Service Provider agrees to perform the services identified above and on the attached forms in
accordance with the terms and conditions contained herein and in the Master Agreement between
the parties. In the event of a conflict between or ambiguity in the terms of the Master Agreement
and this Work Order (including the attached forms) the Master Agreement shall control.
The attached forms consisting of five (5) pages are hereby accepted and incorporated herein, by
this reference, and Notice to Proceed is hereby given after all parties have signed this document.

WORK ORDER SCOPE OF SERVICES
OBJECTIVE
Service Provider will continue to support the City of Fort Collins Utilities (Utilities) deployment of
the Home Energy Score program with ongoing deployment and development of the Green
Building Registry® (GBR) along with training support to the appraisal and real estate
communities.
OUTLINE
1. Service Provider will provide existing training curriculum to support Utilities’ development of
three training modules, as described below, to be delivered by Utilities’ (or an approved
instructor) via in-person trainings as coordinated with City Staff. Trainings will provide continuing
education and networking opportunities between professionals, as well as to support and grow
the EPIC Real Estate Ally network. Service Provider will also secure the Colorado DORA
Continuing Education (CE) approval for each class.
2. Provide ongoing use of GBR including administrative access, help desk support for 2020,
ongoing communication with IRES, and updates to other data sources as they are available.
3. Pursue ongoing consulting to the IRES real estate community and administration in an effort
to integrate the GBR API into their system in order to move EPIC certificates into the housing
market.
4. Develop the ability for GBR to produce the first page of the Appraisal Institute Residential
Green and Energy Efficient Addendum auto-populated with data contained within the platform.
DETAIL OF PROPOSED WORK
Task 1
Leverage existing Service Provider curriculum to support the development of one 1-hour training
module for real estate professionals on Solar PV & Energy Efficiency Upgrades to be delivered
by Utilities and identified Co-Instructors from the local real estate community. Training will
consist of the majority of new information on energy efficiency and solar home upgrade
opportunities (roughly 75%) and approved Utilities and EPIC Certification information (roughly
25%).
Measurable Outcomes:
• Provide existing Service Provider curriculum (presentation, supporting resources) and
marketing messaging templates (training page, email blasts) for ‘Making Savvy Home
Energy & Solar Upgrades’ 2-hour training.
• Gain CE approval on behalf of Fort Collins from Colorado DORA.
• Delivery Timeline: February 2020
Task 2
Leverage existing Service Provider curriculum to support the development of one 2-hour training
module for appraisal professionals on Energy Efficient Home Valuation to be delivered by
Utilities and identified Co-Instructors from the local Real Estate community. Training will consist

of majority of information on Energy Efficient Home Valuation (roughly 75%) and approved
Utilities and EPIC Certification information (roughly 25%).

Efficient Homes’ 7-hour training.

Task 3
Leverage existing Service Provider curriculum to support the development of one 1-hour training
module for real estate and appraisal professionals as a Guided Home Tour of energy upgrade
projects (on-site walk through demonstrations of homes that have received EPIC certificates
and Efficiency Works – Homes (EWH) upgrades) to be co-led by instructors and energy
efficiency contractors. Training will consist of the majority of new information on energy
efficiency and solar home upgrade opportunities (roughly 75%) and approved Utilities and EPIC
Certification information (roughly 25%).
Measurable Outcomes:
• Provide existing Service Provider curriculum (attendee handouts and worksheets, tour
structure document) and marketing messaging templates (training page, email blasts) for
‘Energy Efficient Home Site Visit’ 2-hour training.
• Gain CE approval on behalf of Fort Collins from Colorado DORA.
• Delivery Timeline: April 2020
Task 4
Service Provider will provide consulting services and subject matter expertise to support
Utilities’ development of new training content and/or the education series as a whole. Utilities
will have the opportunity to request support, curriculum revision, and/or train-the-trainer
services.
Measurable Outcomes:
• Support services for Utilities’ development of new training content and/or the education
series as a whole
• Delivery Timeline: January-December 2020
Each parties’ rights and responsibilities that pertain to activities under this Work Order:
Service Provider will provide the following services and deliverables:
• Grant Utilities the non-exclusive right to utilize Service Provider intellectual property in
the form of existing training curriculum modules.
• Provide existing Service Provider training curriculum to support Utilities’ development
and delivery of three training modules.
• Provide ongoing training consulting services and support at the request of Utilities.

