The improvements as designed include a tunnel liner, walls to restrain soils within the embankment, concrete trail sections east and west of the tunnel on City owned property, and drainage improvements. The project was submitted to the BNSF Railway for review of the proposed 100% design. BNSF's staff returned comments to the City on April 17, 2015 which outlines eight (8) items requiring a response from the City. The following scope of services (Exhibit A) describes the tasks believed to be required to complete the review process with BNSF and finalize drawings and specification for construction. The scope is intended to accompany, and work in unison with, the project Fee Estimate. The estimate (Exhibit Q is a spreadsheet representing an overview of the project with individual work tasks represented in rows and anticipated professional staff effort represented in columns. The remainder of this document describes our understanding of the scope of work. Several assumptions were made in developing the scope: o This scope of work will include services believed to be required to meet BNSF's requirements. Services included in this scope are based on past experience, but Stantec cannot guarantee that additional services may be required to fully address BNSF's requirements. ❑ Construction administration and engineering services are not included in this scope and fee. If the City elects to hire Stantec for these services, they will follow under separate agreement. Electronic files will be prepared and formatted in current industry standard software including AutoCAD and Acrobat. Address Railway Requirements The goal of this phase of work is to attempt to address the Burlington Northern Santa Fe Railroad's (BNSF) 100% comments. It is anticipated BNSF may make a request for additional information after they review our responses to the 100% review comments, below; thus requiring a second submittal. The attached fee estimate includes time for this second submittal; assuming the requested information is based on the 100% review comments outlined below. If their comments are relative to other items not listed below, we may have to adjust our time and cost accordingly. 1.0 - Coordination Meetings One (1) meeting is anticipated to review comments from BNSF and determine responses. This will be held with City staff and Stantec and our subconsultants as needed. No agenda or minutes will be prepared by Stantec for this meeting. 2.0 - Address Comments A written document with exhibits as necessary will be prepared to address BNSF's "Engineering Services -Structures Review Comments". This document will not include Brierley's calculations as these were included in the 100% submittal package. Exhibits that are anticipated include revisions to Sheet C-201 and C-502. and additional details if cathodic protection is required. The following is a re -statement of BNSF's reviewer's comments and our approach to addressing these. A. "Item No 1 — Show elevation view of the shoring with distance from CL track according to the Grade Separation Guidelines Sheet C201 is not clear showing location of sheeting from CL of track." V:\52873Nctivc\187310291\rnanagcmcnt\agrecmcnts\ADD SERVICES - Address Comments\FINAL-Exhibit_A-Scopc_of Scrvices- 05202015.doc Page 2 of 4 Stantec will use the elevation detail ("BNSF Excavation Zones") on Sheet C-201 and add additional dimensions showing the distance from the centerline (CL) of the tracks to the CL of the closest point on the shoring/sheeting. Only the detail will be returned in the submittal packet. If the entire sheet were to be returned in an 8-1/2"xI I" format, the detail would be too small to show all information included on this detail. B. "Item No 2 — Need recommendations regarding sacrificial thickness." Stantec consulted with RUSTNOT Corrosion Specialist during design of the project to discuss possible approaches to the protection of the pipe. Methods that are typical include additional thickness of steel that acts sacrificially but its' loss would not affect the structural integrity of the pipe, application of a coating, and installation of a passive sacrificial anode bed. Stantec will continue coordination with RUSTNOT to prepare a design for the tunnel. If anodes are required, additional details will be added to the drawings and a section added to the specifications. C. "Item No. 3 — Approved" 1. (No further work is required to address this item) D. "Item No. 4 — What is the frequency of monitoring? Method / location of monitoring?" 1. Stantec will coordinate with Brierley on this item. The method of monitoring was outlined in the 100% Review Submittal packet (Specification Section 02740 — Geotechnical Instrumentation and Monitoring, and Sheet C-700 of the Drawings) but it appears further explanation is required. In particular BNSF believes monitoring once per day is insufficient. The specification and drawing will be modified to address this item. E. "Item No. 5 — For the retaining wall detail shown, where is this wall to be used?" 1. Stantec will amend the detail on sheet C-502 to reference it to the sheets on which the wall is shown. Correspondingly, the referenced sheets will be revised to reference the detail. F. "Item No. 6 — What are the drainage accommodations for runoff from the track structure?" 1. Stantec will, in the response to BNSF, reference the "Swale Cross Section Detail" on sheet C-502, and sheets C-401 and C-402 that show the drainage Swale to be placed behind the headwalls. "Item No 7 — Will adequate lighting be provided per AASHTO lighting design igu de requirements?" 1. Stantec will, in the response to BNSF, note that the City will design the lighting under separate contract and that this lighting will conform to AASHTO standards. H. "Item No 8 — In the tunnel construction section please include the monitoring frequency and locations required." 1. Stantec will, in the response to BNSF, direct their attention to sheet C-700 and specification Section 02740. These documents address the locations of the monitoring points and frequency of monitoring, respectively. As stated in Item No. 4, the frequency will be modified to occur more often than outlined in Section 02740. I. Based on prior experience it is anticipated an additional round of comments requesting further clarification of one or more of the items listed above may be requested by BNSF. In anticipation of this possibility, hours have been added to the fee estimate in an attempt to estimate the effort required. 3.0 - Easements Stantec prepared an exhibit showing the location and width of easements for BNSF's review during the Design Phase. The description presented to BNSF contained both an Access (a.k.a. permanent) easement and Temporary Construction Easement (TCE). No written description was prepared. Further communication with BNSF's subconsultant tasked with review of the documents has indicated they would prefer to have two separate easement descriptions; one for the Access easement and one for the TCE. The descriptions will include one written (i.e. Metes and Bounds) description and one exhibit for each of the easements. 4.0 — Schedule Stantec will coordinate with Garrey Construction to review the schedule for construction of the improvements and length of time requiring a certified BNSF Flagger. This will be compared to the time included in the CM Agreement and adjusted as necessary to reflect a reasonable amount of time and the relative costs to be incurred by BNSF.
