ADDENDUM NO. 1
REQUEST FOR PROPOSAL QUESTIONS & ANSWERS
Description of BID 8037:
PFA EMERGENCY MEDICAL SERVICES
OPENING DATE: 3:00 PM (Our Clock) January 7, 2015
To all prospective bidders the RFP includes the following errors:
Page 1, paragraph 5, the email address for Mike Gress should read:
mgress@poudre-fire.org
Page 16, paragraph 6c, “VHS” should read “VHF”.
Exhibit B, Agreement for Dispatch Services:
All references to “PECC” should read “Fort Collins 911”

Questions and Answers:
1. Can you provide the most recent annual ambulance call and transport volume statistics? If so, can you
provide this information by call location, emergent or non-emergent.
Answer: This information is not currently tracked by PFA and is not available.
2. Can you provide the current BLS/ALS transport mix?
Answer: This information is not currently tracked by PFA and is not available.
3. What is the proposed contract commencement date?
Answer: At this point in time, PFA anticipates vendor selection and Notice of Award in Q1 2015. The
commencement date for services is anticipated in Q2 2015, subject to the duration of contract
negotiations.
4. Can you provide a current payer mix and collection rate for patient transports?
Answer: This information is not currently tracked by PFA and is not available.
5. Can you provide a list of the current ambulance contractor fees/rates?
Answer: The fees/rates are currently set by the vendor and not available from PFA.
6. Can we submit required information that exceeds the total proposal page limit (e.g., financials, etc..) as
a separate document
Answer: In accordance with Section 12 of the RFP, proposals shall not exceed 40 pages or 20 pages
double-sided including reference documents such as financials, etc. The page limit does not
apply to cover pages, dividers, or any other required forms.
7. What is the current PFA ePCR system? Is this expected to change in the near future?
Answer: The ePCR system utilized by PFA is High Plains RMS. PFA has no current plans to change the
ePCR system in the near future.
8. How many of the medical responses in Wellington last year resulted in an EMS?
Answer: In 2013 Wellington responded to 279 EMS/Rescue-related incidents resulting in the transport of
at least 1 patient/ incident.
9. Could you please provide the EMS response zone map shape file referenced in the PFA RFP?
Answer: The response zone shape file layer is a data file. To access the data file, firms will require ESRI
ArcMap or similar compatible GIS program. The data file will be made available at the Pre-
Proposal meeting on November 5th or by written request. Please email requests for the data file
to Gerry Paul at gspaul@fcgov.com.
10. Is it appropriate to contact the Wellington Fire Chief and a Dispatch representative from Fort Collins 911
to address questions?
Answer: No. We will invite the Wellington Fire Chief and representative from Dispatch Fort Collins 911 to
attend the pre- proposal meeting to address questions. Written questions can also be submitted
to Gerry Paul at gspaul@fcgov.com.

11. A request was made for the following information regarding calls for service that PFA ran in 2013 and
2014:
a. A scatter plot of where the calls occurred within the protection district.
Answer: Due to the number of calls, a comprehendible scatter plot is not practical.
b. Times from dispatch to the conclusion of the call.
Answer: PFA’s average call duration for EMS calls responded to will be provided at the pre-
proposal meeting.
c. Total number of medical calls for service and their disposition from the call.
Answer: This information is not currently tracked by PFA and is not available.
