NOTICE OF PROPOSED PROCUREMENT
9228 GENERAL CONTRACTOR SERVICES FOR THE
OAK STREET STORMWATER CAPITAL IMPROVEMENT PROJECT
I. OBJECTIVE
The purpose of this notification is to inform contracting firms of an upcoming stormwater
infrastructure project in downtown Fort Collins. The City of Fort Collins intends to solicit Requests
for Proposals (RFP) from qualified firms to provide General Contractor services and work with the
City of Fort Collins (City) and its engineering consultant on the design and construction phases of
the Oak Street Stormwater Improvements Project (OSSP). Contractor services for this project may
include design and preconstruction support such as cost estimation, risk assessment,
constructability review, and construction services for water, wastewater and stormwater capital
improvements.
Firm (Contractors and subcontractors) qualifications will generally include: experience installing
large diameter (60" or larger) stormwater systems, water distribution and sanitary sewer collection
system construction; knowledgeable about working in constrained urban environments and working
for municipalities; and experience with alternative project delivery methods. Firms must have the
ability to perform or subcontract work and effectively manage subcontractors. Such work may
include tunneling, installation of green infrastructure (or LID systems) along with detailed
streetscape installations and landscaping.
II. PROJECT INFORMATION
Flood hazards in downtown Fort Collins are generally caused by the inability of the existing streets
and storm sewers to adequately convey storm runoff from moderate to large storm events. The
OSSP is one of several stormwater projects that have been identified as part of the overall
Downtown Stormwater Improvement Program and will contribute to resolving urban flooding issues
in downtown Fort Collins. Through previous analysis, it has been determined that the new
stormwater systems are to be sized to convey the 100-year storm to significantly reduce street
flows and the associated flood risks.
The OSSP project is an extension of the Oak Street Outfall that was previously constructed in 2001.
The project will extend west on Oak Street from Mason to Jackson Street (approximately 6500
linear feet on Oak Street). There will be a total of over 8500 linear feet of new stormwater mains
installed, ranging in size from 48” to 78” diameter, which includes several “lateral” extensions from
the main on Oak Street, north to Mountain Avenue or south to Olive Street. The system will be
designed to integrate stormwater quality in the form of green infrastructure within updated
streetscaping in the right-of-way, where appropriate.
Significant features of this project include:
1. This is large diameter storm sewer system with large junction structures and pipe, to be installed
at significant depth in some areas, requiring specialized knowledge and experience installing
infrastructure of this type.

2. The alignment will cross the Arthur Ditch (at Whitcomb Street) and Shields Street (a major
arterial street). Both crossings will require alternatives analysis to determine sound
constructability with the least amount of risk, while meeting the requirements of the Ditch
Company and City Traffic Department for road closures, while also being mindful of cost and
schedule.
3. The project is located in the downtown Fort Collins area where the existing right-of-way can be
constrained with other utilities, trees and parking; and where continuous coordination and
accommodation with other users of the right-of-way, including business owners, residents,
pedestrians and traffic will be required.
4. The size and scope of this project is likely to impact other utilities including water distribution
and sanitary sewer collection mains. There are several mains in the area that have been
identified in the City of Fort Collins Water and Wastewater Masterplan as needing replacement
due to poor condition or age. The mains may also need to be relocated to accommodate the
new storm system. Specific water and sanitary sewer work will be identified with the team during
design.
III. DELIVERY APPROACH
The Oak Street Stormwater Improvements Project will be managed using Fort Collins Utilities’
Alternative Product Delivery System (APDS). Experience with the APDS or a similar alternative
delivery method of design and construction (CM/GC, CMAR etc.) is critical for the Contractor firm.
The Contractor will be part of a project team consisting of the City’s Project Manager(s) and other
City staff, and the project engineering Consultant team. The Consultant team was previously
selected through a similar competitive selection process. This team will work together from the start
of preliminary design through completion of construction. Each team member will have significant
involvement in the design and construction concepts that are utilized. Participation by all team
members throughout the project is expected to allow innovation and enhance project quality and
value.
IV. PRELIMINARY SCHEDULE
The schedule for the contractor selection process, as well as an estimated milestone schedule for
design and construction is shown below. All dates listed below are tentative. Firm dates will be
issued in the RFP.

V. QUESTIONS
Questions regarding the project must be held until the RFP is issued. Other questions related to the
process or general inquiry should be directed to Pat Johnson, Senior Buyer, at
pjohnson@fcgov.com. No information about the project will be shared until the RFP is issued.