Utilities will provide the following services and deliverables:
• Acquire and retain ownership of all curriculum modules as works made for hire, and will
not transfer, sublicense or permit any third party the right to own any of the Service
Provider’s intellectual property in whole or in part, without the prior written approval
of Service Provider.
• Provide curriculum review and feedback requests in order to ensure information and
standards are in alignment with existing EWH program administered by Platte River
Power Authority (PRPA).
• Develop and integrate training curriculum specific to Utilities’ programs and offerings.
• Identify key local real estate professionals, with appropriate energy efficiency knowledge
to instruct the trainings under the direction of the Utilities Project Manager.
• Promote and advertise trainings to relevant Fort Collins stakeholders.
• Process participant registrations, provide confirmation emails, reminders and clear
instructions for attendance, administer and delivering trainings, and assure satisfactory
participation.
• Secure training venue and catering reservations.
• Earn CE course approval for real estate agents and appraisers with Colorado State
licensure boards and deliver certificates of attendance and CE reporting.
• Organize and coordinate training delivery.
• Create mechanisms for a continuous feedback loop with target audiences implement
content.
• Provide Service Provider with training delivery statistics that include the date of training
delivery, training duration, and number of training participants.
Task 5
The GBR will further its license to Utilities for the period of April 15, 2020 through April 14, 2021.
The following will be included in providing the SaaS GBR platform:
• Ongoing delivery of both initial and final EPIC Certificates based on the approved
Utilities scorecard design by providing a permanent URL with public/private tagging
functionality.
• Ongoing technical and Help Desk support to Utilities administrative and assessor staff.
• Ongoing population of additional data relevant to the City of Fort Collins territory
including RESNET HERS® Indexes, USGBC, EPIC Certificates, and City solar data.
• Notation of all Utilities green home data in GBR on the GBR public searchable website
us.greenbuildingregistry.com. This display will be appropriately detailed based on the
type of data and the public/private signifier related to that home.
• Delivery Timeline: April 2020 - April 2021
Task 6
Ongoing consultation and support for an inevitable integration of GBR data with the IRES MLS
including the following:
• Continued outreach with senior members of IRES MLS to discuss logistics and timing
related to connecting to the GBR API or an initial bulk data share.
• Outreach to key influencers of the Fort Collins Board of Realtors, NAR, and data
partners that could help to advance the delivery of City of Fort Collins green home data
to the real estate market.

• Collaboration with Fort Collins Board of Realtors to deliver an information webinar that
demonstrates the features of GBR and the data it contains that could be moved utilizing
RESO fields to the IRES MLS.
• Delivery Timeline: April 2020 - April 2021
Task 7
Development to generate the Appraisal Institute Residential Green and Energy Efficiency
Addendum from GBR:
• Build the PDF framework to replicate the first page of the Form 820.06 to accept data
inputs from GBR. The final first page PDF will be generated as a permanent URL just
like the HES content already contained in GBR.
• Coordination with the Appraisal Institute to verify the portion of the addendum GBR will
produce and gain their approval.
• Develop the endpoint mapping, public/privacy functionality, and triggers for generating a
permanent URL that generates a Green Addendum from GBR.
• Coordinate final workflow of Green Addendum generation with City of Fort Collins to
meet the requirements of their program.
• Provide webinar training on how to generate green addendums
• Include guidance to appraisers on generating a green addendum from GBR in the
Appraisal Training curriculum.
