RE: NISP EIS Groundwater Review Scope of Work
Professional Services Agreement :
7616 Wetland, River & Floodplan Ecological Restoration
Biohabitats Proposal No. 15924.01
Dear Jennifer:
Per our discussion last week, this proposal letter is for Biohabitats to assist with reviewing
groundwater information in the revised Environmental Impact Statement (EIS) for the Northern
Integrated Supply Project (NISP) expected to be released on June 19, 2015. Based on our
conversation, the scope of work includes:
1. Participate in two meetings with the members of Ft Collins' review team. One meeting is
scheduled for June 29, 2015, and the date of the second meeting is not known but will likely be
toward the end of the review period.
2. Review revised EIS sections relevant to groundwater conditions in Fort Collins along with
groundwater -related comments the City provided for the previous draft EIS. The review is
expected to cover items such as:
• monitoring program design (piezometer locations, soil boring logs and construction
records, data collection methods);
• aquifer properties (hydraulic conductivity, boundaries such as depth to rock, etc.);
• data results -- groundwater contour maps, hydrographs, water budgets or other
groundwater modeling findings.
b. Visit monitoring well locations, as needed, to view site -specific conditions.
c. Prepare a relatively brief summary memorandum (i.e., expected to be 3-5 pages) to discuss any
concerns related e.g., to groundwater investigation methods, data interpretations gaps, or
uncertainties.
Per your guidance, our fee for this scope of work will be time and materials with a not -to -exceed
budget of $5,000.00. The primary staff working on this effort will be myself and Michael Lighthiser,
P.E., and our rates will be billed in accordance with our professional services agreement, i.e.,
$125.00/hour.
