(LTE) (a proud member of WSP USA Inc. [WSP]) is pleased to submit this proposal to the City of Fort Collins (the City) to complete final visual and air clearances of the roof of the building located at 212 Mountain Avenue, Fort Collins, Colorado (Site). LTE understands the City intends to renovate and replace the roof of the building. The City has indicated the roof with an asbestos-containing layer will be removed in four sections by a general abatement contractor (GAC) and will require four separate clearance events. Final visual and air clearances will be completed once all ACM within each containment area has been removed. SCOPE OF WORK LTE proposes to conduct the following Scope of Services. Air Monitoring and Clearance Upon completion of abatement activities by the GAC, LTE will provide a Colorado Certified Air Monitoring Specialist (AMS) to conduct a final visual and air clearance monitoring via transmission electron microscopy (TEM) of the containment areas. Final air clearance samples collected will be submitted to Reservoirs Environmental, Inc., in Denver, Colorado (Reservoirs), for laboratory analysis. The results of the sampling will be compared to the maximum allowable asbestos level (MAAL). If all samples collected are found to be below the MAAL or 70 structures per square millimeter (s/mm2 ) per sample, the work areas will be deemed ready for re-occupancy by the public and/or other contractors. If the MAAL is exceeded in any of the five air samples within the abatement work area, the contractor will be required to re-clean the work area and an additional final visual inspection and air clearance will need to be completed. The final visual and air clearance monitoring will be conducted in accordance with CDPHE-AQCC Regulation 8, Schaefer, M. The report will provide a summary of our field inspections, final visual clearances, and analytical results of the air clearances. COST ESTIMATE The cost estimate for the final visual and air clearances is estimated on a time-and-materials basis and is approximately $7,747. The work will be completed per RFP 8631 Environmental Services Contract. LTE can initiate work with the issuance of a work order issued by the City of Fort Collins. ASSUMPTIONS Based on the Scope of Work, LTE has developed the following assumptions: • Scheduling can be arranged with the GAC and the City as to determine when the final visual and air clearances will be done, and that LTE will be provided 24-hour notice prior to needing to be on-site; • Each clearance event will require approximately 8 hours, which includes travel to and from the site and sample drop off; • Electricity will be supplied by the City or GAC to LTE to complete the air sampling; • Four roofing sections will require final visual and air clearances; • Final air clearance monitoring will be conducted with TEM samples and submitted on rush turn-around-time; • Each containment will be cleared with 5 air samples, 1 trip blank, and 1 field blank; and • Each containment will only require one final visual clearance and one round of final air clearance sampling, additional clearance sampling will be billed based on time and materials.
