Quality Assurance / Quality Control Reviews • Perform QA/QC reviews of calculations, drawings and supporting documents. Key Assumptions: • Work will occur from January through around December of 2020. Deliverables: • Monthly invoices and progress reports. Task 200 – HTAWS Project Engineering Planning Phase General Project Coordination • Develop and maintain an on-going Project Issues and Action Item Log. • Respond to miscellaneous coordination issues including responses to phone calls and emails. • Respond to miscellaneous requests for information. Project Planning and Coordination Meetings (assume 12) • Attend project coordination meetings required to discuss project considerations and make decisions regarding the project direction, as well as general coordination of the project team. • Attend meetings with PVREA, Northern Water, property owners and others. • Prepare meeting agendas, handouts and documentation, and meeting minutes. Assist with Development of Project Schedule and Work Plan • Provide on-going input regarding the overall project schedule, as well as the work plan and project sequences. Assist with Development of Easements • Develop layout figures required to support survey and easement acquisition. • Provide background information and coordination as required to assist with survey work. Water Demand Analysis • Review water production data to determine anticipated water demands in the Fort Collins distribution system during October, and what level of water demand may be achievable with enforced water conservation measures. • Perform hydraulic modeling to determine the impacts of various water demands and finished water delivery strategies on the reservoir levels at the WTF. Water Distribution and Supply Figures • Prepare a water delivery strategy map showing water supply balances, including raw water to and finished water from, the Fort Collins, Tri-District, and City of Greely treatment facilities/distribution systems. Coordinate Potential Electrical Service with PVREA • Develop generator and/or permanent power requirements for the pumping system. • Submit power applications and supporting documentation to coordinate possible electrical power service at the Hansen Canal site. Key Assumptions: • For Collins will provide water demands/meter data for the Fort Collins WTF, and assist with collecting data from the water districts. Deliverables: • Decision/Action Item Log. • Meeting Agendas and Meeting Minutes. • Project documents including figures, power applications, and other similar documents as required. Task 300 – HTAWS Early Implementation/10% Design and Cost Estimating Support Analyze PVP System Hydraulics and FCV Operating Ranges • Evaluate and determine sleeve valve (FCV) operating limits and parameters, and verify operating pressure and associated pumping requirements. • Meet with plant operators to review and discuss operating conditions and required instrumentation requirements for delivering raw water into the plant, and flow splitting between the Fort Collins WTF and Solider Canyon WTP. Assist with Development of Pumping System Layout / Configuration • Develop a system layout and configuration drawing showing major layout, configuration, materials, and methods of construction. The drawing will indicate packaged equipment, site layout, piping configuration and interconnects, and general site/civil layout. Layouts will be developed for both a temporary and permanent pump station configuration. • Develop information regarding the potential connection of electrical power from the utility provider to the pumping system, and completion of a power one-line diagram. • Develop list of expected instruments and simple control description. Standard specifications will be used in support of early procurement documents, and are expected to become a standard for the City. Prepare Summary Technical Memorandum of Evaluations • Prepare a Draft Technical Memo summarizing project background, alternatives development and evaluation, design criteria, conclusions on configuration, and implementation considerations and plan. Submit the Draft Tech Memo for City review. • A meeting will be held with the City to review all comments, and determine how the comments will be resolved in the Final Technical Memo. • Comments received from the City will be incorporated into the Final Technical Memo. Key Assumptions: • The need for geotechnical work will depend on where and how the pumps are to be mounted, and on whether a concrete pad is needed for mounting the pumps. Geotechnical costs are not included in the proposal. • Draft Memorandum to be submitted by December 20P th P, 2019. • Final Memorandum will be prepared within 10 working days of holding review meeting with City staff. Deliverables: • Pumping system layout and configuration drawing for both temporary and permanent pumping facilities, showing major layout, configuration, materials, and methods of construction. • Draft copy of Technical Memorandum (one electronic and three hard copies) • Final copy of Technical Memorandum (one electronic and three hard copies) Task 400 – Design, Construction Observation and Startup Assistance Design and Construction Phase Coordination Meetings (assume bi-weekly for 9 months) • Attend project coordination meetings required to discuss project considerations and make decisions regarding the project design, as well as project sequences and procurement of materials, and independent cost estimation reconciliation meetings. • Prepare meeting agendas, handouts and documentation, and meeting minutes. Prepare Design Drawing Package / Procurement Documents • Assist with development and/or review of calculations to support definition of materials for connections to the 67-inch pipeline. • Develop drawings and specifications for long lead time materials required for an early construction period. • Design drawings are expected to be 6-7 sheets long and include pipeline and system configuration, general civil grading and improvements, callouts for materials, details of a concrete equipment pad (if required), and construction details. Construction Phase Field Observation • Field assistance during construction to help coordinate between the engineer and contractor, including interpretation of the design drawings, coordinating responses to Contractor questions, and confirming installation is consistent with the design documents. • Construction progress documentation including photos and daily construction logs. Startup and Testing Assistance • Assistance during startup and testing of the pump station, including operational assessments and advising. It is anticipated a majority of the time for this task will be spent on-site. Operational Assistance in the Event the Pump Station is Placed in Service • Assistance during operation of the pump station in the event the pump station is used, including operational assessments and advising both in the field and in the office. Key Assumptions: • Assumes bi-weekly meetings for a nine month duration. • The drawing package is expected to include 6-7 drawings. • A building permit will not be required for the temporary pumping facilities. • Field construction observation services are estimated assuming 16 hrs/week for 20 weeks of construction time. Deliverables: • Meeting Agendas and Meeting Minutes. • Ten hard copies of the construction design drawings. • Daily construction photos and observation logs.
