OBJECTIVE The City of Fort Collins (City) Utilities Water Reclamation and Biosolids (WRB) Division is requesting information from qualified Vendors that provide polymer for sludge dewatering. The City’s goal in issuing this Request for Information (RFI) is to give vendors who are interested in entering into a contractual arrangement with the City an opportunity to exchange information with the City prior to the future issuance of a Request for Proposal (RFP). This RFI is intended to provide both the City and the respondents an opportunity to learn more about how each entity conducts business. Utilities operates two wastewater treatment facilities: the Drake Water Reclamation Facility (DWRF) and the Mulberry Water Reclamation Facility (MWRF), for a total combined flow capacity of 29 million gallons per day (MGD). Utilities also operates a resource recovery farm, Meadow Springs Ranch (MSR), for biosolids land application. DWRF has a rated capacity of 23 MGD and provides solids treatment and handling for both wastewater facilities. Utilities is pursuing enhanced product performance, process optimization, pricing, availability, and company information from potential suppliers of polymer for dewatering using two Centrisys centrifuges. Primary and secondary sludge is stabilized to meet Class B Biosolids criteria using mesophilic anaerobic digesters prior to being dewatered. Utilities’ four anaerobic digesters currently operate using cannon gas mixers and floating lids. Future improvements include mixing systems, lid replacements, and cogeneration systems to produce energy. On average, the digesters are fed a 56/44 mix of primary sludge and secondary sludge at a rate of 71,000 gallons per day (GPD). The percent total solids of feed is ~1.87 at a rate of 210 gallons per minute (GPM) to each of the two centrifuges. DWRF and MWRF produce on average 2250 dry tons of Class B biosolids annually and land applies 100% on MSR. Utilities needs approximately 130,000 pounds of dry polymer per year. Requested information includes but is not limited to the following:  Please provide a brief summary of your company’s available wastewater technical support resources/services  Please provide information regarding your company’s available products  Briefly describe any minimum quantity ordering requirements, product availability, pricing, and delivery capabilities  Briefly describe your company’s QA/QC processes to ensure product regularly meets or exceeds quality specifications.  Briefly describe product return and refund policies  Describe the recommended procedure for polymer selection In addition, Vendors are encouraged to provide any additional information that may be helpful in assisting Utilities in this RFI. REQUESTED INFORMATION As part of the City’s commitment to Sustainable Purchasing, proposals should be submitted online through the Rocky Mountain E-Purchasing System (RMEPS) at http://www.bidnetdirect.com/colorado/city-of-fort-collins. Please include the following minimum information in your response: A. COMPANY INFORMATION 1. Company name, address, website address. 2. Organization Type (Corporation, Subsidiary, Partnership, Individual, Joint Venture, Other). 3. The name and contact information (email, phone) of the company representative responsible for providing further information. 4. A brief overview of the company’s capabilities, experience and history of supplying wastewater sludge dewatering polymer. B. PRODUCTS Briefly describe products and services, and how your firm’s recommendations fit the needs as described above. C. COST AND SCHEDULE ESTIMATES 1. Provide pricing for suggested products, including delivery and all associated fees. 2. Provide estimated lead times. D. ADDITIONAL INFORMATION Briefly describe any other information that may be helpful to Utilities. III. RFP Subject to funding approval, the City intends to launch an RFP for Wastewater Sludge Dewatering Polymer at www.rockymountainbidsystem.com in 2020. All qualified and interested firms may respond – responses are not limited to those who take part in the RFI process. Questions during the RFP process will be received via email and answered via addendum issued to all. After RFP responses are received, the City will evaluate the proposals as specified in the RFP. Information to be considered during these evaluations will be that which is submitted in response to the RFP only. A short list of firms will be developed from the evaluation and those firms may be invited to demonstrate their product. IV. SCHEDULE The overall schedule is estimated as follows: • Issuance of RFI August 10, 2020 • Questions Due 5:00 PM MST on August 19, 2020 • RFI Responses Due 3:00 PM MST on August 28, 2020 • RFI Discussion Period September 2 – 9, 2020 V. This is ONLY a REQUEST FOR INFORMATION (RFI) and should not be construed as intent, commitment or promise to acquire the products and services presented by respondents. The City of Fort Collins will not be obligated to any respondent as a result of this RFI. The City is not obligated for any cost incurred whatsoever by respondents in the preparation of the Request for Information. The City is a governmental entity subject to the Colorado Open Records Act, C.R.S. §§ 24-72-200.1 et seq. (“CORA”). Responses to this RFI are subject to public disclosure by the City pursuant to CORA and City ordinances. Confidential or proprietary information should not be included in your response to this RFI.
