The scope of work is presented in the following tasks:  Task 02.PM – Project/Program Management  Task 02.A – Meetings/APDS Coordination  Task 02.A – Surveying  Task 02.G – Geological/Geotechnical Investigations  Task 02.H – Hydrologic Analyses  Task 02.D – Dam Alternatives Development  Task 02.C – Site Development Alternatives  Task 02.P – Permitting Support Scope of Work Task 02.PM – Project/Program Management Objective: Manage the work order budgets, develop invoices summarizing the past months work, manage subcontracts, and maintain AECOM design schedule. Project Schedule Development, Maintenance, and Reporting AECOM will develop a detailed project schedule using MS Project to manage the AECOM Team’s efforts. The schedule will be updated as needed or otherwise required. Schedule status will be reported to the City on a monthly basis by electronic schedule updates as a part of invoicing or posting to the porjet Teams site.. Deliverables:  Initial and monthly project schedule updates in electronic (.mpp) format Budget Monitoring and Reporting The detailed project schedule will be cost and resource loaded by task, allowing AECOM’s PM to monitor actual project progress by task against the scheduled progress. Each task budget will be updated on a weekly basis and reported to the City on a monthly basis as a part of invoicing. Deliverables:  Monthly budget updates with invoicing Invoicing and Progress Reporting AECOM’s Project Manager will submit an invoice monthly for work accomplished during the previous month. The invoice will be accompanied by a project budget and schedule status report. The accompanying budget status report will indicate the level of completion for each task through the end of the invoice billing period. Deliverables:  Monthly invoice  Progress report Subcontract Management AECOM will develop subcontracts consistent with the contract between AECOM and the City. The subcontracts will include scope, budget and schedule as pertinent to the subcontracted services. The subcontracts will also address subcontractor responsibilities, related quality assurance, and Health & Safety. Deliverables:  Subcontract invoices submitted with AECOM monthly invoice Task 02.MTG – Meetings/APDS Coordination Objective: Conduct workshops at key project milestones to facilitate evaluation of alternatives from an engineering, construction, operations, and permitting perspective (economic and environmental), including the integration of social-related items to support a TBL approach. Coordination Meetings AECOM will attend project meetings to discuss project progress. The meetings are anticipated to be a mix of face-to-face meetings and internet based meetings. AECOM will develop an agenda and provide meeting notes for each meeting. AECOM will also provide access to a web based service for conducting internet based meetings. Assumptions:  Up to two (2) AECOM Team members attending eighteen (18) 2-hour face-to-face meetings in Fort Collins  Up to two (2) AECOM Team members attending thirty-six (36) 1-hour internet-based meetings  Three (3) 1-day workshops attended by up to two (2) AECOM Team members  One (1) 2-day workshop attended by up to six (6) AECOM Team members Deliverables:  Meeting agenda  Meeting minutes Workshops AECOM will support the City with facilitating and participating in four (4) Halligan Water Supply Project (HWSP) Team workshops. Three (3) 1-day workshops will focus on key technical areas and provide an opportunity to coordinate key project details prior to fully developing the alternatives. A spreadsheet will be developed to rank/score the alternatives based on the factors identified during the workshops. Deliverables:  Presentation materials for alternatives (drawings, PowerPoint presentation, maps, etc.)  Updates to Action Items and risk register, as appropriate  Spreadsheet for alternatives ranking/scoring Task 02.A – Surveying Objective: Establish a control network and prepare base map and topography of the dam site for Engineering through Construction. Local survey will also be performed for the existing Highway 287 east access, west access, North Poudre Irrigation Company (NPIC), Calloway, and Clock House Diversion Structures. Through the use of static survey data, AECOM subcontractor, King Surveyors, will establish a control network consisting of six (6) monuments and baselines for accurate and precise control. The base map will be based on the proposed improvements for the HWSP and identified affected properties. Larimer County standards will be followed in identification of the affected parcels and due to the size and complexity of the survey a survey flight with a fixed wing aircraft utilizing Light Detection and Ranging (LiDAR) equipment will be utilized for development of topography. Following the LiDAR flight, conventional survey will be employed to ground-truth the data captured from the flight. Local survey at the NPIC, Calloway, and Clock House Diversion Structures will include the structure and the surrounding topography. Conventional survey will also be used for a detailed dam area topography, the State Highway 287 east access tie in location, and Poudre River as part of Tributary 1. Assumptions:  Complete access to all affected parcels in the vicinity of the project area  Access to launch a boat to perform bathymetric survey within one week of the Light Detection and Ranging (LiDAR) flight  Detailed survey of the abutments and tie-in of dam to the abutments will be performed during design  Private utility locates are excluded from this scope.  