This work will follow our hydraulics update for the watershed. As discussed, this work will be collaborative with many stockholders located within the watershed, including Larimer County, private developers, CSU, ditch companies, and active property owner groups. The master plan is also intended to be visual in nature to assist in graphically displaying the potential alternatives and improvement plan. We have engaged DHM Design to assist in project planning, community engagement, and the presentation of the project plan. ICON shall consider the previous work completed as the basis for developing alternatives for the project. Analysis shall be developed considering existing and proposed land use, existing and proposed drainage infrastructure, known and identified flooding problems, stormwater quality enhancement, right-of-way requirements, existing documented wetlands and riparian zones, and project costs. Alternative plans shall be developed considering criteria and policies of the City of Fort Collins, Larimer County, and applicable state and federal regulations. With baseline hydrology and hydraulics data previously completed, this scope of work reflects the remaining mitigation planning efforts for the project area, focusing on: development of alternatives, development of a scoring matrix to assess alternatives; benefit cost analyses, development of project recommendations, public process support, mitigation plan write-up, and development of visual renderings and conceptual design drawings. As part of the mitigation planning efforts, outreach will be made with through a design charette held in February along with targeted stakeholder and agency meetings. Our proposed scope of services is outlined below: SCOPE OF SERVICES 1.0 Meetings, Data Collection and Site Visits ENGINEER shall meet initially, and approximately monthly thereafter with the CITY, and other interested parties. Meetings and coordination shall include: 1. Up to eight (8) in-person progress meetings or conference calls; 2. Charette stakeholder meeting 3. Up to two (2) agency meetings 4. Page 2 of 3 I:\Proposal\~2019\19-PRO-041_Fort Collins West Vine\West Vine Basin Selected Plan Proposal ICON.docx 2.0 Alternatives Analysis ENGINEER shall review previously alternatives and develop new alternatives focusing on the following key items for the watershed: Life Safety, including reduction in flood risk to existing homes, schools, and critical facilities; Property Damage Mitigation; Water Quality Enhancement; Habitat Protection and Restoration; Recreation Opportunities; and Transportation needs. ENGINEER shall perform an initial screening to identify the most applicable alternatives and remove the most unfeasible or undesirable alternatives. Remaining alternatives will be evaluated based on: Costs (including benefit to cost ratio and operation/maintenance costs); Public Opinion/Community Acceptance; Project Resiliency and practicality. Alternative selection will be made with input from City Staff, impacted property owners, and the general public as appropriate for this project. Alternatives development and selection will be summarized in the alternatives report chapter of the master plan. Key deliverables include: 1. Concept Alternative Development Figures 2. Hydrology and Hydraulic Computations 3. Initial Alternative Screening 4. Selected Alternative Decision Matrix 5. Benefit vs. Cost Evaluations for Chosen Alternatives 6. Project Cost Estimating 7. Identification of a Recommended Plan of Improvements 3.0 Selected Plan Development Upon selection of the recommended plan by the City Staff, ENGINEER shall prepare a Selected Plan. Through support from DHM Design, the Selected Plan will be visual in nature with graphical displays for key project elements. Concept level grading and profile layouts will be completed by the ENGINEER to support the plan development and confirm functionality of the plan recommendations. The final work products are anticipated to be: 1. Report Section describing proposed plan, implementation & phasing 2. Identification of property acquisition requirements and needs for implementation 3. Graphical overview of Selected Plan 4. Plan and profiles (graphical plan) with concept engineering profiles 5. Depiction of proposed changes to the regulatory floodplain 6. Final anticipated project costs 7. Final H&H Evaluations 8. Misc. details and exhibits for channel restoration, water quality, structural improvements, etc. Time has been included for review and revision based on stakeholder input and comments. ASSUMPTIONS & EXCUSIONS Assumptions and Exclusions, which support our proposed Scope of Services and accompanying Fee: ‐ No permits or fees of any kind will be required or the Consultant’s responsibility. ‐ Environmental assessments will be limited to currently published information. A field review will not be performed. ‐ Scope does not include geotechnical studies to identify subsurface conditions or groundwater. DHM Design is pleased to provide the following approach, scope and fee. Fort Collins has identified a primary goal of developing a basin master plan that looks at integrating natural systems and natural channel design elements into natural looking drainage areas for storm water infrastructure. As we begin to strategize and look at the West Vine basin an early goal and strong preference has been identified for natural channel design and connectivity with ecological processes in the conveyance and treatment of storm water. DHM’s primary role will be to lead the planning efforts and review the drainage patterns and features within the Fort Collins West Vine Basin and identify opportunities for natural system designs and green infrastructure improvements. We understand these goals to be paramount to the success of the masterplan. Our team’s depth of experience in achieving key connectivity to natural channel design and ecological process intersection with storm water management planning is how we have been successful in the past for multiple communities. These communities are facing challenges of understanding a new era of storm water management that does not involve pipes and drains solely. It will be important to engage with all permitting and jurisdictional agencies such as the US Army Corps, flood control district, the City’s Floodplain Manager, the City, County, various ditch companies, CSU, various private property holders, FEMA and USFWS federal team members early on in the process. We want to engage with them to gain support on utilizing an ecological resilient approach to stormwater management and to gain any insights or feedback in proceeding with this vision. To be most successful this needs to be a highly collaborative process that identifies and aligns all goals with basin development into the master planning process. Our approach requires utilizing a vegetation matrix to support the design goals from both a physical flood conveyance requirement and a habitat requirement. Wetland mitigation will be reviewed as part of a Nationwide Permit to restore habitat along ponds and drainageway fringes. We will review all types and forms of approaches towards storm water management –even when vegetation seems impractical – we look for ways Page 8 of 13 DocuSign Envelope ID: 67781421-B2D484F5-8086-22A1-40B0-445B-8C8B-80CD-B3962F18E76B 6F8FD5064002 to incorporate structure and system elements that allow for connected water quality practices and opportunities. Our team approach will study the existing drainage system elements and the current hydraulic modeling performed by ICON in order to understand the restorative guidelines that would be required to keep the ecological restoration and hydraulic connection in context with the natural system. The first thing we do is identify in a strategic site analysis and planning effort – every area where opportunities exist to provide ecological and natural channel systems – not from just an engineering, hydraulic or physical site constraint approach– but from a natural channel, habitat, ecological, recreation, interpretive, and systems approach. The planning team will look at a combination of techniques to create natural solutions and a resilient floodplain through use of a combination of biological, mechanical, and restorative ecological structures to control erosion and stabilize soil. Bioengineered treatments can be used as a more comprehensive treatment for streambank, pond edge and floodplain restoration.
