Many broadband consultants over-promise results and set expectations beyond
what is feasible for cities to accomplish in these projects because they don’t have
the experience and don’t understand the complexities of municipal broadband.
Magellan has the most experience in planning and implementing broadband
strategies with municipal clients of all consulting firms, and we understand how
difficult these projects can be to achieve the desired results. Our consultants
have planned, built, operated, and managed over 200 municipal broadband
networks and understand the business rules behind them, what makes them
sustainable, and the key issues that can jeopardize their success. Fort Collins
needs a consulting partner who understands these concepts and has the industry
expertise to ensure your network is planned in a financially sustainable and
market-driven way to maximize the long-term benefits to the community.
In addition, the City needs a consulting partner that understands the importance of public-
private partnerships and has negotiated them with private service providers. We will help you
understand the true opportunity for Fort Collins to consider in recruiting and negotiating with
private service providers in this project. We have helped cities and counties across the country
determine the value of their broadband and utility assets, opportunities to use these assets,
and the propensity of private service providers to partner with the City. This will be critically
important for Fort Collins because it will determine the role the City and private providers will
assume in delivering high-speed broadband. We will help you evaluate the pros and cons of
the City investing in this infrastructure directly versus private service providers doing so, and
help you decide what strategies are most favorable for Fort Collins.

I. Consultant Background
A. General Experience of the Firm
Magellan Advisors has been helping local government organizations develop and implement
transformative fiber networks for over 12 years. We enjoy an outstanding track record in the
industry, shown by our successful broadband network deployments in 25 states across the
Country. We have helped more communities plan and deploy broadband networks than any
other firm in the US with over 100 municipal fiber and community broadband networks either
currently being built or in operation.
We assist public utilities, municipalities, states, and federal agencies bring next generation
broadband to communities across the country with the goals of promoting economic and
community development, improving public safety operations, expanding healthcare services,
and supporting educational needs. We utilize a whole-community approach to broadband
planning to ensure that these networks provide the greatest benefit to all stakeholders in the
community.
This process involves developing comprehensive needs assessments across the community to
determine current and future broadband requirements across all community stakeholders.
Utilizing this approach, we custom fit broadband networks based on the profile of the
community. Doing so enables communities to plan and build networks specifically designed to
meet their needs, focused on achieving key objectives for economic and community
development, education, healthcare, public safety, and community

II. Project Approach
Magellan Advisors believes that the following approach will provide the most effective
development of Fort Collins’ broadband study. We understand that the City must be cautious
in its approach to expanding broadband in the community and we believe that a thorough
analysis of the following factors are key to making the right decisions and taking the right steps
forward. First, we believe that setting expectations and achievable goals will be important for
this project.
Magellan Advisors maintains formal project management methodologies for all broadband
planning engagements. Because these projects are often times multi-faceted and involve many
parallel tasks, we have tailored our processes to efficiently execute the projects for our clients.
Our years of broadband planning with many public sector clients has given us a deep
understanding of how to manage these critical projects and ensure that milestones are met on
time and on budget.
At the onset of the project, Magellan will work with the Fort Collins team to review the scope,
set expectations and identify key milestones and timelines. We want to understand your
priorities for completion of the project to determine how work should be carried out and in
what sequence. These projects often involve coordination with a large number of stakeholders;
it will be important to define the best approach to involving stakeholders in the project.
In this engagement, we anticipate 4 site visits to successfully complete the project; if more/less
are required, we will work with the project team to determine the optimal schedule and timing
for these visits. Our local team in the Denver area will provide great flexibility in
scheduling site visits with the Fort Collins team. We also recommend setting up a
standing project status call to review the progress of key milestones throughout the project.
We find that the flow of information and project momentum improves through these calls,
which we anticipate scheduling weekly or bi-weekly, based on your needs.
We would like to educate Fort Collins on the municipal broadband environment, latest trends,
success stories, failures and other information. Magellan will provide a comprehensive
benchmarking analysis from its many other municipal broadband projects that provides
information on successful strategies, partnerships, funding, costs and issues. We will analyze
key metrics in other projects and help Fort Collins understand what it may expect in its
broadband initiatives based on similar projects from around the country. We recently
completed a similar benchmarking analysis with our client, City of Riverside,
CA, focused on 10 municipal broadband providers across the country and we
propose to expand on this information for the Fort Collins project.
We also believe that a thorough analysis of the current market and providers is conducted to
understand the existing environment and what opportunities the City can reasonably go after,
in conjunction with potential partners in the project. Fort Collins is a market with many local

