Scope of Services, Schedule, and Basis of Fee

PROJECT UNDERSTANDING
J-U-B Engineers provided the City with preliminary engineering design services (30% design – FIR), defining project
foot print, environmental review, drainage design, landscape design, and traffic analysis, for the Timberline Road
Improvements from Stetson Creek Drive to Trilby Road. The City has decided to retain J-U-B Engineers to provide
final design (90% design – FOR). During the course of the preliminary design, the City Parks Department indicated
they have future plans for a pedestrian underpass beneath Timberline Road, and expressed interest in constructing
as part of this project. It is understood that the Parks Department does not have funding for the full construction of
the underpass spurs & trails, but would like to install the box at the same time as the roadway work. However, it is
understood that the design will include a full design of the underpass, trails, spurs, and potential retaining walls.
Design of this project is being funded through local funds. Collaboration with various City departments, as well as
Colorado Department of Transportation, private utility and communication companies and adjacent land
development owners will be involved in the coordination / design process.
The Timberline Road design project involves widening Timberline road from the existing two lane roadway to four
lane arterial section with median islands, utility installations, sidewalks, bike facilities, landscaping, and street lights
from Stetson Creek to Trilby Road. The project will include interfacing with three traffic signals and the widening of
one structure.
This project will include coordination with a private development known as the Hansen Farms project, located on a
10-acre parcel north west of the Timberline Road and Zypher Road intersection. The development has fully
designed their frontage improvements and the signal at Timberline Road and Zypher Road. Modifications will be
made to this design to accommodate Timberline Road north and south of this development.
PROJECT STANDARDS, GUIDELINES AND SPECIFICATIONS:
The following is a list of technical references applicable to the work and are the basis for design criteria, details and
specifications for the project. The Consultant will be responsible for complying with the current editions of the listed
reference documents as of the Notice to Proceed date. The Consultant should anticipate regular updates to the
reference documents over the course of the design schedule. Major design revisions due to newly issued design guide
revisions will be reviewed and approved by the City’s project manager as additional work.

PART 1 – SCOPE OF SERVICES (through Construction Drawings)
A. Basic Services – J-U-B’s Basic Services under this Agreement are limited to the following tasks. CLIENT reserves the
right to add subsequent phases or related work to the scope of services upon mutual agreement of scope, fees, and
schedule. The following abbreviations are used in this scope:
J-U-B – J-U-B Engineers, Inc.
City – City of Fort Collins
RockSol – RockSol Consulting Group
Clanton – Clanton & Associates, Inc.
The design work for this project will consist of advancing the conceptual underpass design (15%) to an interim final
construction drawings. This includes: plans, Engineer’s estimates, specifications, and design report(s), as required.
J-U-B and/or its subconsultants shall perform or supply all necessary services as specified in this document with
regards to surveying, research, analysis, design and other associated engineering work. All engineering design work
shall be performed under the direction and supervision of a Licensed Professional Engineer registered with the
Colorado State Board of Registration for Professional Engineers and Professional Land Surveyors. All land surveying
work shall be performed by a Professional Land Surveyor registered with the Colorado State Board of Registration
for Professional Engineers and Professional Land Surveyors.
Some activities may require work on land not controlled by the City. In such cases, the City shall obtain the
necessary written permission to enter the premises. Included in this written permission will be the names and
telephone numbers of persons to contact should notification prior to entry be necessary. These written permissions
will apply to City of Fort Collins personnel as well as Consultant personnel. Signed copies of the written permission
will be submitted to the City’s Project Manager prior to entering private property for survey work.
TASK 1 – PROJECT MANAGEMENT - TASKS 1-4 REPRESENTS INITIAL PROJECT START-UP AND MANAGEMENT

1. Weekly Progress Meetings & Coordination
Weekly progress meetings will be attended by the J-U-B project manager or
project engineer and other key staff members as needed. These meetings may
be a combination of phone conference meetings or in-person meetings, as
requested by the City of Fort Collins. Subconsultants will attend as required. J-U-
B will prepare an agenda and meeting minutes.

2. Monthly Progress Reports & Invoicing
J-U-B’s project manager will prepare monthly progress reports that will be
submitted with the invoice. This item also includes time for J-U-B clerical staff to
assemble and prepare invoices.

