular basis to
evaluate based on available data.
Hard copy zone maps and a CD were distributed to firms who attended the Pre-Proposal meeting.
