PROJECT DESCRIPTION/SCOPE OF SERVICES: Icon Engineering will provide engineering
services to perform a natural valley analysis for the Timberline Levee. See attached supporting
documentation.
Service Provider agrees to perform the services identified above and on the attached forms in
accordance with the terms and conditions contained herein and in the Master Agreement between
the parties. In the event of a conflict between or ambiguity in the terms of the Master Agreement
and this Work Order (including the attached forms) the Master Agreement shall control.
The attached forms consisting of four (4) pages are hereby accepted and incorporated herein, by
this reference, and Notice to Proceed is hereby given after all parties have signed this document.

RE: Proposal for Engineering Services: Timberline Levee Natural Valley LOMR
Dear Dan:
As requested, ICON Engineering, Inc. is pleased to provide this proposal for engineering services
related to preparing a FEMA Letter of Map Revision (LOMR) application for the Natural Valley
Analysis (NVA) update on the landward side of the Timberline Levee from the Federal
Emergency Management Agency (FEMA). The purpose of this LOMR is to redefine the
NVA results considering both the effective flood elevations along the existing levee and the
future RiskMap flood elevations. Although we will request a change to the effective NV
results, our goal for the project will be to obtain approval of information concurrent with
RiskMap. Our propose approach for this project is as follows.
Task 1: Project Coordination:
Our proposal assumes the following:
Two (2) pre-application coordination meetings with the City via TEAMS to discuss the
results and approach for the submittal;
One (1) pre- and one (1) post-application coordination meeting with the City, FEMA and
their review team to discuss the best approaches for incorporation of the LOMR/NVA
information.
Misc. follow up coordination with the City & FEMA’s review team regarding any technical
conditions of the application.
Task 2: LOMR Modeling (Effective):
The LOMR will include revisions to both the effective hydraulics and the proposed RiskMap
hydraulics. In general, our approach for revising the effective NVA will be as follows:
ICON will obtain the effective hydraulic model for the Poudre River, assumed to be
available from the City of Fort Collins in HEC-2 form. ICON will isolate this model to the
Timberline Levee Reach, adjust datums, and convert the model to HEC-RAS in
accordance with standard practices. This will create a duplicate effective model.
ICON will extract the NVA / lateral weir information from RiskMap and join it to the
duplicate effective sections. The NVA will be run for the 100- and 500-year events to
determine the NVA results considering the effective water surface elevations on the river
side of the levee.

Discharges from the NVA in the previous step will be extracted and incorporated into
ICON’s 2D model for the landward NVA for both the 100- and 500-year events.
ICON will review the flood depths presented and coordinate with the City on applicable
flood zone designations to present to FEMA. For the effective analysis, the proposed
revisions will reflect changes to the area designated as protected by the levee. The goal
for this would be to maximize the potential for the Zone X designation, as practical.
ICON will prepare workmaps depicting how the proposed flood zones will update the
FIRM, considering tie-ins to the Poudre River upstream and downstream of the Timberline
Levee, in addition to residual areas from the Spring Creek 100- and 500-year floodplains.
Task 3: LOMR Modeling (RiskMap):
The LOMR will include revisions to RiskMap considering both a recertified levee and NVA for non-
recertification. In general, our approach for revising the RiskMap NVA will be as follows:
ICON will obtain the currently proposed RiskMap information for the Poudre River and
run the model in REC-RAS (identical version to RiskMap). This will create a duplicate
RiskMap model.
Discharges from the NVA in the previous step will be extracted and incorporated into
ICON’s 2D model for the landward NVA for both the 100- and 500-year events.
ICON will review the flood depths presented and coordinate with the City on applicable
flood zone designations to present to FEMA. For the RiskMap analysis, the proposed
revisions will reflect changes to the area designated as protected by the levee in addition
to the changes to the RiskMap flood zone for non-certification of the levee. The goal for
zone designation would be to maximize the potential for the Zone X designation, as
practical for the without levee runs.
ICON will prepare workmaps depicting how the proposed flood zones will update the
RiskMap, considering tie-ins to the Poudre River upstream and downstream of the
Timberline Levee, in addition to residual areas from the Spring Creek 100- and 500-year
floodplains.
Task 4: LOMR Preparation:
ICON will prepare a LOMR application on behalf of the City to be submitted to FEMA. A submittal
application will first be made through the City for review and approval. Our proposal assumes
that no fees will be required by either the City or FEMA for this LOMR request. Key tasks of the
LOMR application beyond those discussed above, are as follows:
Prepare a report narrative, exhibits, workmaps, and flood profiles (as applicable);
Prepare required annotated FEMA FIRM exhibits for both levee protection and
natural valley conditions;
City of Fort Collins application review – we will provide a draft LOMR submittal for
review by the City. We anticipate one iteration of minor comments prior to the
FEMA submittal.

Submittal to FEMA. We anticipate that there will also be one round of revisions
with their review.
Proposed Fee
ICON will complete the Scope of Services for a total fee of $29,380. A breakdown of our
fees and hours per task is attached.
Estimated Schedule:
We will begin scheduling this work for the City ASAP, with an anticipated delivery of the draft
submittal by the end of October 2020. Project completion will depend on necessary time for
FEMA reviews and approvals.