This item includes general coordination efforts by J-U-B’s project principal and
project manager. Scheduling and resource loading is included in this item.

paper copying is included in J-U-B’s overhead and will not be charged.

ADVANCE THE CONCEPTUAL DESIGN (15% FIR) to CONSTRUCTION DOCUMENTS.

5. Update Geotechnical Report
RockSol will include a foundation recommendation within the Timberline Road
Geotechnical report to assist J-U-B’s structural engineer in the design of the box
culvert and wingwalls associated with the underpass.

6. Plan Sheets (Includes necessary engineering design time)
The following list (Items 7 – 20) includes sheets that are anticipated for the
underpass construction. J-U-B will discuss any major change with the City of Fort
Collins before developing plan sheets. The plan sheets will be developed using
AutoCAD Civil 3D 2019 and will be setup at a 22”x34” format, and printed at half
size 11”x17”. All design sheets include time to research, investigate, and apply
engineering standards, guidelines, and judgement.

8. Plan & Profile Sheets (Underpass & Trails)
The underpass and trails plan and profile sheets will be advanced to a final design
level, and will include a plan view and corresponding profile view (if applicable)
that will include existing and proposed improvements. The plan views will
callout all proposed design elements and references to other sheets will be
included. It is anticipated that a 20 scale will be used. Matchlines and a key map
will be utilized to clearly identify the horizontal location.

9. Utility Sheets (Waterline Lowering)
Develop plan sheets showing all existing and proposed utilities. Utility owner(s)
will be identified on plans. Any potential conflicts will be identified on plans.
Utility plans will include quality level A information. It is anticipated that an
existing waterline will need to be lowered. This lowering will be included on a
waterline plan and profile sheet within the utility subset.
Final Design Plans
10. Grading Sheets
J-U-B will advance the preliminary plan sheets to include surface grading and
proposed contours. Elevations of Timberline Road, trails, and spurs will be
included. Additional detailed grading plans will be included, where necessary.
Matchlines will clearly be represented on these sheets. Grades will be identified.
A corridor model will be created in AutoCAD Civil 3D with a proposed surface.
Some detailed grading will be shown on these sheets.

11. Storm Drainage Sheets (Including Pump System)
Drainage sheets will include horizontal design information and vertical
information. Storm profiles will be developed at this phase. J-U-B will evaluate
the vertical depths of utilities, proposed storm pipes, and other constraints to

determine the feasibility of the drainage infrastructure. Level A testhole
information will be included in storm profiles. It is anticipated that the underpass
will include a pump system to drain the underpass. J-U-B will design and spec
out the appropriate pump system and control center. It is anticipated that the
drainage system for the underpass will not be required to handle/drain the major
storm event. It is anticipated that the underpass will need to drain a lesser
(minor) storm event.
12. Structure Sheets
At this time, we anticipate full replacement of the Mail Creek ditch structure, based
on the recommendation from the Structure Selection memo. The following
structure components will be illustrated on the FOR plans:

roadway profile grade over the box culvert. Dimensioning and annotation will be
included to a Final Design level.

This sheet will provide a plan view of the box culvert and wingwall layout with
dimensions and culvert joint details. The foundation recommendation from
RockSol will be illustrated on this sheet.

A plan view showing the geometry and layout of the wingwalls will be included
on this sheet(s). References will be included to refer to wingwall details sheets
for rebar and foundation requirements.

requirements, concrete material, dimensioning, etc.

23. QA/QC
Prior to the submittal, J-U-B will perform a QA/QC process which includes
sending drawings to other J-U-B staff members for review and comment. A
thorough QA/QC will be performed by both the Project Principal and Project
Manager. All comments will be reviewed with the design staff and incorporated
into the plans, if relevant.

24. Technical Specifications
Technical specifications will be provided with this submittal. That will include the
necessary project special provisions and standard special provisions. The
specifications will follow the 2019 CDOT Standard Specifications for Road and
Bridge Construction.

