Dear Justin:
Thank you for the opportunity to provide the City of Fort Collins with this retro-commissioning proposal
for building HVAC and controls investigation work for the Edora Pool and Ice Rink HVAC and control
systems. Iconergy will review the existing HVAC and controls equipment installation and operation, and
evaluate ways to improve equipment operation and remedy issues within the mechanical and control
systems that are causing high humidity issues and potential building degradation. The following
statement of work outlines tasks that Iconergy will perform for the completion of the activities.
SCOPE OF WORK
1) Equipment that this scope applies to:
All major HVAC equipment, with a focus on ice rink and natatorium HVAC systems. Systems also
include solar heating system.
o Small office AHU, FCU and VAV boxes are not included in this scope at this time but
can be added if desired.
2) The following activities will be performed by Iconergy to complete this work:
a. Perform a site visit to verify installed HVAC equipment and test mechanical and control
equipment for correct operation. This includes:
i. HVAC system selection and capacity evaluation
1. Identify installed HVAC equipment capacities (heating and cooling and
de-humidification) and verify operation
ii. Testing of control sequences through the building automation system (BAS)
interface. Testing will be done to evaluate existing programming as well as how
the equipment being controlled responds to the building automation system.
1. To be completed during occupied hours. Testing should have little to no
effect on occupants.
2. Testing of HVAC systems through the building automation system to
evaluate as-built programming. Iconergy will note any issues found
whether it be hardware or software.

3. Calibrate select, critical temperature and humidity BAS sensors
4. Measure space pressurization differentials during normal occupied hours
b. Analyze the findings:
i. Compare installed equipment to available design documents to evaluate heating,
cooling, and de-humidification loads and compare this to installed system
capacities.
ii. Benchmark existing ice rink and pool area HVAC capacities and environmental
control and compare this to the desired equipment capacities and operation at
EPIC.
iii. Provide analysis of installed equipment operation and capacities compared to
desired installed operation and capacities and provide a gap analysis and
schematic design and order of magnitude pricing to bring the HVAC systems to
the desired operation and capacities.
iv. Analyze building automation system trend data to identity issues in the BAS
operation, and HVAC system capacities that should be addressed.
c. A final report of findings with recommendations, gap analysis, and schematic design
solutions.
We request City of FC assist with the following:
1. Access to the building automation system with a BAS technician on-site with Iconergy
2. Provide as-built control and mechanical drawings.

SCHEDULE
1. It is anticipated that this work will occur in late September and should be completed by mid
November 2020
EXCLUSIONS
1. Test and Balance air flow measurements (this may be needed to be added to the scope
depending on the preliminary findings)
2. Building automation system reprogramming
3. Calculations of energy savings as a result of fixing the issues identified (this can be added to the
scope at a later time)
4. Small office AHU, FCU and VAV boxes are not included in this scope at this time but can be added
if desired. The primary focus is on the ice rink and natatorium.
PRICING
The pricing shown below is based on the above proposed scope of work. This is a time and materials
(T&M) not to exceed fee using the on-call commissioning contract with the City of Fort Collins. Invoicing
will occur monthly as work progresses.
This project will be primarily led by Erik Jeannette P.E., who is the Iconergy Engineering Director.
