SPECIFICATIONS AND CONTRACT DOCUMENTS
Description of BID 8069: Electrical Vehicle Charging Stations
OPENING DATE: 3:00 PM (Our Clock) February 27, 2015
To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 - QUESTIONS & ANSWERS
Q1. Are the EVSE’s being installed at one location or multiple locations? Will they be within
300 ft of one another?
A1. Multiple. Possibly
Q2. Point of Sale Capability - The Eaton Charging Stations have both Credit Card Swipe and
the ability to take credit cards via smartphone application via the EV Connect management
software. Is the smart phone credit card acceptance technology considered “equivalent
technology”?
A2. Submit technical documentation on the smart phone credit card tech for
standards approval. Submit pricing for both the swipe and smart phone
technology.
Q3. Knowing that banks will be phasing out swipe card readers by 2017, resulting in costly
retrofits of units with swipe card readers, does the City have a preference for contactless
card readers?
A3. The City intentionally decided not to specify contactless card readers due to
security concerns. These are currently not approved.
Q4. Section 6.3.4 asks for an interactive user interface. Does this mean that the City is looking
for a "smart" station?
A4. No. Interactive only means that the user is provided with some sort of feedback
during the credit card swipe and charging process.
Q5. Since different cars charge at different speeds, is the ability to bill by the kilowatt-hour
important?
A5. No. The City charges by the hour. All time based.
Q6. Is a locking holster to prevent tampering a desire feature?
A6. Desired but not required.
Q7. Where will the EVSE be installed?
A7. Outdoors in parking lots at City owned facilities.
Q8. Will more than one unit be installed together (within 100ft line of sight) allowing for a non-
gateway models to be specified?
A8. Depends on the installation.
Q9. Which network is being used by the exiting Eaton EVSE unit(s) for payments and
reporting? Is the network subscription for the EVSE through a cellular connection, such as
the ChargePoint network, Greenlots or EVconnect?
A9. The network subscription is through USA Technologies. I am not sure what cell
network they are using as their communication between the card swipe machine
and their authentication office. That functionality is their responsibility.

Q10. Does the City prefer a system the keeps cable from the ground even while charging to
provide safe operations?
A10. No.
Q11. The Manufacturer listed as “Approved Manufacturer” units specified do not meet the
requirement of “energy usage” and “duration of charge” user interface. Can the City
please clarify?
A11. After the specification was written, it was determined that most EVs were able to
display this information on their dashboard/display. As such, this requirement is a
“should” have, not a “shall” have. Each manufacturer would be granted an
exception to this portion of the requirement.
