OBJECTIVE The City of Fort Collins’ (City) and Colorado State University’s (CSU) goal in issuing this Request for Information (RFI) is to give respondents who are interested in entering into a contractual arrangement with the City and CSU an opportunity to exchange information with the City and CSU prior to the possible future issuance of a Request for Proposal (RFP). This RFI is intended to provide the City, CSU and respondents an opportunity to learn more about how each conducts business. The City and CSU are looking to obtain information from respondents who wish to submit a proposal to develop, install, own, operate and maintain a bike share program and possibly other shared mobility services in the city and on CSU campuses. The primary focus of this RFI is Bike Share, however the City and CSU are interested in hearing from vendors who operate other shared mobility services in addition to bike share. The program will build on the success of Fort Collins’ previous bike share programs, which began in 2008 with the Fort Collins Bike Library, and continue with the current Bike Share program (Pace Bike Share, managed by Zagster), which launched in April 2016, and ended in 2020. The City and CSU seek to ensure that Fort Collins’ bike share program provides the optimal bike sharing solution for the community and best achieves the program goals, including but not limited to expanded fleet size and increased system density, inclusion of electric-assist bicycles, equitable access, economic and environmental sustainability, and the capacity to complement and be integrated with other sustainable modes and shared mobility programs. The system will be owned and operated by the successful applicant for a minimum of one year, with a launch date as early as Fall 2020. Below are questions that respondents to the RFI must address (Note: It is not mandatory to respond to the RFI in order to submit a proposal for any future RFP): Please describe the following: 1. Provide examples of at least three (3) locations where you are currently operating bike sharing services (provide examples of similar size and scope to Fort Collins if available). Include specifics regarding fleet size, types of vehicles provided, and financing structure. If applicable, please include examples of communities where you are currently operating bike share and other shared mobility fleets (e.g., e- scooters). 2. With the evolving state of micromobility services during the COVID-19 pandemic, what changes do you envision in the coming years for the micromobility industry and how is your company positioned to remain a viable service provider? 3. Describe the system you would provide for Fort Collins including fleet size, types of vehicles proposed, service area, phasing, anticipated launch timeline, and the general concept for vehicle parking (e.g., stations, existing bike racks, etc.). 4. Please describe how you will provide bike share service with minimal management and financial contribution from the City and CSU. Explain the proposed financial structure for a robust bike share system, which may include grants, sponsorship development, revenue from user fees, vendor financing and other partner opportunities. If public or sponsorship financing is expected, please detail the costs associated with your proposed system. 5. Describe the staffing model for your proposed system for Fort Collins. Provide a detailed description of all shared mobility vehicles / services currently offered by your company (including pedal bikes, e-bikes, other adaptive bike options, e-scooters, ride-hailing and ridesharing etc.). If e-bikes are provided, please indicate the Class of e-bike and your process for recharging batteries. 7. Outline your process for deploying, charging, and redistributing your vehicles to ensure coverage where needed throughout the day. How do you manage improperly parked vehicles that are in need of service, inoperable, or abandoned? Provide your typical daily schedule for such operations. 8. Describe your plan for ensuring that your vehicles are properly and legally parked including utilizing geofencing to designate preferred parking areas. 9. Provide detailed information, including frequency/timelines, on the maintenance protocols for bicycles and any other equipment provided (e.g., docks, parking equipment, charging equipment) – for both routine and as-needed inspections and maintenance. 10. Describe your customer service plan and how you ensure a reliable, customer-centered experience that results in a high level of customer satisfaction. 11. Describe the types of outreach, marketing and engagement your company would provide to promote use of the system, ensure equitable access, and reach people with disabilities, older adults and traditionally underserved populations. 12. Describe the capabilities and the user interface of your app. Do you or are you able to provide an integrated multi-platform app where customers can pay for and use multiple modes? 13. Please describe the scope and specifications of data you will make available to the City and CSU. 14. Detail your proposed pricing structure including all membership options and discounted user fees (low-income rates, student memberships, corporate passes etc.). 15. Detail all payment options available to access your system, including how the system will be accessible to users who are unbanked, do not have a credit card and / or a smart phone. 16. Describe options that are available for users to sign up and check out your vehicles (e.g., key card access, app-based, station sign-ups etc.). 17. Please describe your assessment of Fort Collins and CSU as a bikeshare marketplace. 18. Please describe other innovative and / or sustainable aspects of your proposed system for Fort Collins. Respondents are also encouraged to provide any additional information that may be helpful in assisting the City and CSU in its market research. II. RFI FOLLOW-UP The City and CSU may invite some respondents to this RFI to participate in product demonstrations for the purpose of further information gathering. Product demonstrations will be held from 6/29/2020 – 7/3/2020. A City employee involved in the project will call selected respondents to schedule a demonstration. The meetings will be limited to two hours in duration and held virtually or at 281 N. College Ave, Fort Collins, CO. The one-on-one meetings are a chance for the respondent, the City, and CSU to exchange information and questions related to the City and CSU’s purchasing process and products and services available, as well as an opportunity to get to know each other (capabilities, needs etc.). The RFI one-on-one meetings will be an opportunity for respondents to discuss the needs of the City and CSU, informally. Respondents are not required to attend an RFI one-on-one discussion with the City and CSU. III. ADDITIONAL REQUESTED INFORMATION AND SUBMITTAL INSTRUCTIONS As part of the City’s commitment to Sustainable Purchasing, proposals should be submitted online through the Rocky Mountain E-Purchasing System (RMEPS) at http://www.bidnetdirect.com/colorado/city-of-fort-collins. Note: please ensure adequate time to submit proposals through RMEPS. Proposals not submitted by the designated Opening Date and Time will not be accepted by the system. RFI response submittals must be received by 3:00 p.m. (our clock), 06/22/2020 and referenced as RFI 9148. In addition to the information requested above, please include the following in your response: A. Company Information 1. Company name, address, website address. 2. Organization Type (Corporation, Subsidiary, Partnership, Individual, Joint Venture, Other). 3. The name and contact information (email, phone) of the company representative responsible for providing further information. 4. A brief overview of the company’s capabilities, experience and role in providing & implementing high quality bikeshare programs, including experience operating e-bike bike share programs. B. References Please provide contact information for at least three City governments with a university within its limits that have fully implemented your services. IV. SCHEDULE The overall schedule is estimated as follows: • Issuance of RFI: 6/1/2020 • Questions Due: 6/8/2020 • RFI Responses Due: 6/22/2020 • RFI Discussion Period: 6/25/2020 • Product Demonstrations: 6/29/2020 – 7/3/2020 V. This is ONLY a REQUEST FOR INFORMATION (RFI) and should not be construed as intent, commitment or promise to acquire the products and services presented by respondents. The City and CSU will not be obligated to any respondent as a result of this RFI. The City and CSU are not obligated for any cost incurred whatsoever by respondents in the preparation of the Request for Information. Confidential or proprietary information should not be included in your response.