providers, and therefore we believe it is important to involve them in the process to
understand how the City and providers can work together to mutually benefit each other’s
needs and the community. Magellan has extensive knowledge of the Colorado
broadband environment and maintains most of the infrastructure maps
throughout the Fort Collins area. We will use this and collect additional
information to understand the location of current infrastructure and services. We
will also help the City understand the impact of SB-152, the FCC’s recent preemption of state
barriers net neutrality policies that impact Fort Collins’ regulatory environment.
Finally, we believe it is important to gain a thorough understanding of Fort Collins’ community
needs by meeting with and garnering support from its local stakeholders. This information will
help us define and prioritize community needs and identify the greatest opportunities for Fort
Collins to positively impact the local environment. We specialize in broadband needs
assessments and have conducted significant outreach in over 100 cities across
the country. We will work with the Fort Collins team to define the outreach plan,
communications, messaging, education and process. We believe that individual interviews and
focus groups with businesses and community anchors will be key. We also believe that
community meetings with residents accompanied with online surveys will be effective in
understanding residential needs. Finally, periodic meetings with elected officials will help solicit
support for the project and help councilmembers understand the current environment, core
issues and potential solutions in the project. This information will all be incorporated into the
community needs assessment for broadband.
Magellan has reviewed the City’s Scope of Services in detail and believes that this is an
important first step in helping Fort Collins evaluate the current environment for broadband.
Magellan will comply with all areas of the Scope of Services as stated in the original RFP. We
believe that the process that follows will yield the most successful results in this project for Fort
Collins.

III. Scope of Service
Phase 1a: Gather Benchmark Data & Analysis
Magellan will evaluate other communities where municipalities have developed and employed
broadband strategies, including retail providers, open-access providers, dark fiber providers,
public-private partnerships and policy-only initiatives. A KEY goal of this benchmarking study is
to help Fort Collins understand the variety of options, identify successful best practices and
unsuccessful endeavors. We believe it is also important to show the impact that similar
projects have had in their communities, in terms of the costs of broadband, increases to the
tax base and increases in economic development activity. We will work with the City to
determine the metrics that are important to measure across the benchmarking study and
determine how relevant these will be for Fort Collins.
Magellan has examples from hundreds of communities and we will bring this
data to Fort Collins for the benchmarking study. We have worked with nearly all of the
communities listed below and will also work through our database of other communities to
find relevant case studies for Fort Collins. We will identify 12-18 projects that have similar
attributes to the Fort Collins community. Some potential projects include:

Phase 1b: Market Analysis
Magellan’s market analysis will determine the services that are available, providers, service
level, pricing, and access. We will document all publicly owned and privately owned networks in
Fort Collins and build a comprehensive broadband map in Google Earth to illustrate how Fort
Collins is served by broadband and through which providers. We should expect that some
private providers will not share their infrastructure maps for the project, but we find that in
many cases, providers will cooperate in this initiative as this collaboration often times provides
opportunities for them to better understand the local market. This analysis will document fiber
and copper networks, facilities, data centers, and related infrastructure in Fort Collins to
determine how well the community is served by broadband. The analysis will be imperative to
identify market opportunities for Fort Collins in its broadband initiatives. It will also help Fort
Collins understand where provider deficiencies exist and how the City may be able to work
with providers to resolve these issues, through public-private partnerships.
We will also provide Fort Collins with an industry outlook in the US that examines the latest
industry trends and direction. We believe that Fort Collins should make informed decisions on
expanding broadband in the community and we want to make sure the City has a clear
understanding of emerging technologies, the changing world of content and the direction that
broadband providers are heading in the future. These will all be critical aspects in the strategic
planning process for Fort Collins’ broadband initiatives.
We will conduct an in-depth regulatory analysis of Colorado’s SB-152 and the changing
regulatory landscape at the State. We believe changes are forthcoming in this statute that will
have meaningful impact for Fort Collins in the future. We will also review the current federal
regulatory landscape, including:
• FCC preemption of Municipal Broadband Barriers in North Carolina and Tennessee
• FCC changes to the classification of broadband at 25 Megabits down, 3 Megabits up
• FCC changes to Universal Service Fund, E-Rate and Healthcare Connect funds
• FCC Net Neutrality policy and implications to Fort Collins’ community
• Federal regulatory schemes for data and telecommunications services

