Iconergy has reviewed the existing systems and developed a list of items that need to be designed and implemented to remedy the indoor climate controls issues that currently exist. The following statement of work outlines tasks that Iconergy will perform to complete the activities. SCOPE OF WORK Iconergy will provide complete MEP and structural design for the following items listed below. We will also provide budgetary pricing information, with the assumption that the City of FC will directly procure large HVAC equipment such as a cooling tower and natatorium air handling unit. Cooling Tower 1. Demo and install a larger process cooling tower or cooling tower unit, such as the Baltimore VTO-166-N or equivalent. The decision between a cooling tower with a remote sump or a process tower is based on the structural analysis that the City of FC will provide for the cooling tower location and an evaluation of the existing chillers as to whether or not they can be modified for a remote condenser. Add a DDC condenser supply water temperature sensor so that that BAS can control the cooling tower fan speed. o If a cooling tower is installed, then the scope will be to disconnect the existing cooling tower buffer tank from the condensing loop and install a new open system tank / sump, allowing the two piping loops connection to the tank with an overflow drain.  Install secondary condensing piping loop connecting the new cooling tower to the tank. The existing condenser pumps can remain as new secondary pumps. The existing condenser pumps will be evaluated for a VFD addition.  Connect the existing condensing piping loop into the new tank, install new chiller primary pumps. Chiller Plant Piping 1. Connect the existing Daikin chiller back into the system. Create chiller redundancy piping option with 1 header for both chillers with a secondary split scenario between AHU-2 and the rest of the chilled water loads with motorized three-way mixing valves. Install P/T ports, and balancing valve at AHU-2 to ensure proper flow rate through the coil. Test and balance the loop to provide the designed flow rate. 2. Modify the AHU-2 dehumidification program in the BAS to control based on outside and return air enthalpy for mixed air damper control. (C of FC will implement this item) 2. AHU-2 condensate pan does not drain properly because the drain pipe is on the suction side of the fan and the p-trap is too short. To fix this, either install a condensate pump outside the AHU on the condensate drain pipe or demo concrete at the condensate trap to allow for a deeper trap relative to the inlet fan static pressure in inches of water. 3. Test and balance the existing AHU-2 air side and water side to ensure the AHU-2 operates per design. 4. Investigate AHU-2 minimum fresh air damper control and repair and program as required to open to the damper during occupied times. 5. Re-connect existing motorized dampers on the transfer louver between the East and West ice rink. (C of FC will implement this item) Heating System and Solar System 1. Isolate and drain 12 solar panels, or remove them from the roof. This 1 full row of panels. (C of FC will implement this item) 2. Install buffer tank(s) into the heating hot water system to provide for 12 minutes of buffering capacity. Re-purpose the chilled water remote sump tank for this purpose. Refer to recent design documents provided by the City of FC. AHU-1 Scope, Natatorium 1. AHU-1 replacement design, add energy recovery, dehumidification. Package unit, stainless steel, pool pre-heat condenser energy recovery to pool water. Annexair or equivalent. To be located in existing AHU-1 air handling room. Building Automation System Scope (C of FC will implement these items, so these are excluded from the design) 1. Program an alarm in the BAS for the ice rink dehumidification unit DHU-1 to alarm if the energy recovery wheel is enabled and the entering air temperature and the existing air temperature are within 10°F after being enabled for 10 minutes. 2. Review and calibrate temperature and humidity sensors to make sure the readings in the BAS system are correct. 3. Once the AHU-2 dehumidification system if operating properly, re-locate the DHU-1 humidity sensor from the West rink to the East ice rink. 4. Modify the AHU-2 dehumidification program in the BAS to control based on outside and return air enthalpy for mixed air damper control. 5. Install a new dedicated humidistat for AHU-2 in the return ductwork and interlock with BAS. 6. Evaluate installing a hot gas pressure sensor on the processing tower or temperature sensor on condensing water, interlock sensors with tower fans and pumps VFDs (for processing tower option) or secondary cooling tower VFDs to control and monitor the tower’s capacity and performance. DocuSign Envelope ID: F622FB9E-E7B7-42A9-A25A-A4E33E5AAE49 3 General Activities Meetings 1) Attend weekly webinar meetings until the design is completed. 