The purpose of this task order is to evaluate concept level roadway design alternatives that include a feasibility evaluation of other infrastructure needs. The roadway design alternatives will assist in a preferred alignment that can be used as a baseline for design decisions that need to be made for the Poudre Trail Design project. The evaluation will focus on serving park development but known assumptions and information from the adjacent Cottonwood development will be coordinated as part of the process. Task 1: Meetings and Project Management AECOM will prepare the meeting agenda and meeting minutes for each of the following planned project coordination meetings. All meetings are assumed to be virtual but may be held on site if field verification is necessary. • Meeting #1: Kick-Off Meeting/Project Considerations. This initial project meeting will be held immediately upon Notice to Proceed as a virtual kickoff with consultant staff and relevant city staff. This meeting will confirm the City’s park/site programming, existing agreement with Cottonwood Land and Farms, LLC and design considerations for the site. Ideas of potential roadway alignments will be discussed and sketched to be included in alternative alignment evaluation. • Meeting #2: Progress Meeting. This meeting will be to review refined initial alternatives and confirm assumptions before producing the alternative concepts and evaluations. • Meeting #3: Progress Meeting/Review of Draft Deliverables. Any changes or comments will be reviewed during this meeting before producing the full deliverable. AECOM will coordinate all the work tasks being accomplished by AECOM staff members and City staff, as applicable, to ensure project work is proceeding on schedule. This work includes project team communications, meeting arrangements, overall contract management, monthly project invoicing and monthly progress reports. Project controls and internal task management activities will be implemented to ensure work progress per agreed schedule. AECOM will prepare and submit invoices in accordance with City requirements on a monthly basis. AECOM will prepare a Project Plan in accordance with AECOM’s Quality Management System (QMS) requirements. This task will be used to prepare quality control and review process management of deliverables defined for the project that will be included in the Project Plan. Assumptions: Public meetings and meetings with developers are not included within this scope of work Deliverables: Meeting agendas and summaries, monthly progress reports Task 2: Park Site / Layout Evaluation AECOM staff will partner with City staff to understand the programming and goals of the park concept. Land use development concepts from Cottonwood will also be evaluated to assess potential access and utility requirements that might be needed. The two major locations to be evaluated are via William Neal Pkwy and via Environmental Drive. The purchase agreement with Cottonwood Land and Farms, LLC. provides significant background and parameters to consider in development of East Community Park. The agreement also contains potential cost sharing for mutually beneficial infrastructure serving the park and potential adjacent development on the former gravel mining and batch plant property. Each alternative that is defined will define and evaluate a series of criteria include: • Access - AECOM will identify conceptual easement and access needs for access from Environmental Drive. This will include thinking about access to the new park as well as access to the Environmental Learning Center located to the north, and the assessment will help to inform current design plans at the railroad crossing related to the Poudre Trail Design. The City will provide bridge data for the existing structure. Emergency services and fire protection are assumed to require at least two points of access. In addition, access over irrigation canals (if necessary) will be evaluated with the ditch agency/owner. The impact of adjacent agreements with Cottonwood Farms will be reviewed in the evaluation of access opportunities and constraints. The evaluation will include the conceptual alignment from the closest available utility source to the park and a conceptual opinion of probable construction cost. This component of the scope assumes the City will make all known utility mapping and capacity in the area available. Available utility information will be mapped with each of the concept alternatives. • Circulation Evaluation – Fort Collins will provide traffic assumptions and AECOM will evaluate a preliminary evaluation of the circulation requirements. Potential improvements to immediately adjacent roads and intersections to accommodate the traffic will be included in alternative evaluations. • Construction Cost Estimates– AECOM will develop rough order of magnitude construction cost estimates for each alternative to assist in the evaluation. Cost estimates will allow for a comparison between alternatives. Assumptions: • Assumption on traffic including number of vehicles and trail users will be provided by the City • Utilities feasibility assessment will not include detailed telecom, gas, electrical, underdrain, or irrigation analysis. Sanitary utilities feasibility will be estimated. • Assumptions to be made on Cottonwood Development impacts to be included in this analysis will be provided by the City • City of Fort Collins development criteria will apply Deliverables: • AECOM will summarize the findings of the alternatives and fatal-flaw analysis in a memorandum. Each alternative will be shown graphically with evaluation criteria technical details summarized for each. Design considerations and constraints will be evaluated to assist in a selection of a preferred roadway alignment. These documents will be presented in draft form for City Review prior to finalizing. The anticipated total duration for this task order is 3 months from notice to proceed. Fee Estimate: Fees are estimated as hourly, not-to-exceed based on the man-hours necessary to complete the tasks. This proposal assumes the project area will be annexed within Fort Collins City limits. Permits and development standards will be those of Fort Collins. • Standard of Performance: In the performance of its professional services, AECOM will use that degree of care and skill ordinarily exercised by members of AECOM’s profession under similar conditions in similar localities and no other warranties, express or implied, are made or intended by AECOM. • Entitled to Rely: Consistent with the professional standard of care, AECOM shall be entitled to rely upon the accuracy of data and information provided by City or others without independent review or evaluation. • Opinions of Construction Cost: Any Opinion of the Construction Cost prepared by AECOM represents its judgment as a design professional and is supplied for the general guidance of City. Since AECOM has no control over the cost of labor and material, or over competitive bidding or market conditions, AECOM does not guarantee the accuracy of such opinions as compared to contractor bids or actual cost to City. • Project mapping including topographic information will be provided by the City of Fort Collins. • The City will provide all documents relative to the park’s relationship with the adjacent property owners and gravel operations.
