RE: City of Ft. Collins L-Path Wetland Delineation and U.S. Army Corps of Engineers (USACE) Permitting
Coordination.

Thank you for the opportunity to assist with evaluating and facilitating potential USACE permitting needs for the
L-Path project in Ft. Collins, CO. DHM understands that the City of Ft. Collins has requested that ICON
Engineering evaluate and document potential aquatic resource impacts from the L-Path projects in support of
compliance with the Clean Water Act and associated 404/401 permitting. We are pleased to present the
following project specific scope and fees for the project.
Task 1 – Desktop Analysis: DHM Design Ecological Services Staff will conduct a comprehensive desktop analysis
to review and asses the following environmental review items in support of identifying appropriate USACE
permitting mechanisms.
- Existing mapped wetlands or riparian habitat located within the project area
- U.S. Fish and Wildlife (USFWS) Threatened or Endangered Species (T&E) Habitat
- State Historic IIIII Preservation Cultural and Historical Resources
- Colorado Parks and Wildlife Species Activity Mapping
- Current and historic aerial imagery
Task 1 Fees: $515.00
Task 2 – Aquatic Resource Delineation: DHM Ecological Services staff will complete a thorough aquatic resource
delineation in accordance to the 1987 Regional Supplement to the Corps of Engineers Wetland Delineation
Manual: Western Mountains, Valleys, and Coast Region (Version 2.0). DHM will complete a field site visit to
identify and field locate all aquatic resources including pre-jurisdictional wetlands, Waters of the U.S., and
riparian habitat within the project area. Using a handheld Trimble GPS unit and external GSNN receiver, DHM
will accurately map and clearly flag all aquatic resources on site. DHM will collect additional field data required
for USACE coordination including site photo documentation, vegetative species lists and other necessary
qualitative and quantitative data.
Task 2 Fees: $ 1,405.00
Task 3 – Aquatic Resource Delineation Report: DHM will process and analyze data collected in the field and
prepare an aquatic resource delineation report in accordance to USACE guidance. The report will include an

evaluation of the quantity and quality of the aquatic resources within the project area. Mapping and photo
documentation will be completed per USACE Standards for Aquatic Resource Delineation reporting. DHM will
review the findings of the report and evaluate potential permitting requirements with the project team prior to
any agency coordination or submittal. DHM will then finalize the aquatic resource delineation report in
preparation for USACE permitting coordination.
Task 3 Fees: $2,430.00
Task 3 Deliverables: Two (2) Aquatic Resource Delineation Reports (Hardcopies), Digital copy of report, GIS
shapefiles and AutCAD delineation data.
Task 4 – USACE Permit Coordination/NWP Self Verification Documentation: DHM will coordinate on behalf of
the client with USACE to understand required permitting needs for the project. If it is determined by USACE that
impacts to aquatic resources from the project are minimal and do not require a Pre-Construction Notification
(PCN), DHM will produce a Memorandum of Understanding for utilization of NWP self-verification. This memo
will include written correspondence from USACE verifying this approach. DHM will collate all project
documentation necessary for the project record.
Task 4 Fees: $1,750.00 (JR 6, JA 6, SE 2)