Phase 2: Community Needs Assessment & Stakeholder Outreach
We propose to conduct comprehensive outreach to develop the broadband needs
assessment, tailored specifically to Fort Collins’ goals. We’ll work with your team to design the
right engagement plan that covers the key stakeholders in Fort Collins and uses the right
channels to engage the community. We would suggest involving stakeholders that are both
local and regional in nature. Some of these may include:

• City Economic Development
• Northern Colorado Economic Development Corporation
• Citizens groups
• Platt River Power Authority
• Poudre School District
• Front Range Community College
• Colorado State University
• Larimer County
We will work with the Fort Collins team to define the right approach to engagement. We
generally find that a combination of the following engagement tools will be used for the
project. We find that one-on-one and focus group meetings are vitally important to engage,
educate, assess needs and garner support for the City’s project. Garnering support will be a
critical factor in our engagement process and we want to take every opportunity to help Fort
Collins rally the community behind the project.
A. Community Anchor Interviews
We will hold interviews with each community anchor in Fort Collins to gain an
understanding of their current and future broadband and technology needs. The format
for these may be one-on-one in some cases or group in other cases depending on the size
of each community anchor and importance to the project. We will work with the Fort Collins
team to identify community anchors across education, healthcare, municipal, public safety,
state, regional and other organizations.
B. Enterprise Business Interviews
For large businesses in Fort Collins, we propose to hold one-on-one interviews to
understand their current and future broadband and technology needs. We find that
individual interviews work best for large businesses because they are able to share more
information with us one-on-one versus a group setting. Large business interviews are
important to identify key business anchors that may utilize the City’s network.
C. Small & Medium Business Interviews
For small and medium businesses in Fort Collins, we propose to hold focus groups to
understand their current and future business and technology needs. We find that these
can often times be coordinated through local economic development personnel or the

local chamber of commerce. Focus groups containing 10-20 businesses each provide
valuable information that we will utilize to plan broadband strategies for Fort Collins.
D. Online Broadband Surveys
Magellan’s online surveys will provide important information to understand perceptions
around broadband services, inventory current services, test speeds across the community,
and identify issues. We will also gather information on current prices, contract term and the
propensity to utilize a municipal broadband network if created and at what price points. We
generally receive strong response rates from respondents in these surveys, which provide
valuable information for the planning process. We propose to survey residents, businesses
and community anchors in the Fort Collins area and utilize local organizations to promote
the surveys.
Additionally, we propose to complete a thorough evaluation of educational, healthcare, and
public safety needs for broadband, looking in detail at programs such as USAC E-Rate,
FirstNET, and Healthcare Connect; all of which provide federal subsidies for broadband
services. Federal and state mandates are requiring these organizations to upgrade their
broadband services to higher speeds and this analysis will determine their future needs and
how Fort Collins may be able to accommodate those needs.
This information will determine the community’s need for additional broadband services and
help Fort Collins understand how its network may be used to achieve the long-term needs of
its stakeholders. It will also provide an understanding of the potential customers available to
Fort Collins, which will determine the services Fort Collins will need to provide and for what
rates.
We will help Fort Collins understand the key metrics around broadband for its community. We
utilize “dashboard” style reports that help Fort Collins gauge the existing state of broadband in
its community. The figure below illustrates our dashboard tools that were used in a similar
project in the City of Davis, California.

IV. Final Report and Deliverables
Magellan will incorporate all deliverables into a “State of Broadband in Fort Collins” report that
provides a comprehensive review of the current broadband market, stakeholder needs, trends
and information from other deliverables. We believe that the report and sub-deliverables listed
on the next page should complement one another and provide all of the information that Fort
Collins requires to make decisions on how to move toward the next phase in its broadband
planning initiatives. Magellan has found that our “State of Broadband” reports help
communities evaluate their options to move forward by providing a clear determination of the
current environment, needs and issues surrounding local broadband.

