(4) pages are hereby accepted and incorporated herein, by this reference, and Notice to Proceed
is hereby given after all parties have signed this document.

WORK ORDER SCOPE OF SERVICES
CPRW has received funding through Colorado State Forest Service’s Forest Restoration and
Wildfire Risk Mitigation (FRWRM) to reduce wildfire hazard on a private land parcel on the
South Fork of the Poudre River. Funding from the City of Fort Collins will support completion of
this project.
The project area consists of one 160 ac parcel owned by the Lazy D Ranch (Figure 1). Values
at risk include drinking water, as the adjacent South Fork of the Poudre River is a major drinking
water source for the cities of Fort Collins and Greeley. The CO-WRAP drinking water risk layer
indicates that 42% of the parcel area is a -6 or worse on the drinking water risk index, with the
entirety of the parcel ranking an 8 out of 10 in drinking water importance. CO-WRAP also shows
that 54.4% of the parcel in question has a modeled flame length of greater than 4 feet, meaning
that moderate to extreme fire behavior under wildfire conditions could lead to most of the parcel
being undefendable by wildland firefighters. The project site is also adjacent to a proposed
28,095 acres US Forest Service forest restoration and fuels thinning planning area.
A site visit conducted by CPRW & USFS personnel indicated that tree densities were well in
excess of historic, pre-fire suppression conditions, with small diameter ponderosa pine &
Douglas-fir invading previously more open areas. Historic tree density was evaluated by looking
at remaining old trees & stumps, as well as by comparing historic aerial photos to current
conditions. Excess density has led to mountain pine beetle infestation & areas of mistletoe
infection, as well as to canopy conditions that would propagate extreme wildfire behavior such
as torching and crowning. The project area includes areas of conifer encroachment on aspen
groves, & much dead & down fuels.
Finally, the Northern Colorado Fireshed Collaborative has, in its project planning meetings,
identified the South Fork area as an important area in which to expand forest restoration
treatments, and to leverage existing USFS forest thinning and prescribed fire plans with nearby
restoration projects on private lands.
We anticipate subsequent funding will be applied on units 2 and 3 on this parcel, continuing on
to other parcels on the Lazy D Ranch that have elevated wildfire and drinking water risk. The
project will enable CPRW to begin community outreach in this area, recruiting nearby
landowners to engage in fuels reduction projects.
Project operations would address these problems by reducing live tree densities to levels nearer
historic norms, as well as removing a majority of dead and down fuels. This project will start with
thinning fuels on unit 1. The current treatment plan is to prioritize whole tree removal. CPRW will
contract with a forest operator to use heavy equipment for the fuels thinning and fuels removal.
City of Fort Collins funding will be primarily applied to contractor costs and some CPRW
overhead.