Tributary 1 topography will be based on 1’ contours from conventional survey. Tributaries 2 and 3 will use the LiDAR to establish 2’ contours.  The scope includes preparation of twenty (20) individual property descriptions and exhibits for properties or easements.  Survey of the existing dam monitoring points will be performed for the City to submit to the SEO. Deliverables:  LiDAR flight including 5.5 square miles of the project area  Basemap identifying the control network, utilities, boundaries, and easements  Topographic map including the reservoir floor Page 7 of 19 DocuSign Envelope ID: 10349F24-5127-44F1-8075-FB0EFD9EFCE8 Consultant Services for Halligan Water Supply Project (RFP 8796) Master Agreement Dated January 7, 2020 Work Order No. 02 – Exhibit A Page 4 of 11 Task 02.G – Geological/Geotechnical Investigations Objective: Provide engineering data on the condition and properties of the existing dam and foundation sufficient to evaluate alternative raise designs and assess passing the IDF, sufficient to complete preliminary design of a selected alternative. The overall approach to investigation of geological and geotechnical issues and conditions is a sequential program that builds on a baseline of data and adjusts the subsequent tasks to efficiently develop a characterization of the foundation and existing dam that is informed by each prior task. This approach will develop a wide ranging picture of the dam and foundation for the preliminary analysis of alternatives. The investigation stage will be implemented as follows: 1) geological mapping to focus the investigation in key areas of the right abutment shear zone and left abutment(initial mapping efforts are being completed under WO #1) ; 2) core drilling to characterize the foundation rock and shear zone in the right abutment and rock conditions especially in terms of erodibility in both abutments and at the downstream toe of the dam; and 3) geophysical investigations to further characterize the right abutment, downstream foundation and the existing dam. Mapping and geophysical surveying will also be performed at two (2) potential on-site quarry areas, with core drilling at a location in the potential west quarry area. Laboratory testing on selected rock core samples will also be performed. These Phase 1 investigations will support feasibility design and selection of major project features from among alternatives under consideration, and provide a basis for identifying and characterizing additional targeted Phase 2 investigations to support preliminary and final design. A Phase 1 field investigation and laboratory testing program will be developed in coordination with the HWSP Team to identify key geological and geotechnical conditions (including the condition of concrete in the existing dam) necessary to support the baseline engineering objectives. This will include preparing and submitting a subsurface investigation plan meeting the requirements of paragraph 7.3.3 of the 2020 SEO Dam Safety Rules and Regulations. The Phase 1 field investigation will include the following tasks, scheduled for implementation as shown on the schedule (Figure 1). o Task 02.G.1 – Final Geological Mapping o Task 02.G.2 – Site Investigations – Existing Dam, Quarry and Site Access o Task 02.G.3 – Mapping and Site Investigations – Diversion Structures (NPIC, Calloway, and Clock House) o Task 02.G.4 – Laboratory Testing o Task 02.G.5 – Phase 1 Geological and Geotechnical Data and Interpretive Report Specific activities associated with the Phase 1field investigations and laboratory testing are summarized as follows: Final Geological Mapping  Additional detailed geological mapping of existing dam abutments, potential rock quarry sites, and NPIC, Calloway, and Clock House diversion structures; assistance with technical ropes access will be used on steep portions of the right and left abutments of the dam and at potential quarry sites.  Utilize drone video coverage and available aerial imagery to support geological mapping. Site Investigations and Laboratory Testing Page 8 of 19 DocuSign Envelope ID: 10349F24-5127-44F1-8075-FB0EFD9EFCE8 Consultant Services for Halligan Water Supply Project (RFP 8796) Master Agreement Dated January 7, 2020 Work Order No. 02 – Exhibit A Page 5 of 11  SRT profiling at dam site (two (2) lines totaling approximately 580 linear feet [lf]), quarry sites (one (1) line each at two (2) quarry sites totaling approximately 460 lf), diversion structures (one (1) line each at the NPIC, Calloway, and Clock House diversion structures totaling approximately 300 lf)  Core drilling at two (2) potential quarry site (two (2) inclined HQ-size hole totaling approximately 90 lf with televiewing; a tracked drill rig would be used)  Core drilling at the right dam abutment and downstream toe utilizing a tracked drill rig (assume two (2) inclined HQ-size holes totaling approximately 310 lf with packer testing, televiewing, and P-S suspension logging in the hole at the downstream toe); complete holes as piezometers  Test pitting at the NPIC, Calloway, and Clock House diversion structures (one (1) test pit with a tracked excavator assumed to be contracted by the City)  Seismic tomography of left, right, and spillway sections of the dam (three (3) arrays each approximately 75 lf, totaling 225 lf); each array consisting of a hydrophone string on the upstream slope and a mechanical energy source (hammer) imparted on the downstream slope by a ropes- assisted technician  Core drilling into the downstream face at three (3) elevations at each of the three (3) seismic tomography arrays, for a total of nine (9) cores; cores will be 6-inch-diameter and up to 4 feet into the dam face  Geotechnical laboratory testing of rock core including: moisture content/density (six (6) tests), point load index (eleven (11) tests), unconfined compressive strength with elastic modulus and Poisson’s ratio (six (6) tests), petrographic analysis (three (3) samples, including optical microscopy and X- ray diffraction), silica alkali reactivity (three (3) tests), specific gravity and absorption (three (3) tests each), Los Angeles abrasion resistance (three (3) tests) and sodium sulfate soundness (three (3) tests) Geological Data Gathering and Geotechnical Data Report Seismicity  Compile relevant existing published and unpublished data (earthquake history, potentially active faults, prior seismotectonic/risk studies in the region, etc.)  