Subject: Fee Estimate for Construction Observation and Materials Testing Services

At your request, CTLIThompson, Inc. is pleased to provide this fee estimate for Construction
Observation and Materials Testing services for the City of Fort Collins Utility Administration Building
project located at 222 Laporte Avenue in Fort Collins, Colorado. We understand testing for this
project should be performed in accordance with City of Fort Collins standards and specifications.
We further understand that the city will use our estimate for the basis of establishing a budget for the
project and to issue a purchase order for our services. Our estimated scope of services and
associated fees were prepared according to the terms and conditions of our professional services
agreement with the City of Fort Collins and are presented below.
UTILITY ADMINISTRATION BUILDING
Earthwork: Compaction testing may be required for items such as grade beam backfill, slab
subgrade, pavement subgrade, utility trench backfill, sidewalk subgrade, curb subgrade, and
retaining wall backfill. We anticipate we will be able to reuse some of the proctors from our previous
project at this site. We estimate a total of 50 site visits will be necessary.
Engineering Technician 50 days x 2 hrs/day x $60/hr $6,000.00
Standard Proctor 2 tests x $80/ea $160.00
Atterberg Limits 2 tests x $60/ea $120.00
Gradation 2 tests x $70/ea $140.00
Subtotal: $6,420.00
Concrete Testing: Concrete testing will be required for the piers, columns, grade beams, slabs, curb,
gutter, and sidewalk. We estimate 60 concrete tests consisting of 4 cylinders each will be
necessary.

Drilled Pier Observation: Full-time observation of the drilled piers will be required. We understand
approximately 46 piers are planned. We anticipate the contractor will be able to install approximately
6 piers per day for a total of 8 full -day site visits. If casing is required then drilling may take longer
and additional site visits would be necessary. Drilled pier observation will include reinforcing steel
observations for the piers — concrete testing will be charged at the rates listed above.
Engineering Technician 8 days x 8 hrs/day x $60/hour 3 840.00
Subtotal: $3,840.00
Reinforcing Steel Observation: Reinforcing steel observations will be necessary for the grade
beams, columns, walls, and slabs. We estimate a total of 24 site visits will be necessary.
Engineering Technician 24 days x 2 hrs/day x $50/hr $2,400.00
Subtotal: $2,400.00
Masonry Special Inspection: Masonry inspection and sampling will be necessary for the walls and
elevator shaft. We estimate a total of 44 site visits, and 2 sets of grout, mortar, and prism samples
will be necessary.

Prisms 2 sets x 3 prisms/set x $80/prism $480.00
Grout Cores' 2 sets x 4 cores/set x $40%ore $320.00

Structural Steel Weld and Bolt Inspection: Structural steel weld and bolt inspections will be
necessary and will be performed by an ICC certified inspector. We estimate a total of 40 site visits
will be necessary.

We estimate a total of 4 site visits will be necessary.
Engineering Technician 4 days x 2 hrs/day x $60/hr $480.00

Concrete Testing: Concrete testing will be required for the footings and foundation walls. We
estimate 2 concrete tests consisting of 4 cylinders each will be necessary.

Reinforcing Steel Observation: Reinforcing steel observations will be necessary for the footings and
walls. We estimate a total of 2 site visits will be necessary.
Engineering Technician 2 days x 2 hrs/day x $50/hr $200.00

Structural Inspection: Structural inspections will be necessary and will be performed by an ICC
certified inspector. We estimate a total of 4 site visits will be necessary.

TOTAL ESTIMATED FEE (BUTTERFLY BUILDING): $1,720.00
It should be emphasized that this estimate is based upon assumptions of actual quantities and
contractor's schedule. The fee will be charged only for the actual hours and unit rates presented for
tests and observations requested by the owner, contractor or subcontractors who schedule the
services.
