All installation, testing and commissioning work will take place during WTF’s reduced flow period of January 1 to April 1, 2021. Tasks 1. PLC W53 System Investigation • Kickoff meeting with ICE Team and WTF staff to coordinate work, update schedule, and develop preliminary cutover plan • Review control description • Field Investigation of PLC control panel • Field observation of existing controls of related equipment 2. PLC W53 System Confirmation and Design Documents • Update I/O list • Create Bill of Materials for PLC modules and related components o FCWU to purchase all components under existing price agreements • Update loop diagrams per standards o Water Treatment Facility I&E staff to install components and modify existing control panels as necessary • Update HMI/PLC tag list o List to conform to ICE Team’s standard format o Tags to follow FCU naming standards • Update control descriptions • I/O list, loop diagrams, tag list and control description will all be reviewed by Fort Collins project team • Meet with Project Team to resolve any questions and discrepancies 3. PLC W53 Programming and WTF I&E Assistance • Convert existing PLC program o Convert to Modicon M340 o Follow FCWU programming standards DocuSign Envelope ID: F215A112-EB08-4C94-A16E-C930EB08CE93 o Revise as needed per updated control description and tag list • Review PLC program with project team. Revise and resubmit as needed. • Prepare detailed test plan, based on control description and tag list • Test the program on ICE Team test station per the test plan • Coordinate with WTF I&E staff on control panel modifications and provide QA/QC review and support as needed • Coordinate with ICE Team for HMI revisions, as needed 4. Cutover and Commissioning • Review the final workplan o Confirm programming is complete o Confirm new PLC hardware is installed and I/O modules are wired o Confirm final cutover plan with operations staff • Prepare detailed functional test plan to test o All I/O o Each piece of equipment o All operating modes o Startup and shutdown sequences o All alarms and interlocks • Install new PLC program • Assist in I/O checkout and functional testing • Assist in system commissioning including verification of start-up sequences, interlocks, and shut down sequences • Turn PLCs over to plant staff 5. Final Documentation, Training & Support • Update control description • Provide as-built loop drawings • Turn final PLC program over to ICE Team • Assist in operator and maintenance training that may be needed • Provide support as needed 6. Project Management a. Meeting with ICE Team and WTF I&E staff to establish project goals and schedule. Confirm work order procedures and workflow. b. Develop project work plan and communications plan c. Ongoing coordination with project team d. Biweekly conference calls with the Tetra Tech Project Manager and Technical Lead to track progress of all ongoing and anticipated work orders. The Tetra Tech Project Manager will prepare an agenda and minutes. e. Prepare monthly status report and invoice for the overall project.