Preliminary assessment of peak ground acceleration (PGA) based on U.S. Geological Survey National Seismic Hazard Maps Geotechnical for Design & Construction  Initial assessment of shear zone geotechnical characteristics as feasible based on site investigations described above  Preliminary estimates of foundation rock mass deformation modulus based on P-S suspension logging  Other key foundation rock geotechnical properties to assess potential foundation design issues (and quarry highwall design issues if an on-site quarry is planned) to be derived from field investigation results and initial testing of selected rock core  Properties to initially characterize the quality of rock from potential quarry sites as part of basis to select between on-site production and off-site import of aggregate  Conventional concrete properties to support assessment of potential structural analysis and dam raise design issues Page 9 of 19 DocuSign Envelope ID: 10349F24-5127-44F1-8075-FB0EFD9EFCE8 Consultant Services for Halligan Water Supply Project (RFP 8796) Master Agreement Dated January 7, 2020 Work Order No. 02 – Exhibit A Page 6 of 11 Foundation Design  Develop preliminary concept for shaping block in right abutment to address previously identified shear zone  Preliminary assessment of presence and characteristics of potential movable blocks  Develop preliminary estimates of foundation excavation depths and significant treatment (e.g., major faults/shear zones)  Conduct an initial assessment of abutment and foundation rock erodibility to support evaluation of overtopping existing dam as one of the spillway alternatives  Develop preliminary geotechnical parameters as input to initial dam design alternatives evaluation  Perform a preliminary assessment of need for or value of grout curtain and foundation drains Deliverables:  3D Geologic Model  Phase 1 Geological and Geotechnical Data and Interpretive Report (GGDIR): o Geological maps, photos, and drone video; o foundation and abutment drilling logs, and core photos; o packer test results; o geophysical profiles and logs; o logs and photos of cores extracted from downstream dam face; o geotechnical laboratory test results; and o narrative describing methods, results and preliminary interpretive geological and geotechnical findings. Task 02.H – Hydrologic Analyses Objective: Develop IDF and obtain concurrence by the SEO; complete H&H evaluations for passing the IDF that will be required to support feasibility level dam modification designs. Hydrology and rock erodibility evaluations will guide flood passage and potentially dam configuration alternatives. To support advancement of dam modifications to a feasibility level design, the tasks that follow will completed. o Task 02.H.1 – IDF/Frequency Flood Development o Task 02.H.2 – Hazard Classification/Dam Breach/IDA o Task 02.H.3 – Rock Erodibility o Task 02.H.4 – Wave runup evaluation o Task 02.H.5 –EAP/EOP Development AECOM will develop an understanding of the current reservoir operations. This may be developed as a reservoir stage-frequency study that shows the typical seasonal reservoir levels. AECOM will complete a frequency analysis for the AEP events more frequent than 1 in 100 for conceptual development of a water management strategy during construction. EAP Update and EOP Development AECOM will perform an annual review and update of the Halligan Dam EAP, which may include:  Updates to the dam descriptions to represent the revised dam configuration.  Verify contact name, number, and address listed in the EAP, and revising the information as necessary in the EAP document.  Replace the inundation maps in Appendix A with the most recent analyses results for the modified dam. AECOM will also develop an EOP for Halligan Dam, a companion document to the EAP that contains the dam and owner specific emergency planning components, and is used to guide the actions by the dam owner and State. Development of the EOP may include:  Using the Colorado State Engineer’s EOP template and tailoring it to Halligan Dam for items including the “Dam Incident Level Determination Guidance Table”, “Expected Actions”, “Site Logistics”, etc.  Incorporating the revised dam configuration in the new EOP such as for the dam plans in Appendix A.  Summarizing the new Dam Breach Study in Appendix C.  Incorporating the Critical Failure Mode Event Trees in Appendix F which are assumed to be available from the work leading up to the dam modifications. Assumptions:  Halligan Dam will be categorized with a high general hazard classification and an extreme hydrologic hazard classification under the 2020 SEO Rules.  AECOM will be provided native files of the existing EAP (Word, Excel, etc.) to make the edits.  Large scale changes to the EAP are not needed, i.e. updating to a new template or format.  