Interwest will be addressing City review comments with this new work order and Anderson Consulting Engineers will be updating the entire model to current standards. Scope of Services LOMR through Twin Silos Park - Interwest will address the LOMR report comments through the park area with the remaining budget from the original work order. Estimated Fee: $5,048 Updated Overall Model – The LOMR Submittal was reviewed by the City in early 2020. The comments included a request to have the model updated to be Georectified and raised to 1988 Datum. Anderson Consulting Engineers (ACE) will take the existing model (with as built conditions at Southeast and Radiant Parks) and provide an updated model that will address these City comments. They will perform all of the tasks included in the attached 3-page proposal. The Interwest LOMR report and work maps for Southeast Community Park will remain on 1929 datum and with the CLOMR cross section labels. A section will be added to the report which will direct readers to the updated ACE Model, will note that the elevations in the ACE Model are 1988 Datum, and will have a table that shows the cross section labelling in the LOMR report versus the “new” cross sections in the ACE model. ACE deliverable items to the City will include the updated HEC-RAS 5.0.7 model, geo- rectified CAD data, shapefiles, and floodplain linework. SCOPE OF WORK for McCLELLANDS CREEK HYDRAULIC MODEL GEO-RECTIFICATION This scope of work and accompanying budget have been prepared to review effective McClellands Creek models, combine the effective models into a single model, geo-rectify the channel centerline and cross sections, and adjust vertical datum from NGVD29 to NAVD88. The combined corrected effective model will be completed in HEC-RAS version 3.1.3. McClellands Creek has three effective models: • The upper McClellands Creek model extends from an upstream study limit at the Union Pacific Railroad downstream to the western end of the Harvest Park neighborhood. • The middle McClellands Creek model encompasses the Harvest Park neighborhood, starting upstream at the western end of Harvest Park and continuing downstream to CR 9/Ziegler Road, • The lower McClellands Creek model extends from CR 9/Ziegler Road to a downstream study limit at Swift Pond. These three models were originally completed by Icon Engineering as part of the McClellands Creek Master Plan updates in 2000 and 2003. The lower McClellands Creek model was updated in 2013 as part of the Radiant Park LOMR and again in 2019 for the Twin Silos LOMR. All three effective models, along with the Twin Silos and Radiant Park LOMRs, were completed in HEC-RAS version 3.1.3. It is noted that depending on the City’s needs and expectations for the McClellands Creek model, optional Tasks 4, 5 & 6 are identified below. TASK 1. DATA COLLECTION, REVIEW, AND BASE MAPPING ACE will coordinate with the City of Fort Collins and Interwest to collect all available data including effective models, LOMR models, AutoCAD Drawings, Shapefiles, and Aerial Photography. ACE will briefly review effective hydraulic models to identify any potential issues that may need to be addressed prior to combining the models. ACE will compile available map data to create a base map in the Colorado State Plane North (US Survey Feet) coordinate system. TASK 2. HYDRAULIC MODELS COMBINATION/GEO-RECTIFICATION/DATUM SHIFT The effective upper and middle McClellands Creek HEC-RAS models and most recent LOMR model for lower McClellands Creek will be combined into a single HEC-RAS model (Version 3.1.3). Cross Sections will be re-numbered starting with ‘1’ at the downstream end of the creek and increasing in whole digit increments. This model will be updated to include proper georectification of the channel centerline and cross sections in the Colorado State Plane North (US Survey Feet) coordinate system based on the best available topographic mapping and aerial imagery. Model cross section lengths and downstream lengths will be compared to mapped lengths and any discrepancies will be noted, but model lengths will not be changed. The model will be shifted from the NGVD29 vertical datum to the NAVD88 vertical datum using the HEC-RAS “datum adjustment” function and an offset of +3.19 feet, based on City of Fort Collins Benchmarks 34-94 and 8-01. This task will also include QA/QC review of bridge modeling techniques utilized in the Twin Silos Park LOMR reach, this will include the bridges at Kechter Road and Lady Moon Drive. It is our understanding that all pedestrian bridges within the park were assumed to breakaway during large flow events and were not modeled as bridges. The results of this review will be shared with both City Staff and Interwest Consulting Group for determination of how best to proceed with modeling and mapping modifications, if necessary. It is noted that bridge modeling and mapping changes are not included in the current scope of work. TASK 3. DOCUMENTATION A brief memo will be prepared summarizing the effort to create a single, corrected effective HEC-RAS model. Tables will be provided to document cross section name changes, water surface elevation comparisons, and any noted map vs model reach or cross section length discrepancies. The corrected effective HEC-RAS model will be provided in electronic format. OPTIONAL TASKS TASK 4. ADJUST MODEL REACH LENGTHS This task will include adjusting model reach lengths to match the geo-rectified channel centerline. Changes to 100-year water surface elevations will be documented in tabular format. It is assumed that other modeling changes will not be required for the revised model to operate correctly. TASK 5. CONVERT MODEL TO HEC-RAS 5.0.7 This task will convert the combined McClellands Creek hydraulic model from HEC-RAS 3.3.1 to HEC-RAS 5.0.7. Minor modeling errors that prevent the model from executing correctly, if any, will be resolved; it assumed that significant model revisions will not be required. Changes to 100-year water surface elevations will be documented in tabular format. TASK 6. MODEL USING 2013 LIDAR DATA / REDELINEATE 100-YEAR FLOODPLAIN For this task, model cross sections will be re-cut using 2013 LiDAR data to facilitate re-mapping of the 100- year floodplain; previous structure data for bridges and culverts will simply be adjusted vertically from NGVD29 to NAVD88. Ineffective flow boundary locations will be modified as necessary; it assumed that other significant model revisions will not be required for the model to operate correctly. The 100-year floodplain will be re-mapped based on 2013 LiDAR data. Changes to 100-year water surface elevations will be documented in tabular format.
