(AECOM) is pleased to provide for your approval the following scope of work and cost estimate for the Poudre River Removal Action (PRRA) project for well abandonment of City owned wells for City of Fort Collins (City). As requested, this work order addresses efforts associated with final closure of the PRRA site in Fort Collins and includes the abandonment of City-owned monitoring wells at the site. Scope of Work Task 100 Project Management The project management task includes project coordination and communication with City of Fort Collins and AECOM project teams; project planning and scope development; project financial reviews; and project quality assurance/quality control. The total estimated budget for Task 100 is summarized in Table 1. Task 200 Monitoring Well Abandonment This task includes health and safety tasks, well abandonment, and reporting associated with monitoring well abandonment at the PRRA site. · Health and Safety will include creating a Health and Safety Plan (HASP) to cover this scope of work at the PRRA site. Task Hazard Analyses (THA) associated with specific tasks that occur at the individual sites are included in the (HASP). · Field oversight includes support for monitoring well abandonment at the site. Up to ten (10) monitoring wells at the site will be abandoned in accordance with State of Colorado regulations. The monitoring wells listed on Table 2 will be abandoned. All ten (10) wells will be abandoned if all can be located prior to the start of work. AECOM’s selected subcontractor, Remington Technologies, LLC, will implement the work and AECOM will provide observation of the abandonment activities. AECOM will also coordinate a One Call utility locate for the abandonment work and communicate the schedule. · Based on discussions with the City of Fort Collins, an asbestos spotter is not required during these activities, however the City will provide an 0.5-hour asbestos awareness training to the field aecom.com 2/3 crew as part of the daily tailgate the first day of activities. Any potential asbestos containing material findings during abandonment will result in a stop work for that location and the City will be immediately notified. Costs associated with an asbestos spotter are not included in this scope of work. The total estimated budget for Task 200 is summarized in Table 1. Task 300 Reporting The reporting task will include filling out and submitting well abandonment forms required by the State of Colorado for permitted wells and providing a brief summary memo of field activities to the City of Fort Collins. The memo will summarize activities, provide a table of abandoned wells, provide a figure of abandoned well locations, and provide well abandonment forms. The total estimated budget for Task 300 is summarized in Table 1. Budget Summary and Schedule AECOM proposes to undertake the proposed scope of work on a Time and Materials basis with a not-to-exceed cost of $12,857.25 as illustrated in Table 1 below. Work will be billed on a time and materials basis and performed in accordance with the existing Master Service Agreement between City of Fort Collins and AECOM Technical Services, Inc. (8631 General Environmental Services) fully executed on March 29, 2018 and subsequent renewal, and in accordance with the attached 2020 rates for the site. If additional work is required, it will be discussed in advance with City of Fort Collins representatives and addressed under an add-on budget request. The proposed schedule of performance for the above described scope begins on November 23, 2020 and continues through February 27, 2021. AECOM is prepared to begin work immediately, pending driller availability, upon acceptance of this proposal and receipt of a signed work order. We anticipate field work for Task 200 to take three (3) working days. As you are aware, the world is experiencing a pandemic as it relates to the coronavirus COVID-19 (“Coronavirus”). This health emergency has the potential of impacting multiple facets of the project including, without limitation, labor, personnel, manufacturing, equipment, materials, transportation and related supply chains, and tasks such as the well and vault abandon, which have the potential to adversely impact the critical path of the project schedule. These potential, unusual, and unavoidable delays are outside of the control of AECOM and cannot be anticipated or determined in advance. AECOM will exercise reasonable care to mitigate the potential impact of the Coronavirus to the extent within AECOM’s reasonable control. AECOM will notify you in the event AECOM becomes aware of any potential impact to the work caused by the Coronavirus. AECOM Pricing for Phase I Environmental Site Assessments: AECOM costs associated with the implementation of Phase I Environmental Site Assessments (ESAs) are highly dependent on property size and use. AECOM staff used for Phase I ESA are also based on the complexity of the project, and therefore, the overall Phase I costs will vary depending on the property being assessed. AECOM is able to perform Phase I ESAs on a Time and Materials (T&M) or fixed price basis. Under a T&M contract, AECOM would only bill the City of Fort Collins for hours spent and ODCs incurred on the project. If multiple sites are being assessed at one time, cost savings could be realized based on increased efficiency and volume of work. Example Pricing for a standard Phase I ESA per ASTM E-1527-13: This example cost estimate assumes a property less than 5 acres in size with one basic building (i.e., non- industrial) in a mixed use area, historical information and regulatory database report provided by Environmental Data Resources (EDR), and that the City of Fort Collins will provide the title search for prior property owners. AECOM will provide pricing for Phase I ESAs on a project-by-project basis as opposed to a ‘one size fits all’ approach. The estimated cost provided below could be lower or higher based upon the complexity of the project. If additional labor hours are needed, AECOM will include those additional labor hours in its proposal at the scoping phase of the project. In addition, the cost of the EDR report could increase for larger scale projects which would also be provided to the City of Fort Collins in our proposal. TOTAL 1 of 9