2) Include site visits as needed to support the design Design Submittals 1) Prepare submittals for the following milestones: a) Preliminary review set at 50% of design (design development) 2) Construction documents a) Construction documents will include two (2) sets of original sealed drawings for submittals to code authority having jurisdiction and up to two (2) additional sets. Bidding Phase Services 1) Assist by reviewing subcontractor bids 2) Review of substitution requests Drawings 1) All drawings will be prepared in AutoCAD 2021 version. 2) All submitted plans to the client/contractor will be in PDF version. Construction Administration Note: CA for the Natatorium AHU-1 is being presented as an add-alternate in the fee section 1) Construction administration will include submittals review, RFI responses, (2) construction field observations. 2) Record drawing preparation (as-builts) 3) Attend OEC meetings weekly (2/3 of which are remotely) during construction (assumed 8 weeks & meetings) Mechanical Engineering and Design 1) Field verify all available existing conditions, existing electrical and HVAC equipment, and duct routing. If ceiling tiles will be removed prior to the construction, further duct routing and drawings adjustments will be provided. 2) Perform calculations for required heating, cooling, humidification, and dehumidification loads and requirements. The calculations will be performed based on the Design criteria described below. 3) Select HVAC equipment based on the load calculations. Plumbing Engineering and Design 1) Field verify all available existing conditions, and locations of sanitary sewer systems. 2) Specify condensate drain routing and connection to the existing sewer line. Electrical Engineering and Design 1) The Iconergy team will investigate existing electrical systems, and design new electrical wiring and breakers as required for the new HVAC solution. Iconergy is sub-contracting the electrical design to Corey Electrical Engineering. Architectural Design 1) N/A. We do not anticipate having any architectural work associated with this work. Its possible that the AHU-1 replacement solution will need to include architectural design work, and if so, we will need to discuss adding this scope with the city of Fort Collins at that time. Structural Design 1) JVA / Iconergy will evaluate the structural implications associated with the cooling tower solution and the natatorium AHU system and include structural design as necessary in our design solution. The budget presented for structural design in this proposal is just for an initial review of the existing situation, and the deliverable is a letter of findings and recommendations. If structural strengthening is required, the design fees are anticipated to be an additional amount between $3500 and $7500. Design criteria All calculations and design will be performed to the following design criteria (unless desired otherwise by the owner): Site elevation: 5003 ft Summer: 89° F DB / 68.2° F WB @ 38% RH Winter: 0° F DB Heating: 70° F @ 35% - 45% RH Cooling: 72° F DB @ 35% - 45% RH Filtration: MERV-8 ADD-ALTERNATE - COMMISSIONING 1) Write test plans and perform functional testing of new HVAC system and the BAS controls 2) Provide 2 backcheck of issues identified DocuSign Envelope ID: F622FB9E-E7B7-42A9-A25A-A4E33E5AAE49 5 3) Prepare a commissioning summary report EXCLUSIONS The following are excluded from the scope of services. Iconergy is not obligated to provide any services not specifically outlined. Most of the below scopes can be provided by Iconergy for additional fee if the City desires. 1) Changes to scope of Work, or Owner/client requested design changes resulting from modifications to project. 2) Hourly energy modeling simulations 3) Life cycle cost analysis or return on investment calculations 4) Value engineering that involves completely changing systems after the issuance of the building permit. 5) Building Envelope Compliance certificate (COMcheck), only HVAC portion of COMcheck will be included. 6) Fire protection design 7) Excluding Bid solicitation on city of FC solicitation websites, newspapers FEE SCHEDULE Fees are based on the assumption the project will run without interruption. Protracted delays beyond the Engineers control of longer than 120 days (excluding AHU-1), during design or construction, entitle Iconergy to negotiate an equitable adjustment in compensation for the termination or start-up expenses. SCHEDULE 1. It is anticipated that this work will occur in late September and the base scope design should be completed by mid November 2020 EXCLUSIONS 1. Calculations of energy savings as a result of fixing the issues identified (this can be added to the scope at a later time if desired) 2. Small office AHU, FCU and VAV boxes are not included in this scope at this time but can be added if desired. The primary focus is on the ice rink and natatorium. PRICING The pricing shown below is based on the above proposed scope of work. This is a time and materials (T&M) not to exceed fee using the on-call commissioning contract with the City of Fort Collins. Invoicing will occur monthly as work progresses. This project will be primarily led by Erik Jeannette P.E., with assistance from Martin Zourek. Structural design will be done by JVA, and electrical design will be done by Corey Electric, both as sub-contractors to Iconergy. The fees presented below for our sub-contractors include the agreed to 15% markup.
