SCOPE OF WORK
FOR
POUDRE RIVER DOWNTOWN PROJECT
REACH 3, PHASE I – EXTENDED CONSTRUCTION ASSISTANCE FOR MAY TO OCTOBER 2019
The following scope of work and accompanying budget have been prepared to identify
additional construction assistance services, beyond those associated with the prior construction
assistance (CA) scope. In the approved CA scope (originally formulated in October 2018, revised for
2019 CA services in January of this year, and finalized in March 2019), it was assumed that ACE’s CA
services would be fairly minimal after April, and that BHA would provide limited re-design services for a
number of items. As construction has progressed and the City’s landscape design vision has evolved
regarding several items, additional construction support and design work have been requested that are
beyond the previous scope and budget. These additional services are outlined below. It is noted that
with each of these additional services, extra coordination is required to facilitate communication and
process submittals and RFIs. In addition, it was previously anticipated that construction would be largely
completed by early August, with the extension of final completion to early October, the CA effort has
been extended by approximately two months.
TASK 10B. CONSTRUCTION ASSISTANCE (MAY TO OCTOBER 2019)
Additional construction assistance during May through October 2019 will include the following:
(a) attendance by ACE staff at weekly on-site meetings from May through September;
(b) attendance by BHA staff at selected weekly on-site meeting from August through September;
(c) numerous site visits to either confirm or adjust sidewalk grades to site conditions, including:
formwork and edge treatments along the south river access walk; formulating a boulder edge
along the north river walk, including assisting the contractor with boulder selection at the quarry;
assessing the emergency access/trail entrance due to a contractor change to the grading plan at
the welding shop; providing a detailed design drawing for the emergency access/trail entrance;
providing a detailed design drawing for the western portion of the Vine Drive sidewalk and tree
lawn; and preparing a re-design of the emergency access/trail entrance to accommodate as-built
Vine Drive curb and gutter elevations at that location;
(d) participating in the bridge walk-through with the bridge supplier;
(e) assessing grade discrepancies at the boulder steps leading up to the north end of the bridge, and
formulating a solution;
(f) evaluating ADA and ABA access issues along a number of trails including development of optional
design adjustments to accommodate as-built conditions;
(g) assessing asphalt grading and potential utility conflicts at the welding shop, including preparation
of a detail design drawing to formalize the design intent and demonstrate final cover at each of
the recent utility pothole locations;
(h) evaluating the use of larger flap gates in the stormwater junction box than those that were
designed and submitted in shop drawings, including the investigation into alternative check valve
products;
(i) preparing several alternatives for addressing the gap in the wall cap for the south retaining wall,
including coordination with consultant team members and the contractor;
(j) participating in two project site walkthroughs prior to final completion to accommodate the final
construction and grand opening schedule; and
(k) inspection of late tree plantings expected to occur later in October.

Based on conditions encountered during construction, as well as landscaping vision modifications,
additional design revisions include the following:
(a) re-design of south bank electrical system to accommodate lighting for the art features;
(b) a second re-design of the south bank electrical system to revise the power source location;
(c) re-designing willow staking based on adjusted final grades along the riverbanks, including assisting
the contractor in re-staking the willow locations;
(d) substantial re-design effort for the park monument sign, including meetings, design details, site
plan for sign permit, and light selection and coordination;
(e) design services associated with the additional park sign at the parking lot;
(f) additional presentation graphics, construction details and coordination associated with the donor
sign, including research and preliminary graphics for the donor plaque;
(g) additional revisions to the temporary irrigation plan, including defining the extent of coverage,
preparing cost estimates, and coordination with consultant team members;
(h) Heritage Gateway Marker design services, including multiple coordination meetings with the City,
DDA, PHA, and the artist, as well as preparing site plan revisions and a revised grading plan; and
(i) re-design of several light pole bases to remain above groundwater levels which has been
encountered at a number of locations.