AECOM will be provided dam specific information that may not be available to project team. Including detailed access descriptions to the dam and pertinent structures, equipment and materials availability and location, existing monitoring checklists, etc.  AECOM will attend meetings (3 people, 8 hours each) to provide the City general input and support on the topic of operations and maintenance including periodic inspections by the dam tender. This effort does not include the preparation of an O&M Manual. Alternatives to include an optimized cross-section (concrete/RCC) of the dam as well as an RCC only raise with minimum dimensions needed for construction equipment. Rock Erodibility Evaluation Rock erodibility evaluations will be completed based on the erodibility index premise developed by G. Annandale and presented in the book Scour Technology. Geological investigations will be used to characterize the rock of the abutments and valley floor to support erosion index parameter selection. Estimated rock erodibility index estimates will be compared with the streampowers associated with overtopping flows to estimate the likelihood and extent of potential erosion. Stability Analysis of Dam Foundation The preliminary engineering for the dam will require stability analyses of the existing dam and raise options to support selection of an alternative for final design. The work will be performed in the following sequence:  Evaluate available existing information on the dam and foundation  Develop a preliminary finite element model of the existing dam and foundation  Perform sensitivity analyses of the concrete and foundation properties to support a field investigation plan to refine critical material parameters  Develop ADSAS analyses to evaluate potential raise options and select alternatives that require further evaluation in ANSYS  Develop additional finite element models to evaluate the most promising raise options  Perform finite element analyses of the raise options to support selection of an alternative for detailed design Spillway Design AECOM will develop the hydrology to determine the IDF and more frequent floods (e.g., AEP events more frequent than 1 in 1,000). The spillway concept will be designed to pass the IDF and include an energy dissipation basin at the toe of the dam. A discharge curve will be developed for the spillway design and included in the drawing set. The spillway design will include a flood frequency analysis and discussion on how the spillway will perform during events with AEPs more frequent than that of the IDF. An erodibility analysis will be performed for the areas of unlined foundation at the abutments and downstream toe that would be influenced by floods. Any additional slope protection or lining will be proposed based on the findings of the erodibility analysis. Outlet Works The initial work for the intake and outlet works will be to determine the condition of the existing features and the capacity to pass flows for the raised reservoir. The design capacity will be based on:  Downstream water requirements for City and other water owners  SEO dam safety criteria to lower the top 5 feet of the raised reservoir in no more than five (5) days This information will be used to determine if the existing outlet works can be utilized for the raised reservoir. AECOM assumes the requirement for multi-level intakes, fish screens, and/or fish nets will be determined in later design development and these will be incorporated, as necessary. These features are not necessary as part of the dam raise but may be determined by the City to be necessary at some stage during operation of the reservoir. Lastly, AECOM will work with the City and the contractor to review constructibility considerations with respect to the outlet works construction. Up to three outlet works alternatives will be developed at a conceptual level for the City to consider. Electrical, Instrumentation, and Controls Review existing power infrastructure with the intent to support construction and post construction needs including on-site aggregate production. Identify options for future instrumentation and controls to facilitate identification of additional infrastructure needs. Assumptions:  City’s contractor will develop pricing for various alternatives to support alternatives workshops. Deliverables:  Conceptual design drawings for up to three (3) different dam and spillway layouts  Conceptual design drawings for up to three (3) different outlet works alternatives  Alternatives memo summarizing design criteria/assumptions and preliminary engineering analyses. The final memo will incorporate the screening analyses and other decisions related to selection of the preferred alternative. Task 02.C – Site Development Alternatives Objective: Improvements to the existing road network will need to be performed to support construction activities including mobilizations, quarry development, material hauling and staging, and support of temporary offices. Develop alternatives for replacing the NPIC Diversion Structure. Evaluate existing road profile and prepare up to four (4) total access road corridors (two (2) access road corridors from the west and two (2) for access from the east) for workshop discussions with the contractor. The purpose of the workshops is to quickly identify alternative corridors and optimize the profile and cross section so that a cost-benefit analysis can be performed on acquisition of the property or easement before the Final EIS is complete. Changes to the access road or the corridor location may require amendments to the Final EIS. Engage the county and CDOT for general input on their requirements and desires.
