PROJECT DESCRIPTION/SCOPE OF SERVICES:
Phase I – Space Planning Exercise. The design team will meet with City senior managers to
understand the vision for the future build-out for this master plan and then meet with
department staff which have a connection with Block 32-42 Master plan to understand how
they see the future of their departments working with city building space and staff needs as
we plan for new space needs for 3, 5, 10 and 15 years out. The team will need to conduct
interviews to understand staff that may continue to work remotely, and which employees might
need to work with shared time in City buildings. Do they need designated offices or just hot
spots which can be shared with other staff? Issue a revised vision plan document with updated
space planning and updated facility plan and get written approval.
Phase II – Conceptual Master Plan Update. The design team will take the information from
Phase I to do some block diagrams to understand space needs and conduct a planning
charrette with staff to get their input on department interactions and space needs. The design
team will present several potential concepts and gather feedback from staff on the pros and
cons for each and work toward a preferred diagram. Design will then work with the preferred
plan and update sustainability analysis along with landscaping and urban design. The team
will need to work with planning and senior leaders to make sure we have a design which will
be supported by them as we look to move this project forward.
Phase III – Conceptual Development Review. The design team will work with City staff to
update the master plan document. The team will participate in City Conceptual Development
review process and host several meetings with staff, senior leaders and city council to get
feedback on the concept plan and modify as necessary. The design team will then determine
any phasing necessary to achieve the updated masterplan and provide the City with some
conceptual cost estimates for each of the phases.