25. Prepare an Engineers Opinion of probably construction cost (OPCC)
The OPCC will include expected bid items developed during final design.
Quantities will be developed from the design sheets. Items not on the tabulation
sheets will be documented in a computation book. Costs will be developed from
various sources including past bid tabs. The OPCC will have a reduced
contingency from the conceptual OPCC at this point. The contingency will be
coordinated with the City of Fort Collins, prior to submittal. Standard CDOT pay
items will be used as a basis for the cost opinion.

26. Complete submittal of necessary documents and plans to CDOT and City for review and comment
This item includes preparing all design drawings, reports, and design information
in preparation for submittal to the City of Fort Collins. This will include reviewing
sub-consultants deliverables (i.e. specifications, cost estimates, design drawings,
etc.) to ensure a cohesive and accurate submittal.

27. FOR Meeting (Includes attendance, meeting agenda and minutes.
The FOR meeting will be attended by J-U-B’s structural engineer. Other J-U-B
staff will be at the meeting, as part of the Timberline Roadway work.

TASK 3 – Construction assistance and Bid Administration Assistance – TASKS 28-30 REPRESENTS THE TASKS
NECESSARY TO ADVANCE THE PROJECT THROUGH CONSTRUCTION.
28. Provide Bid Administration assistance to the City by attending pre-bid meeting and assistance with preparing bid
addendums
J-U-B’s Project Manager will attend the pre-bid meeting.
J-U-B will coordinate with the City on any revisions throughout the
advertisement period. Plans & Specifications will be updated accordingly.
J-U-B will assist the City in answering any questions throughout the
advertisement period.

29. Review, Respond and address RFIs and submittals
Through the construction period, J-U-B will review RFI’s and material submittals
submitted by the contractor. J-U-B will approve, request additional information,
or reject the Contractor’s submittals. Each RFI will be submitted back in the form
a transmission letter. Each submittal will include an approval block signed by the
reviewer.

30. Construction Support and coordination
Through the construction period, J-U-B will be available to attend field meetings,
site inspections, and general coordination with the City Project Manager and/or
the Contractor. These hours shall not exceed those shown in the attached fee
spreadsheet.

ASSUMPTIONS
The above Scope of Services is based on the following assumptions:
It is assumed that the underpass plan sheets will be a separate plan set and separate bid documents from
the Timberline Roadway documents.
It is assumed that the underpass and Mail Creek box ditch will be packaged together, bid together and
constructed as part of the same contract.
General project expenses, which include mileage and out-serviced printing, are estimated to be $500 for this
project (The cost of general project in-house copying is included in J-U-B’s overhead cost).
It is assumed that all aspects of the design will be funded through City funds, and will not include any state
or federal monies.
Electronic CAD files will be supplied to the City in a format that is useable and acceptable by the City of Fort
Collins.
It is assumed that the City will prepare legal descriptions and exhibits necessary for R.O.W. acquisition.
It is assumed that the City will handle R.O.W. acquisition.
It is assumed the City will coordinate and provide J-U-B with right of entry documentation, prior to survey
operations.
PART 2 – SCHEDULE OF SERVICES
A. The following table summarizes the anticipated schedule for the identified Basic Services predicated upon
timely receipt of CLIENT-provided information, typical review periods, and active direction during work.

This scope of work is based upon normal project progress and within the time schedule agreed
upon, without major redesign or change order work. Additional fees will be required if project
timing is extended or project is put on hold and restarted at later date. If the project timing exceeds
one year, additional services rates may increase.
The scope is based on documents sent on 6/24/2020 and conversation with client on 6/26/2020.
Not included in this scope of work but is available for extra services:
• Additional meetings, site visits, or conference calls
• Construction observation and/or services during construction
• Any development, design, or detailing of custom luminaires
• Drafting on non-digital backgrounds such as *.pdf or *.jpg files
Specific exclusions from this scope are as follows:
• Structural engineering
• Equipment procurement
• Commissioning
• Survey control map or Right-of-Way plans
• Subsurface Utility Engineering
• Communication wiring to Traffic Signals
Client will supply Clanton and Associates with review materials and backgrounds in AutoCAD or
Micro Station format. Reimbursable expenses shall include printing costs, overnight delivery and
travel expenses associated with the project and shall be charged in addition to the compensation
for professional services. Payment for services is expected within 30 days of invoice unless other
arrangements are made in writing.
