1. Reason for Change: Additional services not included in original scope and fee.
2. Description of Change: Enginuity is tasked to complete the Selected Plan for the Foothills Basin
based on the hydrology update they completed in April of 2020. The consultant will use the updated
hydrology from 2019 to identify problems areas in the basin and provided engineering solutions to
these flooding problems. The identified alternatives will be vetted through the public process
including Water Board to determine the selected solution. These solutions will be presented in a
Selected Plan report as part of this Master Plan update. The attached scope provides all the details
of the work order.

Scope of Work
Foothills Basin CIP Update
Introduction
The purpose of this project is to provide a Selected Plan Update the Foothills Basin within the City
of Ft. Collins. This project is an add onto the Foothills Basin Hydrology update work performed by
Enginuity (Engineer) in 2019.
Scope of Work
The following narrative provides itemized scoping tasks including specific work products to be
provided by Enginuity Engineering Solutions, LLC (Enginuity), hereafter referred to as ENGINEER,
as well as assumptions related to the proposed work. Attached is a manpower estimate that
presents hours and costs associated with each task.
TASK 1 – PROJECT MANAGEMENT
The following tasks will be completed as part of the overall management of the project.
1.1 Project Management. ENGINEER will prepare and submit monthly progress reports and
invoices to the CITY. A written summary of progress presented as percent complete for specific
work tasks will be included with the monthly invoices. Project manager will coordinate with the
CITY and project staff to ensure that project meets schedule, budget and quality control
constraints.
1.2 Coordination and Progress Meetings. ENGINEER will attend up to 5 progress meetings with
the CITY during the estimated 6 month project duration. It is anticipated that these meetings will
likely be held virtually as conference calls or online video meetings, but in-person meetings are
not excluded depending on future social distancing guidelines addressing the 2020 COVID-19
pandemic. The work plan associated with this task is based on attending one monthly progress
meeting via conference call.
1.3 Stakeholder Coordination. No hours have been assigned to this task. If needed, scope will
be negotiated at a future date.
1.4 Other Direct Costs. No budget has been assigned to other direct costs for this scope of
work.
TASK 2 – Master Planned Improvements and Problem Identification Update
The following tasks will be completed to update the Master Planned Improvements for Foothills
Basin based on previous hydrology updates, the original selected plan from 2003, and problem
identification areas from the 2019 work.
2.1 Obtain and Review Related Reports. ENGINEER will obtain and review all relevant reports to
fully understand the previous planning studies and selected improvement plans.
2.2 Develop Drainage Alternatives at Selected Locations. ENGINEER will develop drainage
solutions and alternatives to correct problem areas that have been identified in 2019 as
potentially not meeting City Drainage Criteria. The 2019 report identified nine different problem
areas that need further evaluation. The Engineer will compare the updated hydrology with City

Criteria for drainage capacity and develop solutions that would correct the drainage deficiencies.
For each problem area, up to two alternatives, as practicable and feasible will be evaluated as part
of this effort. These will then be classified by cost and sorted into maintenance or capital
improvement projects.
2.3 Address Water Quality Elements and Incorporate into the Selected Plan. ENGINEER will
update and or add to the basin water quality plans and water quality elements. Water quality
plan will include stream locations that could be restored to open channel from pipe, locations for
water quality enhancement, capture, storage, and or natural treatment of stormwater. Water
quality elements and locations will be presented in the updated Selected Plan Report for the
Foothills Basin.
2.4 Update the 2003 Selected Plan Elements and Costs. Engineer will review and update the
2003 selected plan. Engineer will compare the original plan elements with updated hydrology
from the 2019 study. The plan will then be compared, updated, or modified as needed to reflect
2020 costs and future Master Planned improvements.
2.5 Online Website/Story Map Development. Engineer will develop a web-based version of the
Selected Plan Report using ESRI’s Story Map software and hosting services to present GIS based
information regarding existing infrastructure, drainage and stormwater problems within the basin,
and proposed solutions and improvements. An HTML website will also be created for the
Selected Plan to provide information about the planning process, previous efforts, and the
updated plan itself. The website will allow for public input and comments to be collected in
reaction to the selected plan. This effort will be supported by a web-developer for the HTML
website as well as a landscape architect for supporting graphics that may be needed to visualize
proposed improvements.
2.6 Updated Selected Plan Report. ENGINEER will provide a Selected Plan Update, that
updates the selected Master Planned improvements the Foothills Basin.
Design Criteria and Standards
All planning and conceptual design will be based on current City of Fort Collins criteria.
Quality Assurance/Quality Control
ENGINEER will perform QA/QC on all analysis and for all documents formally submitted to the
CITY. The five-step process outlined in the Enginuity Quality Control and Assurance for Projects
(QCAP) will be followed.
Schedule
It is anticipated that this project will have a duration of six (6) months from NTP.
Work Products and Deliverables
Completion of the scope will result in the following work products:
Drainage alternatives for locations that appear to be undersized including associated
narrative and figures as appropriate to describe solutions.
Existing and proposed Water Quality opportunities for the basin.
Updated Selected Plan Report of the Master Planned improvements for Foothills Basin.

Invoicing
ENGINEER will prepare and submit monthly invoices to the CITY. A written summary of progress
presented as percent complete for specific work tasks will be included with the monthly invoices.
EXCLUSIONS/LIMITATIONS
This agreement is for site-related improvements as defined in this scope of work. Should
additional improvements be required beyond the original scope of work, design of those
improvements will be the subject to a separate agreement or addendum. Furthermore, this
agreement does not include services for:
Utility potholing.
Permit Application Fees.
Geotechnical evaluation
Project surveying services (to be provided by CITY)
Design for utility relocation (need to be determined)
Service for the design of pumps for storm water, water supply or sanitary sewer.
Construction management or observation services.