V. Project Manager
The primary contact for Fort Collins Broadband Engagement Services will be Magellan’s
President and CEO John Honker. Mr. Honker will serve as the project manager for the
Broadband Engagement, and all other personnel will report to him. Mr. Honker has presented
to countless elected officials and City Council’s across the U.S. He will be available to attend all
City Council Presentations and stakeholder events. John has lead significant community
engagement campaigns for clients in Colorado and nationally and has presented to City

Magellan Advisors prides itself in the quality and professional expertise of its staff. The staff at
Magellan Advisors has over 200 years combined experience in telecommunications,
broadband planning, operations, and business and financial planning. Our team assigned to
the Fort Collins Broadband Engagement services has either lead or participated on at least 100
local government broadband projects, giving Fort Collins the most seasoned team of
consultants available to ensure Fort Collins’ study is effective, achievable and financially
sustainable. Magellan has additional staff available to supplement the core project team if Fort
Collins requires in the project.
John Honker: Project Manager, Business & Financial
John has worked for over 17 years in the telecommunications and broadband industries. Prior
to founding Magellan Advisors, he was responsible for leading development of
telecommunications products and services for Columbus Networks in 20 countries across the
Americas region. John was responsible for bringing broadband, transport, Internet and other
value-added services to markets in North, Central and South America, growing the business
unit from inception to nearly $100 million in annual revenue in 6 years. He built advanced
carrier-class multi-service networks throughout the Americas region, including carrier Ethernet
and IP networks that carried over 50% of the Americas region traffic into the United States.
Columbus International was recently acquired by Cable and Wireless for $1.85 billion USD.
With a strong background in consulting from his early career, John found Magellan Advisors in
2004 to provide strategic telecommunications and technology services to the public sector

market planning and analysis, community engagement, design and engineering, financial
planning, operational planning and regulatory planning. With a deep understanding of local

guidance to municipal organizations interested in broadband development.
John also has significant experience in grant writing, preparation, management and compliance
for federal and state programs, such as the NTIA BTOP program and USDA RUS program. He
has provided management oversight for broadband grants totaling $250 million in value and
actively works with large awardees across the country. Some of his key clients include Colorado

Kyle Hollifield is a 25-year veteran of the telecommunications industry and most recently has
held the position of Vice President of Business Development and Marketing at Bristol Virginia
Utilities Authority (BVU), while managing the FOCUS division providing consulting services to
other communities wishing to build or improve high speed broadband networks. BVU
Authority is a regional state owned utility offering advanced high-speed broadband networks
and telecommunications products and services. The company is known for being a global
pioneer in an all-fiber broadband network, and was the first in the nation to offer “triple play”
services over an all fiber network. BVU Authority has recently won the National League of
Cities Gold award for broadband sustainability and The Intelligent Communities Top 7 for 2009,
worldwide for technology applications; Bristol Va. was the only US city to make the final 7.

Mr. Hollifield has served on the Board of Directors of The Fiber to the Home Council, (FTTH),
most recently as Chairman of the Board of Directors. Hollifield also serves as Vice-Chair of
Broadband Communities Magazine and has made many presentations on Broadband policy
and opportunities through broadband development to the FCC, RUS, NTIA, NATOA, APPA,
National League of Cities, Rural Telecom Cooperative, FTTH, Broadband Communities, NCTC
and many other interest groups.
During his career, Hollifield has worked in several other key positions, including serving as a
unit sales manager and assistant brand manager for The Proctor and Gamble, Executive Vice
President for Standard Telephone and Cable of the UK, a world class long haul
communications provider, and pioneer of Fiber Optics technology implementing fiber optic
communications worldwide. As the prime consultant for the Taiwan government, (Chunghau),
in the field of telecom, broadband and connectivity strategies, and as Division Vice President of
Thomson-CSF, (Alcatel), providing advanced telecom access gear and products focusing on
high speed Internet and fiber optic research and development.
Kyle’s duties in the project include:

Courtney Violette: Senior Broadband Consultant, Networks & Operations
Courtney Violette has spent nearly 15 years in the IT industry with 7 years serving in executive
leadership roles within the public/private sectors. Courtney began his career in the US Army
as a Communications Specialist and later moved into the private sector working for Florida
Water Services, a private water utility located throughout the State of Florida.
In his most recent role, Courtney served as the Director of Information Technology &
Communications/CIO for the City of Palm Coast, shortly after its incorporation in 1999.
Courtney planned, implemented and operated the first community broadband network in
Florida, launched by the City in 2011 to enhance the City’s economic development potential. In
this role, he was responsible for the vision, management and operation of the City’s technology
resources, management of the expansive city owned fiber optic network, implementation and
management of all information and communication systems and processes.
Courtney currently serves as SVP of Operations for Magellan Advisors and has participated
and/or led dozens of broadband planning and fiber-optic construction management projects

Department at Valencia College, and also as an Adjunct Professor at Strayer University.

financial reporting and analysis, telecommunications company operations, back office systems

VIII. Project Budget
The total cost to the City of Fort Collins as outlined in the chart below is $39,200.00 and includes all work to be completed by Magellan
for the City as stated in this Proposal. Our hourly rate for the proposal is $140 per hour inclusive of overhead and travel. All Magellan
staff in this project bill at $140 per hour. We estimate completion of this project will require 280 billable hours of work. We estimate
that over the 4-month duration of the project, approximately 7 days onsite will be required for successful completion of the project.
During this time, Magellan will meet with City staff, hold meetings with stakeholders, review plans, visit regional sites and make
presentations to the City project teams as well as other activities to be determined between the City and Magellan. Schedules will be

The Waverly Communications Utility’s
(WCU) decision to develop a Fiber to the
Premise Feasibility Study was a key step to
securing the digital future of the City of

Telecommunications Cost Study project by the
State of Vermont Enhanced 911 Board. This
project provided extensive research and
analysis on the State’s telecommunications
environment as it relates to E911 costs

Magellan was retained by Yolo County, CA, and the Cities of Davis, CA, Woodland, CA, West
Sacramento, CA and Winters, CA to develop a Long-range Broadband Strategic Plan oriented
toward public organizations increasing availability and adoption of next-generation broadband
across the California County. This plan included extensive broadband planning, design and
deployment strategies and public-private partner development. The Plan developed specific
strategies for each of the cities in Yolo County, including Davis, Winters, West Sacramento and
Woodland. Each city required tailored strategies to accommodate their individual needs as there
were a mix of rural, remote, suburban and urban communities. Magellan helped the County
develop individualized strategies for each community and a deployment plan to expand

Boone County and the University of Missouri to
perform a Broadband Planning Study focused on
the use of the City’s existing fiber-optic network.
Magellan met with a vast amount of Community

Magellan Advisors recently completed a region-
wide market, demand and rate study for
Columbia County Community Broadband Utility
(C3BU), recipient of a $13.5 million dollar NTIA
BTOP Round 2 grant. Key to this study was the
development of a granular forecast model, which
identified the uptake of services from the C3BU's
many customer segments. Over the 220 mile,
county-wide fiber middle mile network, Magellan
was able to model customer demand and uptake
to provide a concise capacity forecast to the
C3BU for its services. This tool gave the C3BU the
unique ability to understand demand at the
smallest geographic site level as well as
aggregated demand at various network nodes
throughout the County. It also provided a
valuable resource for the C3BU's key business
functions, including capacity planning,
engineering, sales, marketing and customer
outreach.

As part of its municipal electric utility, The City of
Bartow, FL owns and operates a 100-mile fiber-
optic network running through Polk County, a
highly underserved county in rural Central Florida.
Although Bartow is the County seat for Polk
County, it has a serious lack of local fiber
infrastructure and resultantly, the operators in
the area can only provide minimal broadband
services, composed of basic DSL and cable
packages. For several years, the City has provided
small amounts of its dark fiber to local service
providers to reach businesses in the area.
However, this has not been a coordinated City-
wide effort and only a handful of customers have
been connected to the network.
